MINISTRY OF INFORMATION AND MEDIA PERMANENT SECRETARY, THABO KAWANA, HAS UNDERSCORED THE IMPORTANCE OF EFFECTIVE COMMUNICATION IN STRENGTHENING GOVERNANCE AND MANAGING CRISIS WITHIN GOVERNMENT INSTITUTIONS.

Speaking at the official opening of the Government Public Relations and Crisis Management Training in Siavonga today, Mr Kawana said communication is the foundation of good governance, as it promotes transparency, builds public trust, enhances institutional credibility, and encourages citizen participation in national development.

Here are the highlights:

✅Poor communication can lead to misinformation, confusion, and loss of public confidence, especially in today’s fast-paced and highly connected world where crises can emerge unexpectedly.

✅Mr Kawana stressed that delays or inconsistencies in communication can be just as damaging as the crisis itself.

✅Ministries, Departments, and Agencies have been called upon to prioritise crisis preparedness and adopt proactive communication strategies.

✅Communication professionals serve as custodians of public trust and are often the first responders during times of crisis.

✅Encouraged participants to actively engage in the week-long training, share experiences, and strengthen networks that will improve collaboration during emergencies.

✅ZAMCOM has transformed into a multimedia organisation offering comprehensive media services and solutions.

✅Over the years, ZAMCOM has trained journalists, public relations professionals, and communication specialists serving across various sectors of Zambia’s landscape.

✅Last year, 52 public relations officers from Government Ministries and agencies received training in government PR and communication best practices.

✅Meanwhile, current training in Siavonga is aimed at strengthening communication principles and equipping PR practitioners with skills to protect and defend organisations facing reputational challenges.

✅In a related development, last month, ZAMCOM virtually trained over 185 media practitioners in Political and Electoral Reporting ahead of the forthcoming general elections.

WESTERN PROVINCE MINISTER HON. KAPELWA MBANGWETA BIDS FAREWELL TO PROVINCIAL ADMINISTRATION

Western Province Minister Hon. Kapelwa Mbangweta, MP, has today officially bid farewell to the Western Provincial Administration management and staff after five years of dedicated service under the New Dawn Administration.

Speaking during the farewell meeting Hon. Mbangweta thanked management and staff for their cooperation, commitment, and support rendered to him throughout his tenure as Minister.

The Minister urged the Provincial Administration to remain committed to implementing the Government’s decentralisation policy, stating that the policy remains key to accelerating development and improving service delivery to communities across the Province.

Hon. Mbangweta further encouraged civil servants to continue working diligently and professionally in order to sustain the developmental gains recorded under the New Dawn Administration.

And Western Province Permanent Secretary Mr. Simomo Akapelwa praised Hon. Mbangweta for his leadership, dedication, and contribution to the growth and development of Western Province during his time in office.

Mr. Akapelwa said the Minister’s collaborative approach and commitment to service delivery helped strengthen the working relationship within the Provincial Administration and contributed to the successful implementation of various Government programmes in the Province.

GOVT INTENSIFIES FMD CONTROL MEASURES IN WESTERN PROVINCE

Government has intensified Foot and Mouth Disease (FMD) control measures in Western Province following the outbreak recently confirmed in parts of the region.

Ministry of Fisheries and Livestock Permanent Secretary, Dr. Max Choombe, says government has so far dispatched 180,000 doses of the FMD vaccine to affected and high-risk districts in order to contain the disease and prevent further spread.

Speaking during an inspection of ongoing vaccination programmes in Senanga District, Dr. Choombe said government, through the Department of Veterinary Services, initially released 35,000 doses immediately after the outbreak was detected and later procured an additional 145,000 doses as part of emergency response measures.

Dr. Choombe explained that the vaccinations are aimed at creating a disease control buffer in affected districts and surrounding areas to stop the disease from spreading to other provinces.

He disclosed that vaccination programmes are currently underway in Senanga, Sioma, Mwandi, Mulobezi and other surrounding districts as part of the disease containment efforts.

The Permanent Secretary further revealed that Western Province has not recorded any recent outbreaks of Contagious Bovine Pleuropneumonia (CBPP) and anthrax due to successful mass vaccination programmes conducted by government, last year.

He said government plans to undertake booster vaccinations after the initial phase in order to strengthen immunity among livestock and further reduce disease occurrences.

The Permanent Secretary has since urged veterinary officers, farmers and communities to remain vigilant against illegal movement of animals, which has been identified as one of the major causes of disease spread.

Dr. Choombe also appealed to livestock farmers to cooperate with veterinary officers by allowing animals to be vaccinated, especially in flood plain areas where some resistance to vaccinations has reportedly been recorded.

Meanwhile, Dr. Choombe said the newly established Western Province Regional Veterinary Laboratory will play a critical role in early disease detection and surveillance once fully operational.

He noted that the laboratory will reduce long distances travelled by farmers seeking veterinary diagnostic services and improve response time to disease outbreaks.

Dr. Choombe further welcomed partnerships with the private sector and cooperating partners in equipping veterinary laboratories across the country, stating that collaboration is key in reducing the national disease burden.

Government: FMD Outbreak Under Control in Western Province

The Government says the Foot and Mouth Disease -FMD- outbreak recorded in parts of Western Province remains under control .

The disease was initially detected in Sesheke and Sioma districts before spreading to a few camps in Nalolo, Shangombo, Kalabo, Sikongo and Senanga due to illegal livestock movements and infected draught animals.

Ministry of Livestock and Fisheries Director Veterinary Services Dr. Charles Maseka says the outbreak poses a serious threat to Zambia's livestock industry, which has an estimated cattle population of about five million.

Dr. Maseka, who featured on ZNBC's Government Forum programme, said investigations established that the outbreak involves the SAT One virus strain currently affecting countries such as South Africa, Zimbabwe and Botswana, adding that wildlife was ruled out as the main source of infection.

He said Western Province remains vulnerable because of cross-border livestock movements with Namibia and Angola, the presence of national parks and the free-range grazing system where animals move long distances.

Dr. Maseka said the government has since activated emergency control measures including movement restrictions, vehicle disinfection and ring vaccinations around affected areas to stop the disease from spreading further.

He said Zambia has already notified the World Organisation for Animal Health about the outbreak and has so far dispatched 35,000 vaccine doses.

An additional 145,000 doses have been procured to safeguard the country’s major cattle-producing provinces.
