💧 What does “within arm’s reach” supervision actually look like?

Many aquatic venues have several pools located close to one another. Because the pools are nearby, it may feel as though one adult can supervise young children spread across different pools—but that is not within arm’s reach supervision.

Within arm’s reach means the supervising adult is close enough to immediately touch, hold or lift the child without having to walk, swim or cross the pool deck.

For children aged 0–5 and non-swimmers, this generally looks like:

🔹 Being in the same pool as the child
🔹 Remaining beside the child—not watching from another pool
🔹 Keeping the child close enough to physically reach immediately
🔹 Maintaining constant attention without phones or other distractions
🔹 Moving with the child if they change pools
🔹 Ensuring every child requiring arm’s-reach supervision remains within reach

If two young children are together in one pool and both remain within reach, one adult may be able to actively supervise them—subject to the venue’s supervision ratios.

However, if one child moves to another pool, the adult cannot remain within arm’s reach of both children at the same time. The adult must either:

🔹 Bring the children back together
🔹 Move with them, or
🔹 Have another responsible adult supervise the child in the other pool

How close the pools appear to be does not change the requirement. Each pool is a separate aquatic environment and may have different depths, access points, activities and risks.

A child can slip below the surface silently and within seconds. Even a short distance matters when immediate physical intervention is required.

Lifeguards are watching the entire facility. Parents and guardians must actively supervise the children in their care.

Nearby pools do not reduce the responsibility—close supervision reduces the risk.
