On 26 May 2026 President of the Republic of Tajikistan, the Leader of the Nation, His Excellency Emomali Rahmon participated and delivered a statement at the opening ceremony of the Fourth High-Level International Conference on the International Decade for Action: “Water for Sustainable Development, 2018–2028” which has been commenced in Dushanbe, Tajikistan.

Муҳтарам роҳбарони ҳайатҳо,

Хонумҳо ва ҷанобон,

Пеш аз ҳама, ташрифи ҳар яки шуморо ба сарзамини бостонии Тоҷикистон самимона хайрамақдам мегуям!

Барои мо мояи ифтихор аст, ки имрӯз дар доираи Раванди оби Душанбе Конфронси чоруми байналмилалии сатҳи баланд оид ба «Даҳсолаи байналмилалии амал “Об барои рушди устувор”, солҳои 2018-2028» баргузор мегардад.

Ин конфронс ба ташаккули уҳдадориҳои муштараки мо барои таҳкими ҳамкорӣ ва суръат бахшидан ба амалҳо ҷиҳати ҳалли яке аз мавзӯъҳои ҳассоси замони муосир мусоидат мекунад.

Мо иштироки фаъол ва саҳмгузории шуморо дар пешбурди рӯзномаи ҷаҳонии об баланд қадр менамоем.

Иштирокчиёни гиромӣ,

Тайи солҳои охир Тоҷикистон ба мақсади дар маркази рӯзномаи рушди байналмилалӣ қарор додани масъалаи об як силсила тадбирҳои амалӣ андешид.

Дар ин ҷода кишвари мо тавассути ташаббусҳои худ дар соҳаи об, ки аз ҷониби Маҷмаи Умумии Созмони Милали Муттаҳид ҳамеша дастгирӣ ёфтанд, пайваста талош варзид.

Ҷавҳари ин талошҳои мо аз масъалаҳои баланд бардоштани мақому манзалати об - сарвати бебаҳои ҳаёт – иборат аст.

Тоҷикистон ҳамоно ҷонибдори бархурди мутавозин, фарогир ва ба самараи амалӣ нигаронидашуда мебошад.

Эълони Даҳсолаи байналмилалии амал «Об барои рушди устувор» гувоҳи возеҳи кӯшишҳои муштараки мо дар ин самт мебошад.

Илова бар ин, баргузории муваффақонаи Конфронси таърихии оби Созмони Милали Муттаҳид дар соли 2023 таҳти мизбонии Тоҷикистону Нидерландия зарурати уҳдадориҳои ҷаҳониро барои тезонидани амалҳо дар соҳаи об возеҳан нишон дод.

Мо дар доираи Раванди оби Душанбе ба талошҳои худ дар самти ташкили платформаи байналмилалии фарогир ва шаффоф идома дода, имрӯз, чун анъана, ҳукуматҳо ва дигар ҷонибҳои манфиатдорро аз саросари ҷаҳон барои дар амал татбиқ намудани уҳдадориҳои марбут ба об гирди ҳам овардаем.

Бояд эътироф кард, ки бо вуҷуди пешравиҳо дар мавзӯи об, ҷаҳон ҳанӯз ҳам бо як зумра мушкилиҳое рӯ ба рӯ мебошад, ки раванди ноилшавӣ ба Ҳадафи шашуми рушди устуворро душвор кардааст.

Ҳоло миллиардҳо нафар одамон ба оби нӯшокии бехатар ва хизматрасониҳои беҳдоштӣ дастрасӣ надоранд, наздик ба 4 миллиард нафар ҳар сол ҳадди ақал як моҳ бо норасоии шадиди об дучор мешаванд.

Тамоюлҳои ҷорӣ гувоҳӣ медиҳанд, ки ин мушкилиҳо дар оянда ба таври назаррас афзоиш хоҳанд ёфт.

Тибқи таҳқиқоти нави коршиносон, талаботи ҷаҳон ба оби ошомиданӣ то соли 2050 ҳадди ақал ба 25 фоиз зиёд мешавад ва ин зарурати истеҳсоли 50 фоиз бештари ғизоро барои аҳолии рӯ ба афзоиш тақозо менамояд.

Ҳамзамон бо ин, қариб нисфи аҳолии шаҳрнишини ҷаҳон метавонад бо норасоии об рӯ ба рӯ гардад.

Соҳаҳои нав ва босуръат рушдёбанда, аз ҷумла саноати “сабз”, шаҳрсозӣ, истеҳсоли озуқаворӣ ва инфрасохтори рақамӣ талабот ба обро боз ҳам зиёд хоҳанд кард.

