⚡️ Министерство иностранных дел Российской Федерации и Министерство иностранных дел Республики Беларусь публикуют третий совместный доклад о ситуации с правами человека в отдельных странах.

Универсальный характер прав человека означает, что люди любой национальности, расы, пола, возраста и любых возможностей здоровья имеют право на достойную жизнь независимо от того, во что они верят, кого они любят или каких-либо других характеристик. Универсальность прав человека означает также то, что они должны соблюдаться на всем земном шаре, в любой стране мира, без манипуляций по типу «двойных стандартов».
Нельзя делать вид, что проблем не существует, или замалчивать их, и одновременно вмешиваться во внутренние дела суверенных государств, пытаясь навести там пресловутый «порядок, основанный на правилах», которые идут вразрез с нормами и принципами международного права, закреплёнными в общепризнанных международных документах. К этому призываем коллег из стран, которым посвящён данный доклад.

Представляемый вниманию экспертов и общественности уже третий совместный доклад министерств иностранных дел Республики Беларусь и Российской Федерации о ситуации с правами человека в отдельных странах служит ярким примером тесного межгосударственного взаимодействия в правозащитной области и демонстрирует близость позиций наших стран по этому важному вопросу.
Документ нацелен на привлечение внимания к вызовам и угрозам, с которыми сталкивается современное международное сообщество в сфере прав человека.
Прежде всего, при описании собранного в докладе перечня проблем в сфере поощрения и защиты прав человека обращает на себя внимание неизменная суть этих самых проблем, а именно – до сих пор существующие и даже усугубляющиеся так называемые двойные стандарты при оценке тех или иных правозащитных ситуаций и явлений. Подобный подход регулярно используется странами «коллективного Запада» в целях нагнетания конфронтации и оказания давления на суверенные государства и вмешательства в их внутренние дела, что и показано в соответствующих страновых разделах доклада.
Своими всё более бесцеремонными подходами в вопросах трактовки прав человека западные страны полностью перечёркивают свои же рассуждения об универсальности этих прав.
В числе ещё одной особенности современного состояния в данной сфере следует назвать отход от выполнения социальных обязательств и переход к милитаризации всех областей экономики – и всё это со ссылками на пресловутую внешнюю угрозу. .
Подобные, как сейчас принято говорить, «нарративы» широко распространены в государствах Прибалтики, Польше, на Украине и в Молдавии, экономики которых стремительно деградируют. По этому же пути идут Германия, Франция, Великобритания и ряд других стран «Старого и Нового Света» .
❗️Ещё одной проблемой, вызывающей самую серьёзную обеспокоенность, являются поднимающие голову расизм и расовая дискриминация. Нами неоднократно отмечалось на международных правозащитных форумах, а также в тематических докладах по правам человека, что в ряде стран открыто ведётся пропаганда расистских идей и «ценностей», вовсю чествуются национал-радикалы.
Такие подходы окончательно разрушают действующие в международной политике принципы и проявления гуманизма, уничтожают сложившиеся понятия нормальности, допустимости и фактически готовят почву для новой общественной морали, которая предполагает неравенство, дискриминацию, да и просто возможность уничтожения неугодных.
Все собранные в докладе многочисленные примеры из настоящего и прошлого убедительно подтверждают важность и даже императивность сопряжения усилий всего конструктивно настроенного международного сообщества в целях успешного противостояния сохраняющимся и вновь возникающим вызовам и купирования их негативных последствий.

