🌍💻 Ndërsa teknologjitë digjitale vijojnë të ndikojnë në proceset zgjedhore në mbarë botën, këto çështje mbeten të rëndësishme për organet e administrimit të zgjedhjeve dhe politikëbërësit. 🏛️📊

🇪🇪📅 Nga data 7 deri më 9 tetor, Prezenca e OSBE-së në Shqipëri mbështeti pjesëmarrjen e përfaqësuesve të Komisionit Qendror të Zgjedhjeve dhe të ekspertëve të Komisionit të Posaçëm për Reformën Zgjedhore në Konferencën e 11-të të Përbashkët Ndërkombëtare mbi Votimin Elektronik, e zhvilluar në Talin, Estoni. 🤝🌐

👥🔬 Konferenca mblodhi studiues, profesionistë të fushës së zgjedhjeve dhe përfaqësues të institucioneve për të shqyrtuar zhvillimet më të fundit në fushën e votimit elektronik, duke ndërthurur kërkimin shkencor me përvojën praktike nga kontekste të ndryshme kombëtare. 💡📚

🔐🌐⚙️💡 Ky shkëmbim u dha mundësi pjesëmarrësve shqiptarë të thellonin njohuritë mbi garantimin e integritetit të proceseve zgjedhore, qasjet teknike për mbrojtjen e privatësisë së votuesve, rreziqet që lidhen me detyrimin apo ndikimin e paligjshëm mbi votuesit, kriptografinë, votimin e bazuar në teknologjinë blockchain, si dhe sfidat e sigurisë me të cilat mund të përballen këto sisteme. 🛡️🔍🗳️

🤝🇦🇱 Prezenca e OSBE-së mbetet e angazhuar për të mbështetur autoritetet shqiptare në shfrytëzimin e mundësive të reja për administrimin e zgjedhjeve përmes inovacionit digjital. 🚀💻

🌍💻 As digital technologies continue to shape electoral processes around the world, these questions remain important for electoral management bodies and policymakers. 🏛️📊

🇪🇪📅 From 7–9 October, the OSCE Presence in Albania supported the participation of representatives of the Central Election Commission and experts from the Ad Hoc Committee on Electoral Reform in the 11th International Joint Conference on Electronic Voting, held in Tallinn, Estonia. 🤝🌐

👥🔬 The conference brought together researchers, election practitioners and institutional representatives to explore the latest developments in electronic voting, combining scientific research with practical experience from different national contexts. 💡📚

🔐🌐⚙️💡 This exchange enabled the Albanian participants to deepen their understanding of safeguarding the integrity of electoral processes, technical approaches to protecting voters’ privacy, risks associated with coercion, cryptography, blockchain-based voting, and the security challenges these systems may face. 🛡️🔍🗳️

🤝🇦🇱 The Presence remains committed to supporting the Albanian authorities in exploring new possibilities for election administration through digital innovation. 🚀💻

📌 This activity was organized under the ExB project “Support to Electoral Reform and Processes in Albania”, supported by the governments of Sweden 🇸🇪, Switzerland 🇨🇭 and Poland 🇵🇱, as well as the U.S. Mission to the OSCE 🇺🇸.

🚀 AI, DIGITAL JOURNALISM & COPYRIGHT: EMPOWERING THE FUTURE OF PUBLIC MEDIA! 🎥🤖

How can artificial intelligence make journalism smarter, faster and more reliable? And how can journalists innovate while protecting intellectual property?

The OSCE Presence in Albania, in co-operation with Albanian Radio and Television (RTSH), brought these topics to the forefront through a three-day training programme for public broadcaster staff.

💡 What was on the agenda?
🔹 AI tools for fact-checking and information verification
🔹 Digital tools to improve news production and reporting
🔹 Smarter, more engaging content for social media
🔹 Copyright, licensing and the responsible use of photos, videos, music and other protected materials

📱 From strengthening the credibility of news to navigating the challenges of AI and digital content, the training focused on helping media professionals embrace innovation while upholding journalistic standards.

🎯 The goal: stronger digital skills, more reliable reporting and greater awareness of copyright in an evolving media landscape.

Because the future of journalism depends not only on new technology, but on how responsibly we use it.

Kryetari i Prezencës së OSBE-së në Shqipëri, Ambasadori Michel Tarran, u takua me Inspektorin e Lartë të Drejtësisë, z. Artur Metani, për të diskutuar mbi zhvillimet e fundit që lidhen me sistemin gjyqësor, si dhe mbi çështje që lidhen me mandatin e Inspektorit të Lartë të Drejtësisë.
Në qendër të diskutimeve ishte roli i Inspektorit të Lartë të Drejtësisë për garantimin e llogaridhënies në sistemin gjyqësor, përfshirë trajtimin e ankesave dhe çështjeve disiplinore që lidhen me gjyqtarët dhe prokurorët, si dhe te rëndësia e respektimit të procesit të rregullt ligjor, konsistencës dhe pavarësisë së gjyqësorit dhe prokurorisë. Ata shkëmbyen pikëpamje edhe lidhur me zhvillimet që lidhen me dhënien efektive të drejtësisë dhe forcimin e besimit të publikut te sistemi i drejtësisë.

