As approaches its conclusion, FRANCE 24 visited a school in Brussels to see the instrument's tangible impact firsthand.

Thanks to the EU’s post-COVID recovery funds, the building has been transformed to improve its energy efficiency. This school year, students will learn in classrooms that are better insulated against both heat and cold - creating a more comfortable and enjoyable learning environment.

✅ This is Europe delivering on its promise.

The Recovery and Resilience Facility, the centrepiece of , is approaching the finish line. Today, the final Annual Report sets out the progress made and demonstrates the real impact on the ground. With €450 billion already disbursed to EU Member States, the RRF is supporting investment and driving reforms across Europe.

The results are tangible:
💡 71.2 million MWh in annual energy savings;
⚕️ 63.4 million users of new or modernised healthcare facilities;
💼 4.4 million people who have moved out of unemployment;
… and much more.

The RRF has shown that when Europe acts together, with ambition and solidarity, it can deliver transformative change.

Member States have delivered ✅

EU Member States have now requested their last payments under the Recovery and Resilience Facility 🎉

The reforms and investments have been bringing concrete results across the EU:

⚡ more renewable energy

⚕️ modernised health care facilities

🛡️ stronger protection mechanisms against natural disasters

👩‍💻 funding and support for businesses

👨‍🏭 unemployment at a record low

A pleasure to receive Lithuanian Prime Minister Mindaugas Sinkevičius and Finance Minister Taurimas Valys to discuss the priorities of Lithuania’s upcoming EU Council Presidency in the first half of 2027. I welcome Lithuania’s ambition for a results-oriented Presidency, with European security, continued support for Ukraine and competitiveness at its core.

The Commission stands ready to work closely with Lithuania to advance key economic files to boost EU competitiveness and deliver on our simplification agenda.

Work on energy security and infrastructure protection will also be paramount: the protection and financing of critical energy infrastructure, security of energy supply, including fully ending dependence on Russian energy resources, and long-term support for the energy sectors in Ukraine and Moldova. EU enlargement and the preservation of the rules-based international order are also important workstreams.

These priorities provide a strong basis for fruitful cooperation. This Presidency will be particularly important as it comes at a legislative turning point, with the adoption of key EU legislation gaining momentum.

We also discussed financial support to Ukraine and EU support to the Eastern Flank. We highly value Lithuania’s leadership in strengthening European security. Its commitment to significantly increase defence spending demonstrates resolve at a critical moment for Europe.

I also thanked the government for the productive cooperation throughout the implementation of Lithuania’s Recovery and Resilience Plan.

🗨️ Today I was pleased to host the on how the helps turn recommendations into action on the ground.

We had a very useful exchange with policymakers, regional authorities, social partners, academics and other stakeholders on how Country Specific Recommendations (CSRs) can better support reforms and investments, strengthen implementation, and deliver greater impact for people and businesses across Europe. 🚀
We also discussed how to better reflect regional and local realities in the European Semester, and how to better involve authorities in the process.

🤝 I thank all participants for their engagement. Valuable insights and feedback from stakeholders will help guide our ongoing work.

Sweden becomes the second EU country to complete its Recovery and Resilience Plan 🥈

✅ Today, the European Commission greenlighted Sweden’s final payment request under . This marks a major milestone in the implementation of the RRF and shows Sweden's commitment to delivering reforms and investments under its national recovery and resilience plan.

Sweden’s plan supports:

🏢 newly constructed affordable housing, including student housing, which is highly energy efficient

🌱 innovative technologies with zero, low or negative greenhouse gas emissions in the industrial sector

💻 access to high-speed Internet, especially in rural and sparsely populated areas

As the Commission's flagship post-pandemic programme, the Recovery and Resilience Facility supports Member States' recovery, economic growth, and competitiveness.
