ZEDCON 2026: Connecting Economic Planning with Industry

Permanent Secretary for Industry and Commerce, Amb. T.T. Chifamba, is attending ZEDCON 2026, running from 30 September to 2 October under the theme “Smart Infrastructure for an Upper Middle-Income Society.”

His participation strengthens collaboration between Industry and Commerce and the Ministry of Finance, Economic Development and Investment Promotion, helping align economic planning, investment and industrial development.

For Zimbabweans, this coordination matters because it supports policies and investments that can expand production, strengthen businesses, create jobs and improve livelihoods in the journey towards Vision 2030.

COMPETITIVENESS THAT BENEFITS CITIZENS

Permanent Secretary for Industry and Commerce, Amb. T.T. Chifamba, representing Minister Hon. N.M. Ndhlovu, today attended the NCC’s 5th Annual General Meeting in Harare, highlighting how a more competitive economy can translate into better opportunities, stronger businesses, increased productivity and improved livelihoods for Zimbabweans.

Through evidence-based policy advice, Regulatory Impact Assessment, the National Competitiveness Baseline Survey with ZIMSTAT and the National Competitiveness Strategy, the NCC is supporting efforts to create a business environment where enterprises can grow, invest and create opportunities.

The focus is now on turning policy into concrete, measurable interventions that improve the environment in which Zimbabweans do business, work, invest and participate in the economy.

WE ARE MOURNING

It is with profound sorrow that the Ministry announce the passing on of Ms. Gamuchirai Mutetwa, a dedicated leader and member of the Ministry of Industry and Commerce family.

Ms. Mutetwa joined the Ministry of Industry and Commerce on 25 June 2009 as an economist and distinguished herself well as a commited officer.

Hard work and dedication saw her promoted to the post of Deputy Director under the Industrial Development Division in July 2022. She displayed maturity and leadership in her discharge of duty and became a pillar of support to her colleagues in the Ministry.

She also served as Deputy Director Harare Metropolitan Province and became instrumental in engaging the industry regularly as part of the Ministry's mandate to industrialise the economy towards Vision 2030. At the time if her demise, she had been promoted to the post of Director Strategic Planning, Monitoring and Evaluation and was awaiting deployment. Ms. Mutetwa also served as a Board Member of the Micro-Small and Medium Enterprises (MSME) sector in Zimbabwe.

The Ministry has lost a leader. To us as a Ministry, Ms. Mutetwa was not just an employee, she was a colleague, sister and friend. We say Go well Gamu, you fought a good fight.

Our prayers are with the Mutetwa family during this difficult period. May Her Dear Soul Rest in Peace.

ZIMBABWE DRIVES SHIFT FROM RAW MATERIALS TO HIGHER-VALUE PRODUCTION

Speaking at the ongoing TNF Global Summit 2026 in Victoria Falls, Minister of Industry and Commerce Hon. N. M. Ndhlovu outlined Zimbabwe’s drive to move beyond exporting raw materials towards local processing, refining, manufacturing and higher-value industrial production.

✅️ Manufacturing contributed 16.2% of GDP in Q2 2026, with capacity utilisation rising to 61.2%.

✅️ Manufactured exports increased from US$437.6 million in 2024 to approximately US$584.8 million in 2025.

✅️ Steel exports reached 146,314 tonnes valued at US$92.1 million in 2025, while value-added steel exports reached US$68.22 million in Q1 2026, up from US$19.25 million in Q1 2025.

✅️ Zimbabwe imports approximately US$3 billion worth of products that can be produced locally, presenting opportunities for domestic production, investment, jobs and enterprise growth.

✅️ Agriculture supplies approximately 60% of the raw materials used by manufacturing, underscoring the importance of stronger agro-industrial linkages.

The Minister said Zimbabwe’s ambition is clear: build in Zimbabwe, participate in African value chains and export to the world, ensuring greater value from the country’s resources translates into productive industries, jobs, skills, investment and sustainable economic growth.

BUS & TRUCK VALUE CHAIN DRIVES LOCAL GROWTH & COMMUNITY BENEFITS 🇿🇼

The Ministry of Industry and Commerce, led by PS Amb. T.T. Chifamba, representing Minister Hon. N.M. Ndhlovu, officiated the AVM Africa Bus Launch and handover of a locally manufactured bus to St Paul’s Mission in Harare.

With more than six decades in Zimbabwe’s manufacturing sector, AVM Africa’s latest bus demonstrates how local production can create demand across the value chain, support jobs, develop skills and retain value within the economy.

The company locally sources components including seats, upholstery, steel, batteries, wiring and paint, aligning with Government’s NDS2 (2026–2030), ZNIDP2 (2026–2030) and Local Content Strategy 2026–2035.

AVM Africa’s estimated US$17 million investment, alongside a further financing requirement of US$18–25 million for retooling, working capital, skills development and quality control, reflects opportunities to expand local automotive manufacturing.

Government is also reviewing the Motor Industry Development Policy (2026–2030) while pursuing partnerships and financing for vehicle assembly, component manufacturing and electric mobility.

With the AfCFTA market of approximately 1.4 billion people, Zimbabwean manufacturers have an opportunity to move beyond domestic production into regional and continental markets.

STRENGTHENING ZIMBABWE'S LOCAL CONTENT PRODUCTION AGENDA TOWARDS 2030

Local Content production is critical for Zimbabwe because in some sectors, the nation is currently importing what it can produce. The Ministry of Industry and Commerce, as part of its core-mandate, is working with the industry and private sector to improve the local content framework and production towards Vision 2030.

Today, Hon. Minister N.M. Ndhovu held a meeting with the Local Content Steering Committee chaired by Prof. G. Mugano comprising academics, industrialists and representitives from key Government institutions. The regular meetings are held to provide a platform for the Local Content Steering Committee to update the Ministry on all matters to do with Local Content Production.

Key issues on the agenda involve reviewing progress on:
-Assessing sector performance and compliance.
-Strengthening and aligning collaboration between Government and private sector.
-Promoting value addition, import substitution and the Buy Local Campaign.
-Enhancing overall competitiveness across all sectors.

The subsequent increase in Local Content Production will increase value addition and beneficiation, create jobs and build a self-reliant industrial base for Zimbabwe as the nation marches-on towards Vision 2030.

So far, the Ministry has established a catalogue named 'Made in Zimbabwe'. This catalogue guides all stakeholders with information that helps one to source and procure locally. The Ministry through the Steering Committee is also developing a Digital Local Content Rating System to rate and track business compliance on jobs created, import vs local purchases amongst others.
