CARICAD is pleased to share the the next eBrochure in our Digital Explainer Series. This explainer features Guide to Strengthening the Leadership Pipeline through Mentoring.
This document presents mentoring as a practical and necessary strategy for building leadership capacity across the public sector, especially in the face of retirement risk, talent attrition, institutional memory loss, and evolving citizen expectations. It defines mentoring as a collaborative relationship focused on growth, knowledge transfer, professional values, and career development, while also clarifying what mentoring is not. The guide explains the difference between mentoring and coaching, outlines types of mentoring, highlights the benefits for succession planning and public service continuity, and provides guidance on mentor and mentee characteristics, effective conversations, confidentiality, technology, implementation steps, leadership support, and common hurdles.
In general, the Digital Explainer Series depicts models and frameworks that can be used by public sector organisations, in CARICAD member states, in their modernisation efforts.

CARICADโs Succession Planning and Management (SP&M) Model involves the use of five key steps:
1. Identifying current and future challenges
2. Identifying key positions
3. Considering and assessing qualified and interested candidates
4. Creating learning and development opportunities
5. Monitoring, evaluating, and revising the succession plan
While Succession Planning may be commonly understood as the identification of critical positions and preparation to move people into those jobs, it is not just about preparing for the automatic replacement of employees who leave or retire. The concept is broader. CARICADโs model identifies several success factors for succession planning including a clear vision and goals, strategic engagement with stakeholders, a commitment to leadership development, and an organisational culture that supports learning, growth, and the achievement of results.
