EEA and Norway Grants This page is managed by the Financial Mechanism Office - the secretariat of the EEA and Norway Grants

The EEA and Norway Grants are funded by Iceland, Liechtenstein and Norway. The Grants have two goals – to contribute to a more equal Europe, both socially and economically – and to strengthen the relations between Iceland, Liechtenstein and Norway, and the 15 beneficiary countries in Europe. The objective of the Grants is to reduce social and economic disparities and strengthen bilateral relations. This strengthens the internal market, leading to a more prosperous Europe. What is the difference between the EEA Grants and the Norway Grants? The Grants are composed of two funding schemes – the EEA Grants and the Norway Grants. The main difference between the two lies in where the funding comes from and which countries receive the funding. The EEA Grants are funded jointly by all three donor countries – Iceland, Liechtenstein and Norway. The donor countries contribute according to their size and GDP – Norway provides approximately 95.8%, Iceland 3% and Liechtenstein 1.2%. During the 2014-2021 funding period, the EEA Grants amount to €1.5 billion. The EEA Grants are allocated to 15 countries in Europe – Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia. The decision-making body of the EEA Grants is the Financial Mechanism Committee. The committee is composed of representatives of the Foreign Ministries of Iceland, Liechtenstein and Norway. The Norway Grants are funded by Norway alone and consist of €1.3 billion during the 2014-2021 funding period. The Norway Grants are allocated to the 13 countries which joined the EEA after 2004. This means that Greece and Portugal do not receive Norway Grants funding. The Norwegian Ministry of Foreign Affairs is the decision-making body of the Norway Grants.

It’s official! 15 out of 15 ✅

📝Hungary has signed cooperation agreements with Iceland, Liechtenstein and Norway, meaning that agreements are now in place with all 15 beneficiary EU Member States for this funding period of the EEA and Norway Grants.

🤔So what does this mean for Hungary? It means that €212 million will support stronger institutions, local communities, public health, Roma inclusion and empowerment, the green transition, and cross-border partnerships, to name a few.

💪 Now what? Now the real work begins: rolling out programmes across Hungary, launching calls and funding projects that contribute to a green, democratic and resilient Europe.

🇨🇿 Happy Independence Day, Czechia! Všechno nejlepší k výročí samostatnosti, Česko!

Last year, Iceland, Liechtenstein and Norway began a new period of collaboration with Czechia under the EEA and Norway Grants. Over the coming years, €225.2 million will support programmes across the country.

Areas of support include culture, research, public health, education, green transition, justice and home affairs, good governance, and civil society, among others.

The partnership between Iceland, Liechtenstein, Norway and Czechia through the EEA and Norway Grants goes back more than two decades. During the previous funding period, one project that received support from the Norway Grants was the Back to Life project. It established the first halfway house in Czechia, helping men on parole find work, manage their finances and rebuild relationships.

Strong civil society is essential to strong democracies. The Rule of Law Forum in Bucharest brought together perspectives from across Europe on protecting civic space, strengthening democratic institutions and learning from each other’s experiences.

The EEA Civil Society Fund - Romania is helping create space for exactly these conversations.

In Czechia, up to 2 in 3 people who have been incarcerated end up in prison again. The first months after release are the most critical. This is when the risk of committing a new crime is highest. So how can we better support people returning to society?

The Back to Life project, supported by the Norway Grants, established the first halfway house in Czechia. The halfway house gives men on parole the support they need to find work, manage their finances, carry out household chores and rebuild relationships.

According to Veronika Švehlová Bullová from the Probation and Mediation Service and Head of the Probation House:

"The greatest benefit of the house was the overcoming of prejudices against people with a criminal record and their integration into the local community. Through opportunities to participate in everyday life, our clients can regain their dignity, experience a sense of usefulness and being needed, and feel that they belong somewhere."

Although the project ended in 2024, the halfway house is still operating and the project's practices continue to be used.

Back to Life was carried out through a collaboration between the Czech Probation and Mediation Service, and the Norwegian Correctional Service's Buskerud halfway house and probation office.

❗Access to reliable information is not a technical question. It is a fundamental human right.

Trustworthy information is essential for making informed decisions and for taking part in democratic processes.

That is why Iceland, Liechtenstein and Norway, through the EEA and Norway Grants, support civil society, public authorities and international organisations working to strengthen information integrity.

In September, a new project on information integrity was launched in Greece. Together with Bulgaria, Croatia, Lithuania, Poland and Romania, Greece will work with the OECD to help build a healthy information space.

Over the next five years, the OECD will work closely with the six countries to assess their information environments, organise trainings, foster knowledge exchange, and identify common challenges and possible solutions.

The project is funded by the EEA and Norway Grants, and aims to help countries tackle information manipulation, strengthen institutions, and enhance cooperation across borders to protect freedom of expression and ensure that trustworthy information is available to everyone.

🇨🇾 Happy Independence day to all our friends and colleagues in Cyprus 🇨🇾

Last year, Iceland, Liechtenstein and Norway began a new period of collaboration with Cyprus under the EEA and Norway Grants. Over the coming years, projects will be funded across the country.

Areas of support include green transition, culture, public health, the prevention of gender-based violence, civic participation, LGBTIQ+ rights, and the inclusion and empowerment of refugees, to name a few.

The partnership between Iceland, Liechtenstein, Norway and Cyprus through the EEA and Norway Grants goes back more than two decades. In the previous funding period, the EEA Grants supported the Centre of Visual Arts and Research (CVAR). The centre brings Greek Cypriots and Turkish Cypriots together to explore their shared history.

In the coming years, calls for project funding will be launched across Cyprus.

🌱 Today, Poland officially launched its Green Transition Programme!

The programme supports the shift to a climate-neutral, resource-efficient and nature-resilient economy, and is the largest programme dedicated to green transition by Iceland, Liechtenstein and Norway under the EEA and Norway Grants.

The Green Transition Programme in Poland helps advance Europe’s shared climate goals and is organised around four key outcomes:

1. Increased resilience to climate change
2. Accelerated clean-energy transition
3. Improved conservation of ecosystems and biodiversity
4. Strengthened circular resource and water management

In the coming years, Poland, Iceland and Norway will work together to share knowledge and experience. The Norwegian Environment Agency, the Norwegian Water Resources and Energy Directorate (NVE), and the Icelandic Centre for Research (Rannís) will contribute their expertise throughout the implementation of the programme.