Ин раванд зарурати гузариш ба технологияҳои сарфакоронаи об, мудирияти муассири захираҳо ва ҳамоҳангсозии беҳтари сиёсати об, энергетика ва озуқавориро дучанд месозад.

Илова бар ин, таъсири пайомадҳои тағйирёбии иқлим, аз ҷумла хушксолӣ, обхезиҳо, обшавии босуръати пиряхҳо ва баландшавии сатҳи баҳр вазъи ҷориро дучанд шиддат мебахшад.

Воқеияти зикршуда барои низомҳои аллакай осебпазир фишори иловагӣ эҷод мекунад.

Ин нишондиҳандаҳо танҳо пешгӯӣ нестанд, балки ҳушдори ҷиддӣ ва даъват ба амал ба ҳар яки мо мебошанд.

Иштирокдорони муҳтарам,

Ҷиҳати ҳаллу фасли мушкилиҳои марбута, Тоҷикистон дар сатҳи милливу минтақавӣ низ чораҳои зарурӣ меандешад.

Дар доираи Барномаи ислоҳоти соҳаи об заминаҳои ҳуқуқӣ ва ниҳодӣ барои татбиқи марҳалавии мудирияти ҳамгироии захираҳои об ба таври назаррас таҳким ёфта, инфрасохтори калидӣ навсозӣ гардидааст, ки аллакай самаранокӣ ва устувории истифодаи обро беҳтар мекунад.

Барои суръат бахшидан ба раванди ноилшавӣ ба Ҳадафи шашуми рушди устувор дар кишвари мо Стратегияи миллии об то соли 2040 ва Барномаи давлатии таъминоти оби нӯшокӣ ва беҳдошт барои солҳои 2025–2029 қабул гардидаанд.

Ин санадҳо афзалиятҳои дарозмуддат ва тадбирҳои мушаххасро барои рушди соҳаи об муайян менамоянд.

Мо ният дорем, ки то соли 2030 татбиқи пурраи мудирияти ҳамоҳангшудаи захираҳои обро дар сатҳи миллӣ ва ҳавзавӣ таъмин намуда, низоми муосири илман асоснок, устувор ва самаранокро таъсис диҳем.

Ҳамзамон бо ин, мо талош дорем, ки то соли 2040 дастрасӣ ба оби мутамарказро ҳадди ақал барои 90 фоизи аҳолӣ таъмин намоем.

Мо тасмим гирифтаем, ки ба ин васила дастрасии ҳар як шаҳрвандро ба оби тозаи ошомиданӣ кафолат диҳем.

Дар баробари ин, Тоҷикистон нақша дорад, ки миқёси технологияҳои сарфакунандаи обро зиёда аз чил баробар афзоиш дода, истифодаи самараноки ин неъмати бебаҳоро ба як абзори калидии мутобиқшавӣ ба тағйирёбии иқлим табдил диҳад.

Гузашта аз ин, мо ният дорем, ки то соли 2040 рақамикунонии мудирияти захираҳои обро то 80 фоиз афзоиш дода, бо ин роҳ шаффофият, самаранокӣ ва устувории қабули қарорҳои марбутаро таъмин намоем.

Дӯстони гиромӣ,

Мо ба рушди ҳамкориҳои фаромарзӣ дар соҳаи об аҳаммияти хоса медиҳем.

Ҷиҳати таҳкими минбаъдаи эътимод, шарикӣ ва муколамаи созанда дар Осиёи Марказӣ оид ба ҳалли масъалаҳои муҳимми об ҳамеша кӯшиш ба харҷ медиҳем.

Тоҷикистон ба Фонди байналмилалии наҷоти баҳри Арал ҳамчун платформаи мусоиди минтақавӣ барои баррасӣ ва ҳалли маҷмуи масъалаҳои об ба хотири рушди устувор менигарад.

Вобаста ба ин ва бо дарназардошти мушкилоти муосир ва ниёзҳои кишварҳои минтақа, мо ҷонибдори такмили сохтори ин фонд ва дар чорчӯби он таъсис додани Комиссияи байнидавлатии энергетикӣ барои Осиёи Марказӣ ҳастем.

Ин комиссия метавонад ҳамчун як абзори муҳимми таҳкими ҳамкории минтақавӣ ва таъмини рушди устувори ҳавзаи баҳри Арал хизмат намояд.

Ҳозирини муҳтарам,

Дар солҳои охир, Даҳсолаи байналмилалии амали об ва Рӯзномаи амали об барои ҳаллу фасли мушкилоти марбут ба об заминаҳои мустаҳкам фароҳам сохтанд.

