Dubai Community Development Authority قطاع اجتماعي رائد يدفع عجلة التنمية المستدامة The Community Development Authority (CDA) was founded by a decree of H.H.

تأسست هيئة تنمية المجتمع بمرسوم من صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس دولة الإمارات العربية المتحدة رئيس مجلس الوزراء حاكم دبي في يوليو 2008. تتولى الهيئة مسؤولية تنظيم وتطوير أطر التنمية المجتمعية في إمارة دبي لتحقيق غايات خطة دبي الاستراتيجية 2015 التي أعلن عنها سموه في فبراير 2007. كما تتولى هيئة تنمية المجتمع الإشراف العام على تحقيق مخرجات القطاع الاجتماعي من خلال إنشاء و إدارة نظام متكامل وكفؤ للتنمية والخدمات الاجتماعية في الإمارة. ويتضمن ذلك إعداد الخطط الاستراتيجية الشاملة المتعلقة بالقطاع الاجتماعي والإشراف على تنفيذها واقتراح التشريعات المتعلقة بالخدمات الاجتماعية وتطوير جودة مخرجات قطاع التنمية الاجتماعية. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai in July 2008. CDA is responsible for setting up and developing a framework for social development, and aims to achieve the goals outlined in the Dubai Strategic Plan 2015 (DSP), as declared by H.H. Sheikh Mohammed Bin Rashid Al Maktoum in February 2007. The Community Development Authority is responsible for the overall supervision to achieve social sector outputs, and provide the provisions of social services in order to create an integrated and efficient management system for the development of social services in the emirate. This includes the preparation, ex*****on, and supervision of comprehensive strategic plans, and proposing legislation related to social services to improve the outputs of the social development sector.

على مدى ثلاثة أيام، شاركنا في إكسبو أصحاب الهمم 2026 عبر منصة جمعت بين الخدمة والتوعية والتواصل وإبراز القدرات، وأتحنا لأصحاب الهمم وأسرهم فرصة الوصول إلى المعلومات والخدمات المتخصصة التي تلبي احتياجاتهم.

نواصل التزامنا ببناء مجتمع أكثر شمولاً وتمكيناً، يحتضن قدرات أصحاب الهمم، ويوسّع فرص مشاركتهم وإسهامهم في إثراء مجتمعنا.

Over three days at AccessAbilities Expo 2026, our stand brought together services, awareness, engagement and opportunities to showcase abilities, providing People of Determination and their families with access to information and specialised services tailored to their needs.

We remain committed to building a more inclusive and empowered society that embraces the abilities of People of Determination and expands opportunities for their participation and contribution to enriching our community.

⁨ ضمن الفعاليات المصاحبة لـ«إكسبو أصحاب الهمم 2026»، نظّمت جلسة تفاعلية بعنوان «تطوَّع مع الهمم»، جمعت الفرق التطوعية ومراكز أصحاب الهمم، بهدف التعرف على احتياجات المراكز وتبادل الأفكار والمقترحات، وتحويلها إلى فرص تطوعية مبتكرة ومبادرات نوعية تلبي احتياجاتها، وتسهم في تعزيز التمكين والدمج المجتمعي، وتحقيق أثر إيجابي ومستدام في حياة أصحاب الهمم.



As part of the activities held alongside AccessAbilities Expo 2026, the organised an interactive session titled ‘Volunteer with People of Determination’, bringing together volunteer teams and centres for People of Determination.

The session aimed to identify the centres’ needs, exchange ideas and suggestions, and turn them into innovative volunteering opportunities and targeted initiatives that address their needs, promote empowerment and community inclusion, and make a positive, lasting impact on the lives of People of Determination.

لحظات جميلة عشناها مع مواهب مميزة أبدعت على منصة الموهوبين من أصحاب الهمم «POD Got Talent»، حيث استعرضوا إبداعاتهم في العزف والرسم والفنون المتنوعة، وأتيحت لهم مساحة للتعبير عن أنفسهم ومشاركة قدراتهم مباشرة أمام الجمهور، وتعزيز شعورهم بالفخر بإنجازاتهم.

بروحهم الإيجابية قدموا لنا قصصاً حية عن قوة الإرادة والثقة بالنفس، وأثبتوا أن كل صاحب همة يستحق فرصة حقيقية ليبدع ويتميز ويصنع الأثر.




Behind every talent is a story of determination, a meaningful contribution to society and abilities that deserve to be recognised.

We shared memorable moments with talented People of Determination who took centre stage at ‘POD Got Talent’, showcasing their creativity through music, painting and various art forms.
The platform gave them an opportunity to express themselves, share their abilities directly with the audience and take pride in their achievements.

Through their positive outlook , they brought stories of determination and self-confidence to life, reminding us that every Person of Determination deserves a genuine opportunity to express their creativity, excel and make an impact.

لأن أصحاب الهمم أولوية راسخة في دبي، أطلقت مشروع "قاعدة البيانات الموحدة لأصحاب الهمم"، لتعزيز التنسيق والربط الإلكتروني بين الجهات المعنية، وبناء قاعدة بيانات دقيقة ومتكاملة تدعم تطوير خدمات أكثر استباقية وشمولية، تلبي احتياجات أصحاب الهمم وترتقي بجودة حياتهم.




With People of Determination firmly at the heart of Dubai’s priorities, the has launched the Unified Database for People of Determination project to strengthen coordination and digital integration among relevant entities.

The project aims to establish an accurate, comprehensive database that supports the development of more proactive and inclusive services tailored to the needs of People of Determination, enhancing their quality of life.
