It’s a wrap from Central Ward Councillors! 🎄

Recently, we had a simple but important conversation about installing a bench outside a health care facility in Grenfell St. That bench now means people waiting to be admitted to the 24/7 Health facility next door no longer have to sit on the footpath, perch on a narrow window ledge, or wait in a driveway - and older residents have a safe, dignified place to rest while waiting for transport.

The idea came from two caring East End community members, Susanne Jones and former well-known nurse Joy Nugent (pictured). When I raised this with Mark Goudge from Council, he immediately saw the need and was able to source a bench.

This week, the Central Ward Councillors met with Susanne and Joy to celebrate its installation - along with a box of chocolates to mark the occasion. As Forrest Gump said, “Life is like a box of chocolates”. In this case, what people get is something simple but meaningful: a place to sit, and a reminder that small acts of care really matter.

It’s amazing what can be achieved when we listen to our community and deliver practical solutions.

For more than seventy years, the name Madame Josephine has been synonymous with elegance, innovation, and artistry in Adelaide’s beauty scene.

It all began with Josephine Piazza, who trained in Padua and Paris before bringing European glamour to South Australia. After arriving in Adelaide in 1948, she opened her first salon in the Theatre Royal building on Hindley Street, quickly becoming a destination for style and sophistication.

Soon, there was a second salon in the State Theatre building, and later, the now-iconic 19 Gilbert Place location. With her revolutionary open-plan salon design and world-class skill, Madame Josephine styled everyone from pageant winners to international stars like Marlene Dietrichand Winifred Atwell.

She was more than a stylist - she was a trailblazer.
�A founder of the South Australian Hair Fashion Council and the International Hairstylists Society, she helped shape the professional standards of the industry. She even launched her own Australian skincare line, Proconat, tailored for our climate.

After her passing in 1988, her son George Piazza continued her legacy, keeping the spirit of Madame Josephine alive at Gilbert Place.

And now, after decades of dedication, creativity, and service to generations of South Australians, George will be closing the doors of this iconic, ground-breaking establishment this week.

To George and his Mum Josephine and of course their staff over the years - we say thank you.
�For your passion, your craftsmanship, and for preserving a piece of Adelaide’s cultural history.

I had the honour of representing the Lord Mayor at the 40th Anniversary of the Australian String Quartet (ASQ) and the 10th Anniversary of Adelaide as a UNESCO City of Music, celebrated in our iconic Adelaide Town Hall. After delivering a speech of congratulations and gratitude on behalf of the Lord Mayor, I joined the audience in experiencing the magic of this remarkable live performance.

Since its formation in 1985, the ASQ has been on an extraordinary journey, travelling hundreds of thousands of kilometres from its home at the University of Adelaide’s Elder Conservatorium of Music to share its artistry with audiences across Australia and around the world.

✨ Late last month I was re-elected as the Central Ward Councillor for the City of Adelaide. I am so grateful to the wonderful people of Central Ward who voted for me, encouraged me, and reinstated me so we can continue the work we started—and ramp it up even further!

September has been a whirlwind: At the beginning of the month I was sworn in with two fellow councillors (one still to be sworn in due to leave), attended two committee meetings, two council meetings, a special finance meeting, several AGMs, including the AICSA’s where we received our best report card ever, represented the Council and Lord Mayor at a couple of key events. (Even managed a quick escape to the Grampians with my fabulous 93yo Mum—hiking pearls and diamantés included, of course 💎)

🌟 One of the month’s real highlights was the most recent Council meeting. A motion originally raised in May regarding the Deputy Lord Mayor (DLM) role - the deferral date of 23 September through to November 2026 was brought forward. As I had advised the Lord Mayor and fellow Councillors, I couldn’t immediately take on the role but confirmed I could from January 2026. The motion was therefore split in two parts, and I was elected by a majority (6–3) to serve as DLM commencing 1 January 2026 through to the end of the Council term 2026.

I have checked in with my board and team, who have given me unanimous support and encouragement. What makes this particularly special is that I will be the first woman to hold the role in this council term—and as an independent councillor with no political ties and or ambitions, I am committed to serving the people of Adelaide first and foremost.

I feel incredibly fortunate to be surrounded by amazing people including the Central Ward business and residential communities and look forward to working with the Lord Mayor and my fellow Councillors as the DLM in 2026- so that we can deliver on what the people of the City of Adelaide have a right to - and expect.

We hope our election to Central Ward inspires more women of all ages, experience and backgrounds to step forward, have their voices heard, and shape the future of our city.

