just got back from the NSW Law Reform Commission's Meeting on Penalty Notices. We recommended that penalty notices shouldn't be issued to young people because they often can't pay and can't cope with consequences of non compliance. Issuing officers should be compelled to use alternatives to penalty notices like cautions and schemes that allow young people to clock volunteer hours instead of paying a fine.

Bail conditions imposed on young people are often numerous and overly restrictive. There is no evidence that monitoring, arresting and holding young people in custody for breaches of their bail conditions reduces the risk of re-offence.
