CONTENTIOUS ISSUE - AGENDA ITEM 2.1 – 24TH OCTOBER 2018 – MIDLAND OVAL REDEVELOPMENT PRECINCT BUSINESS PLAN (MORM)
One of the three most contentious issues in the City of Swan is the MORM. The MORM has caused 2 Special Electors Meetings, years and years of discussion within the Council, with Current (and former) Councillors making impassioned pleas to move forward or reject the MORM. This was the issue which caused Cr. Kiely to move forward a motion to increase our rates by 20%, which I am vehemently against, and in turn has forced the Mayor to make ‘scathing’ comments about the motion, forced the Deputy Mayor to do a video and one of our Councillors to declare his position even before the vote.
The recommendation from Council is as follows:-
That the Council resolve to:
1) Endorse the results of the Midland Oval Redevelopment Precinct Business Plan survey; and
2) Approve the MORP Business Plan considering the results of the consultation, pursuant to s3.59 of the Local Government Act (1995).
The survey results noted that 1216 participants in Whiteman Ward returned the survey, in which 70% were in favour for the MORM.
Comment:- This motion is going to take up a significant amount of time in Council this week. There will be dozens of Public Statements and questions about this issue. This issue is causing a considerable divide in Council at the moment. The proposed cost of the MORM could be in excess of $100 million. Seven Ratepayers Associations within the City of Swan have provided comments about this issue, and they are uneasy about the financial assumptions being made by the City of Swan and the independent analysis undertaken.

AGENDA ITEM 5.2 – 24TH OCTOBER 2018 – BUDGET ADJUSTMENTS
Budget Adjustments are when the City of Swan Staff have to make adjustments to the Budget for either overexpenditure or underexpenditure. In this Meeting, there are none that will be allocated to or from Ballajura.
AGENDA ITEM 4.3 – 24TH OCTOBER 2018 - PROPOSED NEW FOOTPATH CONSTRUCTION JALNA COURT, BALLAJURA
This motion is a pretty simple motion, Council Staff has recommended that the proposed footpath construction project along Jalna Court not proceed and the funding be re-allocated to another project. It is also recommended that Jalna Court be connected to the NorthLink Principal Shared Path access link.
The RECOMMENDATION FROM COUNCIL IS THE FOLLOWING:
1) Not proceed with the proposed Jalna Ct footpath construction project.
2) Note that the funds from this project will be re-allocated to another project through the budget adjustment process later in the financial year.
3) Approve the connection of the NorthLink PSP access link to Jalna Court.
4) Notify submitters accordingly.
COMMENTS:- I wish to also note that there is a Petition in the document signed by majority of the people on the Street.

I will always bring up specific Ballajura Motions raised in Council, and any important issues that may affect Ballajura, for example the CoS Budget.
This page should be used as a tool so that it should be easy to reference what is being decided on in Council and which Councillor voted for each issue.

NOTIFICATION OF WORKS – Resurfacing of Oxleigh Drive Roundabouts – Illawarra Crescent South and Townsend St, Malaga
The City of Swan wishes to advise that as part of the City’s Annual Resurfacing Program, it will shortly commence road rehabilitation works on the two roundabouts at Oxleigh Drive/ Illawarra Crescent South and Oxleigh Drive/ Townsend Street.
The rehabilitation works will be undertaken in two separate stages. Stage 1 works will consist of localised road widening, kerb and concrete upgrades and resurfacing of the Oxleigh Drive/ Illawarra Crescent South roundabout. Stage 1 works will commence on Monday 22nd January 2018 and are anticipated to finish on Friday 9th February 2018; although this may be extended if adverse weather conditions are experienced. All stage 1 works will be undertaken between the hours of 7am - 5pm.
To ensure the safety of both the City’s contractors and the general public, it will be necessary to implement traffic management restrictions during the works. Stage 1 works will require the full closure of the Oxleigh Drive/ Illawarra Crescent South roundabout. Illawarra Crescent South will be closed to through-traffic between Sunset Drive and Cassowary Drive, however access for local residents along this section of Illawarra Crescent South will be maintained. Refer to the attached plan showing the traffic management restrictions.
Stage 2 works will consist of kerb and concrete upgrades and resurfacing of the Oxleigh Drive/ Townsend St roundabout and will be undertaken in March 2018. Further information regarding stage 2 works will provided at a later date.
