সরকারি ক্রয়ে নাগরিক সম্পৃক্ততা / Citizen Engagement in Public Procurement

বিআইজিডি সরকারি ক্রয় কাজে নাগরিক সম্পৃক্ততা নিয়ে দুইটি ভিন্ন স্ট্র্যাটেজি মাঠপর্যায়ে একই সাথে বাস্তবায়ন করবে যার উদ্দেশ্য হচ্ছে থেকে মাঠ লব্ধ অভিজ্ঞতার ভিত্তিতে সবচে’ কার্যকর পন্থাটি খুঁজে বের করা। বেশিরভাগ উপজেলাতে প্রতিটি কাজের সাইটে আশেপাশের লোকজনদের নিয়ে একটি নাগরিক গ্রূপ তৈরি করা হবে যাদের দায়িত্ব হচ্ছে ওই কাজের অগ্রগতি পর্যবেক্ষন করা এবং কোন অনিয়ম দেখলে স্থানীয় দায়িত্ব প্রাপ্ত সরকারি কর্মকর্তা কে জানানো। এই গ্রপটি সজাগ গ্রূপ নামে পরিচিত হবে। অন্যদিকে, কয়েকটি সাইটে কোন গ্রূপ না রেখে কাজ পর্যবেক্ষন স্থানীয় লোকজনের কাছে ছেড়ে দেয়া হবে । এছাড়া বিআইজিডি সরকারি ক্রয়ে নাগরিক সম্পৃক্ততা নিয়ে জনসচেতনতা তৈরি করা এবং মাঠ পর্যায়ে প্রাপ্ত অভিজ্ঞতা সকলের সামনে তুলে ধরার উদ্দেশ্যে বিভাগ গুলোতে প্রতিবছর বাৎসরিক ফোরাম আয়োজন । জাতিয় পর্যায়ে পাবলিক প্রাইভেট কমিটি নামক একটি উচ্চপর্যায়ে সরকারি কমিটির নিয়মিত সভা আয়োজন এবং তাতে মাঠের ফলাফল উপস্থাপন করা ও বি আইজিডির দায়িত্ব. এই কমিটি সরকারি ক্রয়ে সকল ব্যাপারে দিকনির্দেশনা এবং সহযোগিতা প্রদানের জন্য প্রতিশুতিবদ্ধ।

Government of Bangladesh (GOB) is implementing a new World Bank financed project titled: “Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP)” to improve public procurement performance and enhance capacity for implementation monitoring of development program/projects. The objective of the project is to promote transparency, accountability and efficiency in public procurement by enabling multi-stakeholders’ engagement. The Central Procurement Technical Unit (CPTU) under the Implementation Monitoring & Evaluation Division (IMED) of the Ministry of Planning (MoP) is in charge of the project. BRAC Institute of Governance and Development (BIGD), BRAC University acts as Consultant under the Citizen Engagement Sub-Component of component 3 of the project. The project duration is 4 years and this will be implemented 48 upazilas all over the country. BIGD is leading the scaling up of citizen monitoring of public procurement at the local level using a sustainable, low cost, and politically feasible strategy of Citizen Engagement. Based on the lessons learned from the four pilots implemented under the PPRP-II, BIGD proposes Site-Specific Citizen Engagement (SSCE) approach to monitor implementation of procurement contracts in government’s development projects. In the first year, the project will be implemented in 12 upazilas and in next years will be scaled up and will include another 32 upazilals. The Community Empowerment Programme (CEP-BRAC) is assisting BIGD at field level for the implementation of the project.

BIGD is going to use a mix of strategies while intervening in the public work in the said upazilas to understand the impact better. In most upazilas, a specific citizenry group termed as the Shojag group will be responsible for overseeing the project implementation and reporting to the Procuring Entity through the NGO, whereas in some areas it is left to all the local citizens. In addition to the implementation, BIGD will be organizing citizens forums at division level to disseminate the field findings and create awareness about citizen engagement in public work. At national level, it is responsible for arranging regular meetings of PPSC which is a policy guiding forum where implementation of public procurement policies/procedures are discussed and possible remedies/recommendations are suggested.
