На 1 юли 2015 г. България официално встъпи в председателството на Процеса за сътрудничество в Югоизточна Европа (ПСЮИЕ) за период от една година (1 юли 2015 г. - 30 юни 2016 г.).

ПСЮИЕ е водещият политически формат на сътрудничество в Югоизточна Европа – фактор за сигурност, стабилност и просперитет в региона, както и приоритетен по отношение на европейската и евроатлантическата интеграция на стр

аните от Западните Балкани.

България е сред страните-основателки на ПСЮИЕ и е първият председателстващ инициативата през 1996-1997 г. Тази година страната ни поема за трети път председателството, което съвпада с честването на 20-годишнината от началото на Процеса, дадено през 1996 г. в София.

Под мотото „ПСЮИЕ - 20 години ключ към регионално сътрудничество” България ще съсредоточи усилията си върху три приоритетни сфери на сътрудничество – енергийната, транспортна и инфраструктурна свързаност, медийната свобода и свободатата на изразяване, миграцията и справянето с бежанския поток.

В допълнение на горепосочените приоритетни сфери на взаимодействие, българското председателство ще постави акцент и върху политиката на приемственост в работата на ПСЮИЕ. Процесът за постигане на целите, поставени от българското председателство, ще се основава на принципите на демокрацията и върховенството на закона.

Същевременно ще насочим усилията си във важни за региона области като стабилизация и икономическо развитие, опазване на околната среда и борба с климатичните промени, регионална политика за младежта и спорта (със специален акцент върху децата в неравностойно положение), както и развитието на човешкия потенциал - култура и образование.

Като страна-член на Европейския съюз /ЕС/ страната ни ще работи за повишаване видимостта на Процеса като водещ политически формат на сътрудничество в ЮИЕ сред институциите на ЕС. Също така България активно ще се ангажира със задълбочаването на сътрудничеството между ПСЮИЕ и други международни и регионални формати. Българското председателство ще продължи добрата синергия със Секретариата на Съвета за регионално сътрудничество (СРС) в Сараево - оперативната ръка на ПСЮИЕ, както и сътрудничеството във формат редовни консултация на ниво „Тройка” на ПСЮИЕ, СРС и ЕС.

* Началото на Процеса за сътрудничество в Югоизточна Европа е дадено със Софийската декларация за добросъседски отношения, стабилност, сигурност и сътрудничество на Балканите, приета по време на срещата на министрите на външните работи на страните от ЮИЕ на 6-7 юли 1996 г. в София. Днес в Процеса участват 13 страни от региона на Югоизточна Европа – Република Албания, Босна и Херцеговина, Република България, Република Гърция, Република Македония, Република Молдова, Румъния, Република Косово, Република Словения, Република Сърбия, Република Турция, Република Хърватия и Черна гора. Република Косово е приета за равноправен участник на срещата на министрите на външните работи на ПСЮИЕ в Букурещ на 20 юни 2014 г.

On 1st July 2015 Bulgaria has taken over the Chairmanship-in-Office of the South-East European Cooperation Process (SEECP) for the period 1 July 2015 – 30 June 2016. Under the motto “SEECP – 20 Years Key to Regional Cooperation”, the Bulgarian Chairmanship-in-Office will work actively towards strengthening the role of SEECP as a leading political format for cooperation in the region and a factor for security, stability, and prosperity.

2. The 20th Anniversary of SEECP (1996-2016), which will coincide with the Bulgarian Chairmanship-in-Office, entails additional positive impetus for enhancing cooperation in the fields of mutual interest. Bulgaria will concentrate its efforts on strengthening the role of the Process as an effective and result-oriented initiative.

3. Raising the visibility of SEECP among the EU institutions, as a functional political platform, is of great importance for the successful European and Euro-Atlantic integration of the Western Balkan countries, which Bulgaria will continue to encourage.

4. Deepening the interaction between SEECP and the Regional Cooperation Council (RCC), the operational arm of the Process, is fundamental for the successful and fruitful development of regional cooperation. Deepening the parliamentary cooperation in the SEE region is one of the major priorities of the SEECP. The efforts of the Bulgarian Chairmanship-in-Office will be directed towards the election of Sofia as the seat of the Permanent Secretariat of the SEECP Parliamentary Assembly (SEECP PA).