Бо вуҷуди ин, дар ҷодаи рафъи ин мушкилот ба нафъи имрӯзу ояндаи сайёра мо ҳанӯз дучори монеаҳои ҷиддӣ ҳастем.

Барои бартараф кардани ин монеаҳо, дар саросари ҷаҳон, дар сатҳҳои миллӣ, минтақавӣ ва ҷаҳонӣ иқдомҳои назаррас роҳандозӣ мешаванд, ки бояд ягонагӣ ва ҳамкориро дар самти об тақвият бахшанд.

Дар ин росто, мо ба талошҳои мутавозин, муассир ва фарогири манфиатҳои муштарак ниёз дорем.

Тоҷикистон бар ин назар аст, ки ба мақсади тавсеаи ин талошҳо ва амалисозии онҳо имрӯз зарурати гузариш ба марҳалаи нави ҳамкории ҷаҳонӣ дар соҳаи об ба миён омадааст.

Аз ин лиҳоз, мо пешниҳод менамоем, ки «Чаҳорчӯби Душанбе барои об» таъсис дода шавад.

Ин чаҳорчӯб метавонад равандҳои ҷориро дар масъалаҳои об таҳким бахшида, заминаи мусоидро барои ҳамоҳангӣ ва ҳамгироии талошҳои муштарак ҷиҳати расидан ба натиҷаҳои амалӣ муҳайё созад.

Ҳозирини гиромӣ,

Мо ба марҳилаи ҷамъбастии Даҳсолаи байналмилалии амал “Об барои рушди устувор” наздик мешавем.

Зарур аст, ки аз ҳоло дар бораи рӯзномаи ҷаҳонии об баъди соли 2030 андеша намоем.

Иқдомҳои мо дар ин ҷода бояд аз дастовардҳои Даҳсола, Рӯзномаи амали об ва таҷрибаи Раванди оби Душанбе маншаъ гирифта, ба ҳалли масъалаҳои рӯзафзуни марбут ба об равона карда шаванд.

Ёдовар мешавам, ки мо дар пешорӯи баргузории силсила ҳамоишҳои муҳими сатҳи ҷаҳонӣ дар соҳаи об, аз ҷумла Конфронси оби Созмони Милали Муттаҳид дар соли 2026 ва Саммити Ҳадафҳои рушди устувор дар соли 2027 қарор дорем.

Ҳамзамон бо ин, дар соли 2028 шаҳри Душанбе мизбони Конфронси оби Созмони Милали Муттаҳид хоҳад гардид, ки аз Даҳсолаи ҷории байналмилалии амал «Об барои рушди устувор» натиҷагирӣ хоҳад кард.

Бар ин боварам, ки натиҷаҳои ин ҳамоишҳо ба ташаккули Рӯзномаи ҷаҳонии об пас аз соли 2030 мусоидат хоҳанд кард.

Дар ин раванд, расидан ба натиҷаҳои амалӣ, маблағгузории устувор, ҳамгироии сиёсати об бо иқлиму энергетика, озуқаворӣ ва низомҳои муҳитзистӣ, инчунин, тақвияти ҳамкории минтақавӣ ва байналмилалӣ бояд мавзӯъҳои калидии Рӯзномаи нави обро ташкил диҳанд.

Дар ин замина, «Чаҳорчӯби Душанбе барои об» муҳаррики пешбурди Рӯзномаи ҷаҳонии об пас аз соли 2030 хоҳад шуд.

Хонумҳо ва ҷанобон,

Комёб гардидани мо дар ин масир, пеш аз ҳама, ба ҳамкории боэътимод, дарки муштараки мушкилот ва дарёфти роҳҳои ҳалли онҳо вобастагӣ дорад.

Биёед, аз имкониятҳои конфронси имрӯза ҳамчун нуқтаи гардиш дар ҳаллу фасли масоили об истифода намоем.

Ҳамаи мо масъулияти муштараки муҳим дорем – ганҷинаи бебаҳои сайёра, яъне захираҳои обро бояд барои наслҳои имрӯзу оянда оқилона ва самаранок идора намоем.

Ҳозирини гиромӣ,

Дар хотима, мехоҳам эълон намоям, ки мо ба мақсади пешбурд ва тақвияти дипломатияи об ва муттаҳид кардани талошҳои ҷомеаи ҷаҳонӣ барои ояндаи устувор ва бехатар Ҷоизаи байналмилалии Президенти Ҷумҳурии Тоҷикистонро дар соҳаи об таъсис додем.

