GOVT DETERMINED TO ENSURE SUCCESS OF 24-HOUR ECONOMY POLICY

The Government has pledged to create an enabling environment for the successful implementation of the 24-hour economy.

On Friday 29th May, 2026, Ministry of Transport and Logistics Permanent Secretary Eng. Fredrick Mwalusaka officiated at a public symposium on the ‘Preparedness of the transport and logistics sector to the 24 - hour economy policy’.

The symposium, held at Lusaka’s Mulungushi International Conference Centre, was organised by the Zambia Chartered Institute of Logistics and Transport.

Govt pens transport policy mid-term review contract

LUSAKA, Zambia, Tuesday, May 26th 2026

Government says it will take the lead in the adoption of electric vehicle technology in the country.

Speaking during the signing ceremony of a contract with Rom Transport Engineering this afternoon, Ministry of Transport and Logistics Permanent Secretary Eng. Fredrick Mwalusaka said there is need to incorporate electric vehicles in the National Transport and Logistics Policy.

And Rom Transport Engineering Managing Director Moshe Hirsh said the firm will employ latest technology when collecting data.

Dr. Hirsh pledged to deliver the final document within the stipulated period with real time project monitoring.

Government has contracted Rom Transport Engineering for consultancy services to undertake Mid Term Review and update on the National Transport Policy.

The company is expected to finish consultancy works in eight months.

Govt working at upgrading Mpulungu Port

LUSAKA, Zambia, Thursday, May 21, 2026

GOVERNMENT is working on an upgrade programme for Mpulungu Port to harmonise the facility with regional standards.

Speaking when he officially opened the Regional Validation Workshop of the Draft Final Report of the Feasibility Study for the Harmonisation of the Transport Legislation and Port Procedures and Operations on Lake Tanganyika, Transport and Logistics Permanent Secretary Fredrick Mwalusaka said Zambia has vested interest in Lake Tanganyika to actualise trade and regional integration.

He said the country has seen major exports through the port owing to the large demand for goods and services around the region.

Eng. Mwalusaka said the Mpulungu Port creates an opportunity for Africa to trade within, hence the workshop should culminate into positive transport and logistics outcomes.

And Burundi Maritime and Port Authority Director General Godelieve Nininahazwe who is head of delegation for the visiting countries expressed happiness that Zambia is considering constructing a greenfield railway from the main TAZARA line to connect with the Port of Mpulungu.

She said during the last visit to Zambia by Burundi's President Évariste Ndayishimiye, a Memorundum of Understanding was signed to have the TAZARA line connected to the Port and that the document contained several other important issues of maritime in nature.

Nininahazwe said it is about time for implementation of such agreements and that regional ports are made competitive.

The workshop brings together participants representing Ministries in charge of transport and logistics from the riparian States of Lake Tanganyika, namely Brundi, Democratic Republic of the Congo, United Republic of Tanzania, and Zambia.

MINISTRY OF TRANSPORT AND LOGISTICS COMMENDS DEPOSITION OF AVIATION INSTRUMENTS OF RATIFICATION WITH ICAO

LUSAKA, Zambia, Friday, May 16, 2026 - The Ministry of Transport and Logistics has reaffirmed Government’s commitment to strengthening aviation safety, security and international cooperation following the deposition of the Instruments of Ratification to the International Civil Aviation Organisation (ICAO) in Montreal, Canada.

The deposition follows guidance from the Office of the Vice President requesting the Ministry to deposit a number of key international aviation instruments aimed at enhancing global civil aviation governance and security.

The deposited Instruments of Ratification include:

1. Protocol Amending Article 3 Bis by inserting Article 3 BIS;
2. Protocol Amending Article 50 (A);
3. Protocol Amending Article 56;
4. Protocol Amending the Convention on Offences and Certain Other Acts Committed on Board Aircraft;
5. Convention on the Suppression of Unlawful Acts Relating to International Civil Aviation; and
6. Protocol Supplementary to the Convention for the Suppression of Unlawful Seizure of Aircraft.

The Ministry stated that the deposition of the instruments represents a historic and progressive milestone in Zambia’s aviation sector as the country continues aligning its legal and institutional framework with evolving international civil aviation standards.

The Ministry noted that the ratification and subsequent deposition of the instruments demonstrate Zambia’s resolve to combat emerging threats to civil aviation, including unlawful seizure of aircraft, terrorism-related activities, cyber threats, and the misuse of civil aircraft for unlawful purposes.

The Ministry further emphasised that the move will enhance Zambia’s standing within the global aviation community while strengthening investor confidence, passenger safety, and international cooperation in aviation security matters.

Government has since commenced legislative reforms aimed at domesticating the provisions contained in the various protocols and conventions.

Among the key reforms is the ongoing review of the Civil Aviation Act No. 5 of 2016 to incorporate provisions of Article 3 BIS, which prohibits the use of weapons against civil aircraft in flight and strengthens safeguards for passengers and crew during aircraft interception.

The Ministry has also directed the Civil Aviation Authority to undertake a comprehensive review of all outstanding aviation conventions and protocols requiring ratification to ensure Zambia remains compliant with international obligations under ICAO.

Further, Government is enhancing coordination among aviation authorities, law enforcement agencies, security wings and other stakeholders to strengthen preparedness and response mechanisms against evolving aviation-related crimes and threats.

The Ministry of Transport and Logistics has since reiterated Government’s commitment to ensuring that Zambia remains a responsible and active member of the international aviation community through the promotion of safe, secure and sustainable air transport systems.