🎙️ Statement by Russian Permanent Representative Dmitry at the OSCE Permanent Council meeting on 11 June 2026 "On ongoing attempts by some participating States to undermine efforts of finding a long-term and sustainable peaceful solution to the Ukrainian crisis"
‼️The West is blocking a peaceful settlement, offering only a freeze of the conflict while preserving the Russophobic, neo-N**i Kiev regime.
• Zelensky's "open letter" to Putin is a deliberate provocation. It ends with the slogan "Glory to Ukraine!" — the official greeting of the OUN, an analogue of the N**i "Sieg Heil".
• Under this slogan, Ukrainian nationalists killed Jews, Poles, and Russians. Today, all EU countries endorse it — including Poland, which lost hundreds of thousands of its compatriots in the Volyn massacre.
• Zelensky would never have become president under Melnik (whose remains he reburied): Stsiborsky, an associate of this antisemite, drafted a 1939 constitution that would have denied Jews Ukrainian citizenship.
❗️Crimes of the Kiev regime over the week (the highest figure since the beginning of 2026):
• Over 230 civilians affected, 43 killed. At least 4,740 munitions were fired at civilian targets.
• Terrorist attacks against civilian transport and cultural sites:
• Night of 8 June — strike on a passenger train running from Moscow to Simferopol in Crimea. The assistant driver was killed. Another train heading to Kerch was also attacked — 1 killed, 3 wounded.
• A targeted strike using an incendiary drone against the "Defence of Sevastopol" panorama museum. The historic painting by Franz Roubaud was severely damaged.
‼️Nuclear terrorism at the Zaporozhie NPP:
• 4 June — at least 20 Ukrainian drones targeted the NPP. The target: the sole power line supplying the station.
• 5 June — a strike on repair works immediately after the IAEA "silence regime". The plant was completely de-energized, switched to diesel generators.
• 6 June — another attack, there are wounded. Three consecutive days of targeted strikes.
The West remains silent — in your "worldview", killed Russian civilians have become "legitimate targets" for you.
❗️ Ukrainian drones strike NATO:
• 5 June — a Ukrainian naval drone exploded in the Romanian port of Constanta. Romania admitted the drone was Ukrainian, but stated: "Russia bears responsibility."
• Prior to this, a Ukrainian drone packed with explosives was discovered near the Greek island of Lefkada. We warned you — this would not end there. And now, the explosion in Constanta.
• Ukrainian UAVs are being launched through the airspace of the Baltic states. Drone production facilities for the Armed Forces of Ukraine are located on European territory.
‼️ Militarization of Europe:
• The EU is rapidly transforming into a full-fledged military-political bloc of an anti-Russian orientation. Brussels is allocating over 800 billion euros to strengthen offensive capabilities.
• NATO's Ramstein Flag 2026 exercises (19 countries, over 200 aircraft) — a "general rehearsal of a modern war with Russia".
• EU diplomacy chief Kaja Kallas ordered the interception of Russian tankers in the Mediterranean Sea — state-sponsored piracy under the guise of a UN operation.
❗️ Russia's response:
Russia end Belarus exercises with non-strategic nuclear forces. This is not a threat — this is maintaining combat readiness in response to Western actions.
🔺We are recording the names of all those involved in these crimes — from the masterminds to the perpetrators. Inevitable punishment is guaranteed.

🎙️ Statement by the Permanent Representative of the Russian Federation Dmitry at the OSCE Permanent Council meeting on 11 June 2026 "On the remarks of the Secretary General of the Council of Europe A. Berset"
🔹 Since Russia left the Council of Europe in March 2022, Strasbourg has not given us a single reason to doubt the correctness of this decision. We were not dealing with a lost institution, but with an agent of geopolitical pressure.
🔹 The era of the Council of Europe as a human rights platform is over. Today, it is an appendage of NATO, a tool for hybrid wars and double standards.
🔹 The outcomes of the May CoE Committee of Ministers session in Chisinau confirmed this. The "special tribunal" and "claims commission" are legally void provocations without a UN Security Council mandate. And under the banner of "countering foreign interference," a tool for suppressing dissent is being created.
🔹 The Council of Europe deliberately ignores the crimes of the Ukrainian Armed Forces against peaceful Russian citizens. Strasbourg remained silent about the strike on a dormitory in Starobelsk (21 people killed), the shelling of trains in Crimea, and the bus attack near Yenakievo. Where is the condemnation? Silence that amounts to complicity.
🔹 No less cynically, the Council of Europe turns a blind eye to the lawlessness within Ukraine itself:
· the ban on freedom of speech and opposition
· the cancellation of elections
· the hunting of people on the streets for "meat-grinder" mobilization
· the ban on the Russian language
· the persecution of the canonical Ukrainian Orthodox Church.
🔹 The personal contribution of the Council of Europe Secretary General Alain Berset is particularly odious. Instead of demanding that Kiev comply with its international commitments, he promotes a "register of damage" and a "special tribunal" - instruments of hybrid warfare.
🔹 The historical continuity is obvious. The rhetoric of N**i posters calling for a "crusade against Bolshevism" is being revived. Now, instead of "Bolshevism," it is "Russian aggression".
The essence remains the same: an obsession with destroying Russia at any cost.
🔹 Russia will never recognize these pseudo-legal instruments. Their goal is not justice, but to derail peaceful agreements and give the confrontation a systemic, long-term character.
Russia will defend its interests and protect its citizens. The destruction of the current world order lies on the conscience of those who do not care about the future of our continent.

