‎Yesterday was a proud day for all of us at SMART Zambia - e-Government Division. We officially innaugurated the SmartCare 2.0 electronic health record system pilot at Ndola Teaching Hospital. This isn’t just another government launch; it’s a game changer for healthcare delivery in our country.

‎Let me be clear: national development is impossible without a healthy population. We can talk about GDP, infrastructure, and investment all day, but if our people are sick, we are not going anywhere. That is the baseline. That is why SmartCare 2.0 matters.
‎
‎We have been working toward this moment for years. SmartCare 2.0 is a fully digital, locally developed health record system that will connect patient information across Zambia. It means a doctor in Ndola can access your medical history instantly; no lost files, no repeated tests, no unnecessary delays.
‎
‎And I’m happy to share that by July 2026, every health facility on the Copperbelt will have full internet connectivity. That’s my commitment. Because a smart system needs smart infrastructure to run on.

‎The future we are building goes even further. Soon, you’ll be able to sit at home, pick up your phone, and schedule an appointment with your doctor. No long queues, no stress. That’s the digital transformation we are delivering.

‎Special thanks to our Government Chief Technology Officer, Kasali Musenge, for reminding us that this tool is ours, built by Zambians, for Zambians. I’m truly excited by the confidence and enthusiasm our girls showed at the Girls in ICT Career Expo in Lusaka. They explored technology, connected with mentors, and proved they belong in the digital space.
ICT is for everyone, female and male alike. When the opportunities are equal, talent shines.
As AI takes centre stage, it is time for girls to become creators, innovators, and leaders shaping Zambia’s digital future.

STANDARDISE, GO OPEN SOURCE, BUILD TRUST - 3 DIGITAL LESSONS FROM THE HONG KONG SUMMIT
HONG KONG, 13 April 2026 — Following the official opening ceremony of the World Internet Conference (WIC) Asia-Pacific Summit, I noted three key lessons for Zambia’s digital transformation.
1) Standardisation
Zambia must standardise to achieve interoperability across digital systems, enabling digital inclusion and effective communication between platforms.
2) Go open source
Zambia should adopt open standards and open source approaches through digital public infrastructure to improve affordability, sustainability, and avoid vendor lock-in.
3) Build trust
Security must be foundational to digitisation. With the establishment of Zambia’s cybersecurity agency, we strengthen protection of data, infrastructure, and digital investments. SMART Zambia Institute will continue supporting the safeguarding of national digital assets.
The conference runs on 13–14 April 2026 under the theme “Integration of AI and Digital Technologies Shaping the Future, Jointly Building a Community with a Shared Future in Cyberspace,” with over 1,000 delegates from Asia, the Pacific and Africa.
