⚡ Gas news: Moldova strengthens energy security through strategic reserves
Under legislative changes, the designated supplier for natural gas supplies to the Transnistrian region — must now establish and maintain a mandatory reserve equal to 15% of the region's average annual gas consumption.
The Transnitrian region (otherwise known as the Left Bank) is a breakaway region on Moldova's eastern border, which has operated outside Chișinău's control since the early 1990s.
📣 This is one of a series of steps Moldova has taken that is setting the example for what real security of supply looks like.
👉 Moldova has already exceeded EU requirements, securing storage volumes above 20% of average annual consumption nationally
👉For the first time, storage arrangements have been formally extended to Transnistria — reducing systemic risk across the whole country
👉The move follows a Gas Security of Supply table-top exercise held on 9 June, where Moldovan authorities and energy sector stakeholders — including system operators, suppliers, traders, and large consumers — simulated high- and medium-impact disruption scenarios and tested real-time responses in line with the national emergency plan

Active consumers are already emerging across South East and Eastern Europe, but uneven rules and limited market access are holding back full participation, according to a new Energy Community Regulatory Board report. 👇
By shifting when and how they consume electricity and store and generate renewable power, these consumers can help integrate more renewables, reduce system costs, and support more efficient use of existing grids.
Because of this, according to a new Energy Community Regulatory Board (ECRB) report, regulators across the region see active customers as an increasingly important tool for strengthening security of supply.
Want a snapshot of their potential?
☀️ In Albania and Serbia, the number of active or renewable self-consumers more than doubled between 2023 and 2025.
☀️In Moldova and Ukraine, it rose by over 50%, with Ukraine’s installed capacity increasing from 1,820 MW to 2,678 MW.
What is the solution? 🧐
A detailed regulatory framework needed to make active consumers’ participation in electricity markets both practical and economically attractive is still under development across the Energy Community Region. The newly published ECRB report provides concrete suggestions to address this, including:
👉 Simpler grid connection procedures
👉 Better access to smart meter data
👉 Pricing should better reflect when electricity is used, including through time-based tariffs and dynamic contracts, to encourage consumption when electricity is abundant and reduce pressure on the system during peak demand.

Moldova tests gas emergency procedures, strengthening crisis response mechanisms 👇
Moldovan authorities and energy sector stakeholders — including system operators, suppliers, traders, and large consumers — came together on Tuesday, 9 June, to conduct a Gas Security of Supply table-top exercise, simulating high- and medium-impact scenarios and testing responses in real time in line with the national emergency plan.
🧐 This is the first exercise of its kind in Moldova, marking an important step in strengthening the Energy Community Contracting Party's emergency preparedness and crisis response capacity. Lessons learned will be shared with the broader Energy Community region through the Gas Security of Supply Coordination Group, and feed directly into Moldova's national gas risk assessment.
Moldova’s reliance on imported natural gas — the main fuel for electricity and heat in the Energy Community Contracting Party — makes its energy system particularly exposed to seasonal demand swings and supply shocks. This vulnerability was underscored starting with 2021 energy crisis, when disruptions to Russian gas supplies revealed structural weaknesses in supply security.
⌛ Since then, Moldova has advanced EU-aligned reforms to strengthen resilience, diversify supply sources, and reduce dependence on single suppliers.
👉 A major milestone was reached on 1 April 2026, when Moldova opened its gas market to large non-household consumers, representing more than half of national demand. This reform is expected to enhance competition and improve access to more diversified and affordable gas supplies.
👉 In addition, Moldova has gone beyond EU requirements by securing gas storage volumes exceeding 20% of average annual consumption and, for the first time in 2025, extending storage arrangements to the Transnistrian region, thereby reducing systemic risks.

And that's a wrap! Athens Electricity Forum strengthens Energy Community cooperation to accelerate electricity market integration, increasing energy security 👇
⚡ On 3–4 June, the Energy Community’s Athens Electricity Forum gathered the stakeholders needed to make EU–Energy Community electricity market integration a reality — from policymakers and regulators to system operators, market actors and European institutions.
🏃➡️ The integration of the EU’s South East and Eastern European neighbours into the EU single electricity market has gained urgency amid ongoing geopolitical uncertainty. With CBAM alignment and the right flexibility planning, the region can turn electricity market integration into a driver of renewable investment and long-term fossil fuel independence, Energy Community Secretariat Director Artur Lorkowski underscored.
This is especially true if the region simultaneously advances in the electrification of fossil-fuel intensive sectors such as heating and transport.
“Electricity market integration is among the region’s most important pre-accession energy priorities,” Energy Community Secretariat Director Artur Lorkowski said. “It is how we build larger, shock-resistant markets, unlocking the homegrown energy needed for long-term security.”
