IMPORTANT MEETING ON ADOPTIONS IN BULGARIA
Last Monday, February 12, 2018, in my capacity of one of the three representatives of the Bulgarian adoption agencies, I took part in a forum entitled "Adoptions and Children at Risk" took place in the premises of the Ministry of Labor and Social Policy.
First of all, I would like to emphasize that this is the first time (since adoptions are made in Bulgaria) that a debate of that kind is being held at such a high level.
The debate was opened and led by the Deputy Minister of the Ministry of Labor and Social Policy, Ms. Rositsa Dimitrova, who in her introductory speech highlighted several fundamental issues: the need to modify the legal framework in a way that facilitates its interpretation and compliance by the social workers; unification of the guidelines and way of working of the different regional social services; performance of training workshops in order to raise the qualifications of the social workers; to put in place mechanisms to expedite the registration of the children in the national adoption regional registries and their subsequent transfer to the international adoption registry of the Ministry of Justice; to work more actively with the children, both social workers and foster families in order to motivate the children for the future adoption by clarifying their doubts and fears. Also, the Ministry of Labor and Social Policy announced that they would send shortly specific instructions on how to carry out the registration of the children in the registers and under what circumstances this registration could be ignored.
The Executive Director of the Social Assistance Agency (AAS) presented the statistics for 2017 regarding the number of abandoned children and the protection measures adopted.
- number of children adopted in Bulgaria (national adoption) - 578 (of which 22 had some kind of health issues);
- number of children adopted abroad - 306 (103 of whom with special needs);
As of 31 December 2017, 2,127 children were entered in the national registry; 1,047 of them had some more serious special need (medical issue). The rest, 1,080 children, were all healthy.
The representative of the AAS also gave us information about the age of the abovementioned 2,127 children:
0 - 3 years: 316 children;
3 - 5 years: 123 children;
5 - 10 years: 350 children;
Over 10 years old: 1,338 children.
AAS representative also provided information on the ethnic origin of the healthy children registered in the domestic adoption registry (1,080 kids):
- Bulgarian ethnic group - 203 children;
- Gypsies - 694;
- Turks - 49;
- another origin - 56;
- unknown origin - 78.
At the end of February or beginning of March, the Ministry of Justice will publish on its web page detailed reference of the international adoptions made in 2017. I will inform you on that as well.
In summary, this meeting has several very positive aspects:
1. There is definitely a political will in Bulgaria in favor of national and international adoptions;
2. The Bulgarian agencies facilitating international adoptions can from now on deal directly with the decisions-makers whenever there is an issue and thus to seek a more proactive solution to it; we have been allowed to have access to information and statistics that were previously not available to us.
3. The Vice Minister promised to inform us about the results of the work of the social workers; in this way, we can intervene whenever necessary and influence the processes; the problems will be analyzed on a monthly basis and concrete measures will be taken to resolve them;
4. Three working groups have been created to present their draft amendments to the current law. Each of these groups will deal with specific aspects in the field of child protection: significantly reducing time for trying to reintegrate the child into the biological family; speeding up the registration of children in the registers; preparation and motivation of the children for the adoption;
5. A unification of the practices of the different regional social services will be sought.

IMPORTANTE REUNIÓN SOBRE ADOPCIONES EN BULGARIA
El pasado lunes día 12 de febrero del 2018, tuvo lugar un foro titulado "La Adopción y los Menores en situación de Riesgo" en el Ministerio de Trabajo y Política Social.
En primer lugar, quiero destacar que es la primera vez (desde que se hacen adopciones en Bulgaria) que se hace un debate a este nivel.
El debate fue inaugurado y dirigido por la Viceministra del Ministerio de Trabajo y Política Social, la Sra. Rositsa Dimitrova, que en su discurso de introducción destacó varios temas fundamentales: la necesidad de modificar el marco legal de manera que se facilite su interpretación y el cumplimiento del mismo por parte de los trabajadores sociales, unificando así las pautas y forma de trabajar de los diferentes servicios sociales regionales; realizar talleres de formación con el fin de elevar la cualificación de los trabajadores sociales; poner en marcha mecanismos para agilizar la inscripción de los menores en los registros regionales de adopción nacional y su posterior traslado al registro de adopción internacional del Ministerio de Justicia; trabajar más activamente con los menores, tanto trabajadores sociales, como familias de acogida, para motivar a los niños, despejar sus dudas y miedos y mejorar su percepción para la futura adopción; el Ministerio de Trabajo y Política Social anunció que en breve enviaría indicaciones concretas sobre cómo llevar a cabo la inscripción de los niños en los registros y bajo qué circunstancias se podría obviar dicha inscripción.
