Leyton Property today reaffirmed its firm commitment to delivering the Two Wells Town Centre, and confirmed it is working closely with Adelaide Plains Council, SA Water and the Department for Infrastructure and Transport (DIT) to resolve the water servicing and road infrastructure requirements and position the project for timely commencement.
Leyton was appointed by Council as its nominated developer in 2024 following a national expression of interest process. Since then, Leyton has progressed the planning and design of the town centre on Council's eight-hectare landholding at Old Port Wakefield and Buckland Park roads, anchored by Drakes Supermarkets and including specialty retail, healthcare, childcare, hospitality and community space, all integrated with the historic Main Street.
As detailed servicing investigations progressed, it became clear that the water infrastructure needed to support a development of this scale was not available in the way anticipated when the project began. This was not foreseen at the outset, and it is a challenge Leyton and Council are now addressing together.
The project is also required to deliver significant road upgrades to support access to the site and the growing traffic volumes through Two Wells, including the realignment of Old Port Wakefield and Gawler roads and the widening of Windmill Road. In line with the broader civil construction market, the cost of delivering these works has escalated considerably since the project was first scoped. Leyton is working constructively with DIT and Council on the scope, staging and delivery of these works so that the infrastructure Two Wells needs can be delivered in a way that keeps the town centre viable.
Leyton Property Managing Director Hamish Brown said the company's commitment to Two Wells has not changed.
"We came to Two Wells to deliver a true town centre that the local community and the broader
Adelaide Plains region can be proud of, and that remains our intention," Mr Brown said. "The water servicing issue was not foreseen when we started out, and like every major project in the state, we have seen the cost of the associated road works rise sharply in recent years. Neither of these challenges is insurmountable.
Council and Leyton are working in lockstep on a suitable and sustainable solution, and we appreciate the constructive engagement we are having with SA Water and DIT as we work together to reposition the project for timely commencement.
"Two Wells is one of the fastest-growing communities in South Australia. The need for a supermarket, health services and a proper town heart has only grown since we began, and we are determined to deliver it."
Adelaide Plains Council Chief Executive Officer James Miller said Council continued to back the project and its development partner. "The Two Wells Town Centre remains a cornerstone of Council's plans for our growing community. We are working hand in hand with Leyton and with State Government agencies to resolve the water and road infrastructure challenges, and we share Leyton's commitment to seeing this project delivered," Mr Miller said.
Leyton and Council will continue to keep the community informed as the project progresses. Updates will be published on Council's website at apc.sa.gov.au/our-council/major-projects/two-wells-towncentre.