Ин ҷоиза барои эътироф намудани саҳми барҷаста дар рушди ҳамкориҳои байналмилалӣ, таҳқиқоти илмӣ, сиёсати устувори об ва пешбурди роҳҳои ҳалли муассири мушкилоти ҷаҳонии об нигаронида шудааст.

Heads of delegations,

Ladies and gentlemen,

First of all, I would like to sincerely welcome each of you to the ancient land of Tajikistan!

We are proud that today, within the framework of the Dushanbe Water Process, the Fourth High-Level International Conference on the "International Decade for Action: Water for Sustainable Development, 2018–2028" is being held.

This conference will help to shape our shared commitment to strengthen cooperation and accelerate action to address one of the most pressing issues of our time.

We highly appreciate your active participation and contribution to advancing the global water agenda.

Dear participants,

In recent years, Tajikistan has taken a series of practical measures to place water at the center of the international development agenda.

In this regard, our country has made continuous efforts through its initiatives in the field of water, which have always been supported by the United Nations General Assembly.

At the heart of our efforts is the issue of improving the status and value of water, the invaluable resource of life.

Tajikistan continues to advocate for a balanced, inclusive, and results-oriented approach.

The proclamation of the International Decade for Action “Water for Sustainable Development” stands as a clear testament to our collective efforts in this direction.

Moreover, the successful holding of the historic United Nations Water Conference in 2023, hosted by Tajikistan and the Netherlands, clearly demonstrated the need for global commitments to accelerate actions on water.

Within the framework of the Dushanbe Water Process, we continue our efforts to create an inclusive and transparent international platform, and today, this conference, as a tradition, brings together governments and other stakeholders from around the world to advance the implementation of water-related commitments.

It should be recognized that despite the progress made on water, the world still faces a number of challenges that continue to impede progress toward the achievement of Sustainable Development Goal 6.

Billions of people currently lack access to safe drinking water and sanitation services, with nearly 4 billion people experiencing severe water shortages for at least one month each year.

Current trends indicate that these challenges will intensify significantly in the future.

According to new expert research, the world's demand for drinking water will increase by at least 25 percent by 2050, requiring the production of 50 percent more food for the growing population.

At the same time, almost half of the world's urban population will face water shortages.

New and rapidly growing sectors, including “green” industries, urban development, food production, and digital infrastructure, will further increase water demand.

These trends redouble the need for a transition to water-efficient technologies, efficient resource management, and better coordination of water, energy, and food policies.

Moreover, the impact of climate change, including droughts, floods, rapid glacier melting, and rising sea levels, is further exacerbating the current situation.

This reality continues to place additional pressure on already fragile systems.

These indicators are not mere predictions but a serious warning and a call to action for each of us.

Dear participants,

To address related problems, Tajikistan is also taking necessary measures at the national and regional levels.

Under the Water Sector Reform Program, the legal and institutional framework for the phased implementation of integrated water resources management has been significantly strengthened, and key infrastructure has been modernized, which is already improving the efficiency and sustainability of water use.

To accelerate progress toward the achievement of Sustainable Development Goal 6 in our country, the National Water Strategy for the Period up to 2040 and the State Program for Drinking Water Supply and Sanitation for 2025–2029 have been adopted.

These documents identify long-term priorities and specific measures for the development of the water sector.

We intend to ensure the full implementation of coordinated water resources management at the national and basin levels by 2030, and to establish a modern, science-based, sustainable, and efficient system.

Simultaneously, we are committed to ensuring access to centralized water supply for at least 90 percent of the population by 2040.

Through this measure, we are determined to guarantee access to clean drinking water for every citizen.

At the same time, Tajikistan plans to scale up water-saving technologies by more than forty times, making the efficient use of this invaluable resource a key tool for climate change adaptation.

Furthermore, we aim to increase the digitalization of water resources management to 80 percent by 2040, thereby ensuring transparency, efficiency, and sustainability of related decision-making.

Dear friends,

We attach particular importance to the development of transboundary cooperation in the water sector.

We will continue to strive to further strengthen trust, partnership, and constructive dialogue in Central Asia on addressing critical water issues.

Tajikistan views the International Fund for Saving the Aral Sea as a helpful regional platform for discussing and resolving a range of water issues for sustainable development.

In this regard, and taking into account the current challenges and needs of the countries of the region, we support the structural improvement of this fund and the establishment of an Interstate Energy Commission for Central Asia within its framework.

This commission could serve as an important tool for strengthening regional cooperation and ensuring sustainable development of the Aral Sea basin.

Dear audience,

In recent years, the International Decade for Action on Water and the Water Action Agenda have provided a solid foundation for addressing water-related challenges.