6. Regarding the sectoral partnership, the Bulgarian Chairmanship-in-Office will focus on three key areas of interaction:

1) Connectivity – Transport, Energy, and Infrastructure. The implementation of projects in the field of transport and energy infrastructure entails much added value for the region and it will give a strong impetus to the competitiveness and economic growth of SEE. Due to limited financial resources, alternative methods of financing based on public-private partnership should be pursued.
2) Media Freedom and Freedom of Expression. Promoting the freedom of expression and the media freedom – through the creation of diverse, independent, and sustainable media environment – is an indicator of societal progress. The Bulgarian Chairmanship-in-Office will focus on ensuring access to a wider spectrum of information sources for the citizens (press, radio and television, internet, mobile phones) and on creating an online regional media platform.
3) Migration and Tackling the Refugee flow. Joining efforts to address the increased migratory pressure by creating an efficient regional policy, based on actual solidarity with the affected countries.

7. In addition to the above-mentioned priority areas of interaction, the Bulgarian Chairmanship-in-Office will also put a special emphasis on the principle of continuity in the SEECP’s work. Furthermore, achieving the objectives set forth by the Bulgarian C-i-O will be guided by the principles of democracy and the rule of law.

8. Priority will also be given to other key areas, which are important for the region, such as: 1) stabilisation and economic growth; 2) environmental protection and fighting climate change; 3) regional youth and sports policy (focus on children with special needs); 4) human capacity development – culture and education.

На 13 и 14 май в София се проведе двудневна международна конференция на тема "Посрещане на демографските предизвикателства в страните-участнички в ПСЮИЕ". В нея участие взеха както страните от региона на ЮИЕ, така и международни организации като Фонда за население на ООН и Международната организация по труда.

Декларацията, която бе приета в края на форума, е важен стратегически документ, който очертава насоките за бъдещите координирани действия, насочени към позитивни промени на демографските процеси в региона.

International conference on "Demographic challenges in the SEECP Participants", organized by the Ministry of Social and Labour Policy of the Republic of Bulgaria in the framework of the SEECP Bulgarian Chairmanship-in-Office, was held on 13 -14 May 2016 in Sofia. All 13 Participants from the region of South-East Europe in the presence of the UNFPA - United Nations Population Fund and the International Labour Organization adopted a Joint Declaration on the demographic challenges in SEECP Participants.

The Declaration is a strategic document, which outlines the opportunities for coordinated joint measures for positive developments in the demographic processes in the region of SEE.

The 11th Winter School for Young Diplomats, being held in town of Sandnaski, Bulgaria, from 14-18 March, this year is titled: ‘EU and NATO in South Eastern Europe and the Black Sea Region: Foreign, Security, and Energy Policies’. The seminar, which this year is held on the occasion of the 20th Anniversary of the South-East Cooperation Process, was officially by Mrs. Tanya Mihaylova, Director of the Bulgarian Diplomatic Institute, together with Mr. Goran Svilanovic, the Secretary General of the Regional Cooperation Council /RCC/, Mr. Klaus Fiesinger, Regional director of the Hanns Siedel Foundation, Prof. Eckhard Stratenschulte, Director of the European Academy – Berlin, and Mr. Andrey Tehov, Director General in MFA Sofia. Mr. Goran Svilanovic delivered a lecture before the young diplomats, dedicated to the economic growth, infrastructure development, rule of law and security in the region. Mrs. Rositsa Stoeva, Head of the Regional Cooperation Department of MFA Sofia, talked about the achievements of the 20-years-old regional cooperation in the framework of the SEECP and the activities of the Bulgarian Chairmanship-in- Office 2015-2016.

The Second Informal Ministerial Meeting was held in Sofia on 2nd February 2016 under the auspices of the Bulgarian Chairmanship-in-Office. Two Deputy Prime Ministers and Ministers of Foreign Affairs - Mr. Ivica Dacic from Belgrade, and Mr.Igor Luksic from Podgorica, as well as Minister Igor Crnadak from Sarajevo, Minister Lazar Komanescu from Bucharest, Minister Ditmir Bushati from Tirana, Minister Nikola Poposki from Skopje, and Minister Editha Tahiri from Pristina, responsible for the Dialogue with Belgrade, took part in the Meeting. The SEECP Participants adopted a Joint Declaration on Migration Challenges, initiated by the Chiarmanship.

Sofia hosted the First Meeting of the SEECP Committee of Political Directors in Sofia on 23rd November 2015. Representatives from the capitals of the 13 participants, the RCC, observers from the EEAS and European Commission gathered for discussions on the most important issues on the regional agenda - the 20th Anniversary of the Process in 2016, and the future cooperation, the refugee flow and the Syrian crisis, global and regional cooperation in antiterrorism, etc.
