Ambassador of Pakistan to the European Union, Belgium & Luxembourg
(May 2022 – January 2023)

Today, we recall the tenure of Ambassador Asad Majeed Khan in Brussels, marked by intensive diplomatic engagement, high-level interaction with EU institutions, and sustained efforts to further strengthen Pakistan-EU relations.

A significant part of Ambassador Asad’s engagements in Brussels focused on presenting Pakistan’s perspective on GSP Plus across EU institutions, including the European Parliament, the EEAS, and relevant Directorates-General of the European Commission. The successful Fourth Biennial Review under GSP Plus was concluded in 2022 during his tenure.

Another key priority of Ambassador Asad’s tenure was deepening Pakistan-EU cooperation on climate change. In the aftermath of the devastating monsoon floods that struck Pakistan in 2022, he played an important role in mobilising and securing European support for Pakistan’s relief, recovery and resilience efforts. His engagement also contributed to strengthening the climate dialogue between Pakistan and the European Union and building greater understanding of the disproportionate impact of climate change on vulnerable countries.

Regional peace and stability, particularly in the context of Afghanistan, constituted another major focus of his diplomatic engagement in Brussels. Following the US withdrawal from Afghanistan in 2021, Pakistan and the European Union shared important interests in promoting regional stability and addressing the humanitarian situation. Ambassador Dr. Asad worked to strengthen Pakistan-EU policy coordination on Afghanistan while advancing cooperation in the areas of security, counter-terrorism and regional stability.

Paying special attention to reviving and energising Pakistan’s bilateral engagements with Belgium and Luxembourg, Ambassador Asad established the Bilateral Political Consultations between Pakistan and Luxembourg, the inaugural session of which was held in November 2022. His efforts also helped revive the mechanism of Bilateral Political Consultations between Pakistan and Belgium, with the third round subsequently held in June 2023.

Ambassador Asad’s tenure in Brussels reflected Pakistan’s commitment to maintaining substantive and forward-looking engagement with the European Union on issues of mutual interest, while reinforcing the importance of Pakistan as a constructive partner in addressing regional and global challenges.

A career Foreign Service officer with more than 38 years of diplomatic experience, Ambassador Asad previously served as Ambassador of Pakistan to Japan (2017–2019) and Ambassador of Pakistan to the United States (2019–2022) before taking up his assignment in Brussels. Subsequently, Ambassador Asad Majeed Khan was appointed Pakistan’s 31st Foreign Secretary, heading the Ministry of Foreign Affairs in Islamabad.

Ambassador Asad continues to contribute to Pakistan’s diplomatic leadership at the global level. He currently serves as Secretary General of the Economic Cooperation Organization (ECO), advancing Pakistan’s engagement in regional economic and political cooperation.

Ambassador of Pakistan to Belgium, Luxembourg & the European Union (2019–2022)

Ambassador Zaheer Aslam Janjua led Pakistan’s diplomatic mission in Brussels from September 2019 to May 2022, representing Pakistan in its bilateral relations with Belgium and Luxembourg and its engagement with the European Union and NATO. His tenure focused on strengthening institutional partnerships, advancing economic diplomacy, and deepening Pakistan’s engagement with European stakeholders.

Ambassador Janjua oversaw the implementation of the Pakistan-EU Strategic Engagement Plan 2019, including the operationalization of structured dialogue on political, economic, security and migration-related issues. As the designated negotiator, he had earlier negotiated and finalized the text of the SEP in his capacity as Additional Foreign Secretary (Europe) at the Ministry of Foreign Affairs. During his tenure, the Fifth and Sixth rounds of the Pakistan-EU Strategic Dialogue, at FM-HR/VP level, were held in 2020 and 2021 respectively, despite the challenges posed by the COVID-19 pandemic.

During the crucial period of the U.S. withdrawal from Afghanistan in 2021, Ambassador Janjua closely coordinated with EU and NATO counterparts to facilitate the safe evacuation of thousands of EU nationals and others from Afghanistan. The Mission’s efforts in this regard were appreciated by its European interlocutors and reflected Pakistan’s constructive role in supporting international evacuation and humanitarian efforts.

A key priority throughout his tenure was the continuation and effective implementation of Pakistan’s GSP Plus arrangement with the European Union. Ambassador Janjua maintained sustained engagement with European institutions to advance Pakistan’s economic interests and strengthen the foundations of the Pakistan-EU trade and development partnership.

Ambassador Janjua also placed emphasis on public diplomacy, community outreach and cultural and academic engagement. These initiatives strengthened the Mission’s connection with the Pakistani diaspora while bringing Pakistan’s diverse cultural, economic and social profile closer to European audiences.

Ambassador Janjua had earlier served in several significant diplomatic and policy-making positions, including as Pakistan’s Ambassador to Russia and Belarus, with previous postings in Amman, Moscow, Geneva and Tashkent. He subsequently served as Pakistan’s High Commissioner to Canada.

Today, we mark Ambassador Zaheer Aslam Janjua’s tenure in Brussels, which reflected a period of sustained diplomatic engagement, strengthened institutional dialogue, economic outreach, regional coordination and community engagement.

Ambassador Naghmana Hashmi
served as Ambassador of Pakistan to the European Union, Belgium & Luxembourg, from April 2014 to July 2019.

During her tenure in Brussels, Ambassador Hashmi strengthened political and institutional engagement with the European Commission, EEAS and European Parliament, advancing Pakistan’s strategic, political and economic interests and promoting a more substantive Pakistan–EU relationship. Ambassador Hashmi’s sustained efforts were instrumental in signing of the Pak-EU Strategic Engagement Plan in June 2019, which remains the bed-rock of institutional engagements between the two sides.

Ambassador Hashmi laid down the foundations of the implementation of the preferential trade agreement, GSP +, between Pakistan and the EU, playing a pro-active and meaningful role in shaping its future course. The GSP+ preferences since 2014 continue to provide an important opportunity to expand Pakistan’s exports to the EU. Ambassador Hashmi focused strongly on maximising the benefits of this framework.

Ambassador Hashmi laid keen emphasis on expanding cultural and people to people ties between Pakistan and the EU. With her emphasis on cultural diplomacy, the Embassy organized a number of events under her leadership, introducing Pakistani food and music.

Through a distinguished career spanning over 37 years, Ambassador Hashmi served at Pakistan's missions in Paris, Jakarta, Copenhagen and Beijing, as well as Ambassador of Pakistan to Ireland and, subsequently, to China.

Ambassador Hashmi is remembered for her legacy of diplomatic achievements and further strengthening Pakistan-EU partnership.
