The Office of Disaster Assistance and Petroleum Management was established by Executive Order in the interest of serving the Government of American Samoa.

The Office of Disaster Assistance and Petroleum Management (ODAPM), formerly known as the Territorial Office of Fiscal Reform was established by Executive Order No. 006-2014 on September 8, 2014 and signed by Governor Lolo M. Moliga.