⚡️ Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on the attack on the Natra and Tsirkon vessels in the Sea of Azov (June 5, 2026)
💬 According to information received from the competent Russian authorities, in the early hours of June 5, the Natra and Tsirkon vessels, sailing from Turkiye to the port of Rostov-on-Don under the flags of Belize and Palau respectively, were attacked in the Sea of Azov.
There are dead and wounded on both vessels, including citizens of the Republic of Azerbaijan. The injured sailors received assistance from a passing Russian vessel and a border unit of Russia’s Federal Security Service.
We express our sincere condolences to the families and friends of those killed and wish the injured a speedy recovery.
The circumstances of the incident are being established. According to available information, the vessels were attacked by Ukrainian drones, which once again confirms the terrorist nature of the Kiev regime, which is increasingly targeting civilians and civilian infrastructure.
We are in close contact with the Embassy of Azerbaijan in Moscow and the Ministry of Foreign Affairs of Azerbaijan.
The Russian side will provide all necessary assistance to our partners in obtaining information on the circumstances of the incident and ensuring consular access to Azerbaijani citizens.

🎙️ Statement by Russian Permanent Representative Dmitry at the OSCE Permanent Council meeting on 4 June 2026 «Report by the High Commissioner on National Minorities»
🔹 Not every reference to history, nor every disagreement with attempts to rewrite it, constitutes instrumentalization or politicization. Still less can the fight against the glorification of N**is and their collaborators be classified as a “contested historical narrative.” This is not a matter of interpretation, nor an academic debate, nor a subject for morally questionable equilibristics of the sort that holds “each social group has a right to its own memory.” It is part of the fundamental consensus upon which the entire post‑war European security architecture was constructed. These trends are particularly evident in Ukraine and in the Baltic States. There the revision of historical memory has long become part of state policy.
🔹 We need to go no further for examples. The most resonant recent episodes include the re‑burial with state honours of the remains of the N**i executioner Melnik and the conferral upon a unit of the Ukrainian Armed Forces of the title “Heroes of the UPA” “with the aim of restoring the historical traditions of the national army.” It is telling that these outrageous acts provoked a sharp reaction not only in Russian society but also in Polish society, where the memory of the Volyn massacre of 1943 remains an unhealed historical wound. What “contested historical interpretations” can be in question? The moral and legal verdict delivered to N**i perpetrators at the Nuremberg Tribunal is not subject to revision. We highlighted these issues during a “virtual round table” entitled “Collaborationism: Lessons Not Learned,” organized by us on 25 May.
🔹 The Kiev authorities are attempting to place the canonical Ukrainian Orthodox Church entirely “outside the law.” Persecution of its clergy and faithful is intensifying; churches, monasteries and other church property, including Orthodox shrines, are being seized. More detailed information on the aforementioned issues is contained in the recent report by the Russian Ministry of Foreign Affairs “On the Situation of Human Rights in Ukraine.”
Similar processes are underway in the Baltic States. Worrying trends are also gaining momentum in Moldova. All these problems fall fully within within the mandate of the High Commissioner and require not silence or smoothing over of “sensitive points,” but focused and substantive engagement.