The Head of the OSCE Presence in Albania, Ambassador Michel Tarran, met with the High Inspector of Justice, Mr. Artur Metani, to exchange views on recent developments affecting the justice system and matters relevant to the High Inspector of Justice mandate.

The discussion focused on the role of the High Inspector of Justice in judicial accountability, including the handling of complaints and disciplinary matters concerning judges and prosecutors, and the importance of due process, consistency and respect for judicial and prosecutorial independence. They also exchanged views on developments affecting the effective delivery of justice and public trust in the justice system.

♻️ Ditën e djeshme, Prezenca e OSBE-së në Shqipëri mblodhi përfaqësues të bashkive Berat, Dibër, Lushnjë dhe Memaliaj në një shkëmbim teknik online mbi menaxhimin e mbetjeve. 💻🌱

🤝 Takimi është pjesë e nismës sonë të shkëmbimit mes bashkive, ku Lushnja dhe Berati veprojnë si bashki mentore përkatësisht për Memaliajn dhe Dibrën.

👨‍🏫 Në të mori pjesë Dr. Johann Mayr, ekspert austriak në fushën e menaxhimit të mbetjeve bashkiake, i cili u identifikua me mbështetjen e Këshillit të Bashkive dhe Rajoneve Evropiane (CEMR) dhe Shoqatës Austriake të Bashkive. 🇦🇹🇪🇺

📚 Shkëmbimi u mbështet në përvojat e vizitave studimore të zhvilluara në qershor 2026. Ai u dha bashkive pjesëmarrëse mundësinë të përpunojnë më tej planet e veprimeve, të krahasojnë përvojat e tyre me praktikat evropiane 🇪🇺 dhe të identifikojnë hapa konkretë zbatimi. 🎯

🌍 Kjo veprimtari është pjesë e projektit të Prezencës “Forcimi i kapaciteteve të qeverisjes vendore dhe përmirësimi i qeverisjes mjedisore në Shqipëri” dhe mbështetet në përkrahjen afatgjatë të OSBE-së për forcimin e qeverisjes vendore, menaxhimin e mjedisit dhe zhvillimin e qëndrueshëm në nivel vendor. 🌱🤝

♻️ Yesterday, the OSCE Presence in Albania brought together representatives of the municipalities of Berat, Dibra, Lushnja and Memaliaj for an online technical exchange on municipal waste management. 💻🌱

🤝 The meeting was part of our peer-to-peer initiative, under which Lushnja and Berat municipalities act as mentors to Memaliaj and Dibra respectively.

👨‍🏫 The session featured Dr Johann Mayr, an Austrian expert in municipal waste management, who was identified with support from the Council of European Municipalities and Regions (CEMR) and the Austrian Association of Municipalities. 🇦🇹🇪🇺

♻️ Discussions focused on practical approaches to:
🗑️ waste collection
🔄 separation at source
♻️ recycling
🤝 inter-municipal co-operation
💶 service financing
🌱 decentralized composting

Particular attention was given to solutions that could be adapted to the Albanian municipal context and local needs. 🇦🇱

📚 Building on the study visits held in June 2026, the exchange helped the participating municipalities further develop their follow-up action plans, compare their experience with relevant European practices 🇪🇺 and identify realistic options for implementation. 🎯

🌍 This activity is part of the Presence’s project “Strengthening local government capacities and improving environmental governance in Albania”. It builds on the OSCE’s long-standing support for strengthening local governance, environmental management and sustainable development at the local level. 🌱🤝

Kryetari i Prezencës së OSBE-së në Shqipëri, ambasadori Michel Tarran, u takua sot me kryetarin e Këshillit të Lartë Gjyqësor, z. Ilir Rusi, për të diskutuar mbi zhvillimet e fundit që lidhen me sistemin gjyqësor.

Gjatë takimit, u theksua roli i rëndësishëm i KLGJ-së në mbështetjen e funksionimit efektiv dhe të qëndrueshëm të gjykatave, përfshirë përmes krijimit të kornizave të përshtatshme institucionale dhe udhëzimeve, duke respektuar pavarësinë e gjyqësorit dhe standardet për një proces të rregullt gjyqësor.

Ata shkëmbyen pikëpamje edhe për sfidat aktuale me të cilat përballet gjyqësori dhe rëndësinë e vijimit të dialogut dhe të konsultimit ndërmjet aktorëve të drejtësisë dhe palëve të interesuara për çështjet që lidhen me dhënien efektive të drejtësisë dhe forcimin e besimit të publikut te sistemi i drejtësisë.

The Head of the OSCE Presence in Albania, Ambassador Michel Tarran, met with the Chairperson of the High Judicial Council, Mr. Ilir Rusi, to exchange views on recent developments affecting the judicial system.

The discussion highlighted the important role of the HJC in supporting the effective and consistent functioning of courts, including through appropriate institutional frameworks and guidance, while upholding judicial independence and fair trial standards.

They also exchanged views on current challenges facing the judiciary and the importance of continued dialogue and consultation among justice actors and interested parties on matters affecting the effective delivery of justice and public trust in the justice system.
