The government is going to
reconstruct a railway track
on the Kulaura-Shahbajpur
route in Sylhet at the
suggestion of its Indian
counterpart for using it for
transit purposes, officials
said.
Government officials said the
Bangladesh Railway (BR) will
reconstruct the 40-
kilomtere-long abandoned
metre-gauge (MG) line,
keeping the provision for
broad-gauge (BG) track, to
transport goods between
Bangladesh and north-
eastern India.
"At the request of the
government of India, the BR,
with the consent given by
the government of
Bangladesh, will reconstruct
the rail-track with the
provision for BG track,
although the eastern zone of
BR has no BG line. It is not
an ideal plan for the BR. It is
not likely to be viable," a
senior government official
told the FE.
The BR has undertaken the
project at an overbloated
cost of Tk 5.19 billion fund,
reflecting a 341 per cent rise
over its earlier estimation at
Tk 1.17 billion, he added.
The BR in 2010 undertook
the Kulaura-Shahbajpur MG-
line rehabilitation project at a
cost of Tk 1.17 billion. The
entire cost was to be borne
by the government out of
public funds.
Later, the BR revised the
project cost upward to Tk
5.19 billion, seeking Tk 4.46
billion for footing the bill on
account of its revised
version, with the support of
funds under the Indian line
of credit.
A Ministry of Finance (M*F)
senior official said the Indian
government has conducted a
feasibility study on the
proposed route and
suggested the BR to
reconstruct it as a BG-
enabling line.
He said the Kulaura-
Shahbajpur railway route
covers such a small area
that it has little chance of
becoming viable one, at all.
The route has remained
unutilised for a couple of
decades due to its non-
viability.
The BR has undertaken the
project to accommodate the
request of the government
of India, the M*F official told
the FE.
A Ministry of Railways (MoR)
official said: "We have
sought an enhanced level of
funds from the government,
as the project has been
revised on the basis of
government-to-government
decision. Bangladesh can
transport imported goods
from India easily through the
route."
He said India has a railway
track up to Mahishashan, a
border area near
Shahbajpur. So, the
government of India wants
to use the Kulaura-
Shahbajpur-Mahishashan
route for transporting its
products.

Commission in Dhaka Ms
Chandrima Roy said the route
will be viable in the near
future, and transportation of
goods between the two
countries will be easier.
Besides, this corridor has
been proposed as part of
the Trans Asian Railway
Network by the UNESCAP,
she told the FE.
"It will be an easy route for
the Bangladeshi exporters to
ship their goods to the
north-eastern states of
India."
When asked about the
bloated cost of project and
'improper' track provision,
she said Bangladesh's major
railway lines, including the
Dhaka-Chittagong one, are
being transformed into duel-
gauge. So, the Kulaura-
Shahbajpur line should be a
duel-gauge one.
"The earlier project cost (Tk
1.17 million) was very much
an underestimated one. So,
we suggested the BR to
revise it, considering the
current market price. Then
the BR proposed its revised
cost at Tk 5.19 billion."
She informed the FE that this
project had been taken by
the BR as per the joint
statement of Prime Minister
Sheikh Hasina and her Indian
counterpart Dr Manmohan
Singh in September, 2011.

Kulaura is the biggest upazila (subdistrict) of the Moulvibazar District in north-eastern Bangladesh.
[1] It is bounded by Balaganj and Fenchuganj upazilas of Sylhet District in the south, Barlekha upazila and Tripura of India in the east, Tripura again in the north and Rajnagar and Kamalganj upazilas in the west. The total area of this upazila is 545 km2. The average height of this locality from the sea level is about 54 feet. Even though most of the lands are plain, vast areas of its lands are hilly. A small part is very low lying including haors. Kulaura was upgraded to an Upazila in 1982 and former Minister Air Vice Marshal (Retd.) A.G.Mahmud inaugurated the Upazila headquarters. Mr. Abdul Matin was the first elected Chairman of this Upazila. Late Abdul Jabbar was elected as the Upazila Chairman in the second term. Government suspended the Upazila Parishad in 1991. Present government reformed the upazila system and it has been declared that the election of the office the Chairman will be held very soon. Kulaura has been upgraded into a Pourashava (municipal town). Mr. Juned Ahmed is the present Mayor of the pourashava. (For more details click on Pourashava section).

Geography
Kulaura is located at 24°31′00″N 92°02′00″E / 24.5167°N 92.0333°E. It has 58,883 units of house hold and total area 545.73 km2 (211 sq mi). The river Manu is the principal and biggest river of this Upazila. Other rivers include Bilash, Fanai, Kapua, and Juri etc.
The biggest haor of greater Sylhet, Hakaluki, belongs to Kulaura Upazila. These rivers and haors are the major sources of pisciculture not only for Kulaura but the whole Bangladesh. The haor beds serves as paddy land during monsoon and yields a lot of crops mainly boro. Kulaura is also famous for its tea industries. Rubber, orange, pineapple, mango, jack fruit and bamboo are also produced in this upazila. Apart from haors and rivers the majority of its lands are plain. There are some hilly areas also.