Nevertheless, we continue to encounter significant obstacles in tackling these challenges for the well-being of the planet both now and in the future.

To overcome these obstacles, significant initiatives are being taken around the world at the national, regional, and global levels, which should strengthen unity and cooperation on water.

In this regard, we require balanced, effective, and inclusive efforts that encompass our shared interests.

Tajikistan believes that in order to expand these efforts and implement them, there is a need to move to a new stage of global cooperation in the water sector.

In this regard, we propose the establishment of a “Dushanbe Water Framework.”

This framework can strengthen ongoing processes on water and provide a favorable basis for coordination and integration of joint efforts to achieve practical results.

Dear audience,

We are approaching the concluding phase of the International Decade for Action “Water for Sustainable Development.”

It is necessary to start thinking now about the global water agenda after 2030.

Our actions in this direction should be built on the achievements of the Decade, the Water Action Agenda, and the experience of the Dushanbe Water Process, and should be directed at addressing the growing challenges related to water.

I wish to recall that we are preparing to host a series of important global water summits, including the United Nations Water Conference in 2026 and the Sustainable Development Goals Summit in 2027.

Concurrently, in 2028, the city of Dushanbe will serve as the host for the United Nations Water Conference, concluding the International Decade for Action, “Water for Sustainable Development.”

I believe that the results of these conferences will contribute to the formation of the World Water Agenda after 2030.

In this process, achieving practical results, sustainable financing, water policy integration with climate and energy, food and environmental systems, as well as strengthening regional and international cooperation should be key themes of the New Water Agenda.

In this context, the “Dushanbe Water Framework” will become the engine for promoting the post-2030 World Water Agenda.

Ladies and gentlemen,

Our success on this path depends, above all, on reliable cooperation, a shared understanding of problems, and finding solutions to them.

Let us seize the opportunities of today's conference as a turning point in addressing water issues.

We all have an important shared responsibility: to manage the planet's invaluable treasure, namely water resources, wisely and effectively for present and future generations.

Dear audience,

In conclusion, I would like to announce that we have established the International Water Award of the President of the Republic of Tajikistan with the aim of promoting and strengthening water diplomacy and uniting the efforts of the international community for a sustainable and secure future.

This award is intended to recognize outstanding contributions to the development of international cooperation, scientific research, sustainable water policy, and the promotion of effective solutions to global water problems.

At the same time, we decided to establish the International Abu Ali ibn Sina (Avicenna) Award in Medicine.

This award, in line with Sustainable Development Goals 3 and 6, aims to recognize outstanding contributions and achievements in the development of international cooperation, scientific achievements, and the promotion of sustainable policies in the aforementioned areas.

Дар ҳамоиш теъдоди зиёди шаҳрвандони Ҷумҳурии Тоҷикистон бо шумули масъулини намояндагиҳои дипломатӣ, соҳибкорон, донишҷӯён, варзишгарон, сокинон ва дигар тоҷиконе, ки дар Аморот фаъолият, таҳсил ва будубош доранд, ширкат варзиданд.

Celebration of "Tajikistan Youth Day" and the "World Football Day" in the United Arab Emirates

On 24 May 2026, a festive event dedicated to the "Tajikistan Youth Day" and the "World Football Day" was co-organised in Dubai at the initiative of the Embassy and Consulate General of the Republic of Tajikistan in collaboration with the "Tajik Community" in the United Arab Emirates.

The gathering was attended by a large number of citizens of the Republic of Tajikistan, particularly officials of diplomatic missions, entrepreneurs, students, athletes, residents and other Tajiks who are working, studying and residing in the UAE.

During the event, personnel of the Tajikistan Foreign Missions congratulated the attendees on the occasion of the above-mentioned celebrations and expressed their readiness to promptly consider citizens' requests and appeals, as well as resolve issues related to consular affairs.

The insightful consultations and explanatory works specifically featured the continuous efforts of the Government and the role of the Leader of the Nation, the President of the Republic of Tajikistan, His Excellency Emomali Rahmon, in supporting young people, developing and promoting a healthy lifestyle among them, providing employment to this active segment of society, exploring and endorsing new talents, as well as protecting the rights and interests of citizens of the Republic of Tajikistan both at homeland and abroad.

It was also proudly recalled that at the initiative of the Republic of Tajikistan May 25 was declared as the "World Football Day" in the international arena, and this initiative is a clear proof of our country's contribution to the development of world sports and enhancement of friendship and integration amongst different nations.

At the end of the meeting, the audience were called upon to respect and comply with the basic rules of residence, public order, current laws and legal norms to avoid disciplinary, administrative or criminal liability in the United Arab Emirates.