There were 19 candidates, four of whom were women - representing 21% of the total pool. Of the four positions available, women secured two, making up 50% of the successful candidates. This is a great result that demonstrates that when women are given the opportunity to participate, they can and do succeed. It highlights the importance of inclusion and the value of diverse representation in leadership roles.

📣 Central Ward is Back!

Yesterday I was provisionally elected once again to represent Central Ward on the City of Adelaide Council.

Many of you know my journey — in 2022, I was the first elected to Central Ward, but that role was taken from me after the Court declared the election void. The Judge made it clear that I did nothing wrong, but I still lost my seat and had no right of appeal.

So today feels like justice. It feels like the community has given me back what I feel was unfairly taken away.

I want to thank the people of Central Ward for trusting me again. Out of 19 candidates, only four were women, and a handful of independents. I’m proud that three of us elected are independents, and two of us are woman and another being a member of the Adelaide Economic Development Advisory board — people focused on community, businesses and not their political careers.

With a full Council now in place, I truly hope we can move past the poor behaviours we’ve seen in recent months. Adelaide deserves better — a Council that shows up, does the work, and puts people first.

And a big thank you to guru campaign manager Kira, and my patient husband Andrew, sister Maryanne who shared the letterbox drops and my special mother who is always my biggest fan!

Thank you for standing with me. Together, let’s continue what we started in 2022!

As at 5pm 22 August 1,862 of 13,204 Central Ward Electors have submitted their ballot paper representing ONLY 14.10%.

Hot off the press from ECSA: if you haven’t yet voted, you no longer have to rely on snail mail! You can now hand-deliver your ballot to the ECSA office 81-95 Waymouth Street Adelaide :
* Today, Friday 22 August, until 5pm
* Monday 25 August, between 9am and midday (12 noon is the cut off)
This is your chance to make sure your vote counts in deciding who will represent you and how your rates are spent.

Financial Stability – Keeping the City of Adelaide Strong

An independent report by ESCOSA confirmed what we knew: the City of Adelaide Council had been run unsustainably for over a decade due to frozen rates and chronic underinvestment. But it also recognised that this Council began to turn things around — delivering an $8.5M surplus in 2023–24FY. On release of the report ESCOSA’s CEO even remarked that this council term had “started behind the 8 ball.”

Yet every year we still forfeit $50M in rate exemptions and rebates including — to universities, private hospitals & schools, government departments, and Festival Plaza developments on Crown Land — while small businesses and residents foot the bill.

If re‑elected, I’ll continue to fight for:�✅ A fairer rating system so everyone contributes their share�✅ Greater State support for State Assets on Council ‘books’ used by many not just the ratepayers of the City

It’s time to get Adelaide off the “possibly unsustainable” list — and onto the “sustainable” list.

Right now, women make up almost half of the City of Adelaide’s population yet only 29% of our councillors are women. That’s a big gap.

This by-election is our chance to change that. Out of 19 candidates, just 4 are women - this is not about quotas, as they are the right people for the role and happen to be women. Nearly 30 years’ experience on Council, an urban planner, a co-founder of a cyber security firm, and me - Carmel Noon, a CEO for 30 years mainly in Central Ward. For the last 5 years I’ve been the CEO of the Australian Institute of Conveyancers SA – a peak body that advocates and supports many fabulous members, predominately woman- who handle the mandatory legal side of buying and selling property.

We all live and or work in the city. We’re all independents - here to represent our community, not to progress our political careers.
If you vote for all 4 of us, we can move from 29% women on Council to over 50% - finally matching the population we serve.

Four women. Four positions. Four boxes to fill. Simple.

Put Carmel Noon Number 1 and include the other three women in your top 4. Together, we can bring balance, skills, and true representation to our Council.

Be Careful Who You Vote For

Between 29 July and 4 August, your ballot papers will arrive. Don’t put them on the “I’ll get to it later” pile - democracy works best when everyone gets involved. You need to have a say in how your rates are spent.

You’ll see 19 candidates listed, sadly only 4 women. Two mandatory nomination questions matter: Do you live in Central Ward? and Are you a member of a political party?

I believe Elected Members should live in the City of Adelaide (not necessarily the Ward they are nominating for, that is a bonus)—you truly understand a place by living in it. I strongly believe Council should be apolitical. Elected Members must represent people, not parties, especially not to progress a political career.

So read carefully and mark four boxes to ensure your vote is valid. Vote 1 Carmel Noon—I have unfinished business, renewed purpose, and a passion for this city. Support other Independents to keep Council community-focused – we are community representatives, not politicians.