El Director Ejecutivo de la Agencia de Asistencia Social (AAS) presentó las estadísticas para el 2017 respecto al número de niños abandonados y las medidas de protección adoptadas.
- número de niños adoptados en Bulgaria (adopción nacional) - 578 (de los cuales 22 presentaban algún tipo de patología en el estado de salud);
- número de niños adoptados en el extranjero - 306 (103 de los cuales con necesidades especiales);
A fecha del 31.12.2017, en el registro nacional fueron inscritos 2.127 niños, de los cuales 1.047 con alguna patología o necesidad especial más grave. El resto, 1.080 niños, eran sanos.
El representante de la AAS también nos facilitó datos sobre la edad de los 2.127 niños inscritos:
0 - 3 años: 316 niños;
3 - 5 años: 123 niños;
5 - 10 años: 350 niños;
Mayores de 10 años: 1.338 niños.
También se nos facilitó información sobre el origen étnico de los niños sanos inscritos en el registro nacional (1.080 menores):
- Etnia búlgara - 203 niños;
- Gitanos - 694;
- Turcos - 49 ;
- de otro origen - 56;
- de origen desconocido - 78.
Al finales de febrero o principios de marzo, el Ministerio de Justicia publicará en su página web una referencia detallada de las adopciones internacionales efectuadas en el 2017. Ya os informaremos de ello también.
Resumiendo, lo positivo de la reunión ha sido:
1. Existe una voluntad política en Bulgaria a favor de las adopciones nacionales e internacionales;
2. Las entidades búlgaras colaboradoras en adopción internacional podremos tener acceso directo para tratar cualquier inquietud con las personas que toman las decisiones y así buscar una solución más proactiva cuando haya algún problema; se nos ha posibilitado el acceso a información y estadísticas que previamente no se nos facilitaban.
3. La Viceministra se comprometió a que nos informarían sobre los resultados del trabajo de los trabajadores sociales; de esta forma, podremos intervenir cuando sea necesario e influir sobre los procesos; se analizarán los problemas con una periodicidad mensual y se tomarán medidas concretas para la resolución de estos;
4. Se han creado tres grupos de trabajo que presentarán sus proyectos de modificaciones de la ley; cada uno de los grupos se ocupará de aspectos concretos del ámbito de la protección a la infancia: reducir el tiempo en el que se intentará reintegrar al menor en su familia biológica; acelerar la inscripción de los menores en los registros; preparación y motivación de los menores de cara a la adopción;
5. Se buscará una unificación de las prácticas de los diferentes servicios sociales regionales.

ANIDO Association was established as a non-profit legal body for pursuit of public benefit activities with a decision of its founders taken at the constituent assembly on 11th November 2003 in the city of Sofia.
ANIDO adoption As a result of this, on 2nd December 2003, ANIDO Association was entered into the register of the non-profit legal bodies at the Sofia City Court under company file No 11987/2003 and was established as a public benefit organization.
At the constituent assembly of the Association the Statutes, the goals, the means for achieving the goals as well as the association’s field of activity were also approved.
On 27th May 2004, ANIDO Association received a mediation permit for International Adoption by the Minister of Justice, after which was issued its first license No 34/27.05.2004, which was later renewed under No 70/28.06.2006.
In accordance with the new Family Code, effective since 1st October 2009, ANIDO Association received a new 5 year license No 101/15.03.2010. By virtue of this permit, ANIDO can mediate in the adoption of children with permanent residence in Bulgaria by persons whose permanent residence is in the Netherlands, Spain, Canada, the USA, Ireland, Finland, Norway, Austria and Denmark.
ANIDO received its new 5-year License No. 150/11 May 2015, valid till 11 May 2020 that permits the association to continue working with the same 10 countries: Spain, the Netherlands, Canada, Norway, Ireland, Austria, Finland, Denmark, USA and Italy.
ANIDO has a collaboration agreement with partner organizations from the Netherlands (Stichting Kind en Toekomst), Spain (Ajuda’m), the USA (All Blessings International, Spence-Chapin Services to Families & Children, A Love Beyond Borders и Joshua Tree Adoptions), Canada (Sunrise Adoptions), Italy (Brutia Onlus) and Finland (Save the Children Finland). All these agencies are entirely trusted in their respective countries and have been working in the field of international adoption for many years.
The main goal of ANIDO Association is to provide protection, assistance and humanitarian aid to socially disadvantaged children in line with the principles underlying the UN Convention on the Rights of the Child from 20th November 1989, the international Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption from 29th May 1993 as well as with the rest of the international and national legislative acts, whose purpose is to protect the child’s personality and best interests.
The Association’s activities are directed towards the development and implementation of projects related with child protection; with improvement of the methods for raising and educating socially disadvantaged children; with establishing and maintaining relations with Bulgarian and international public, governmental and private organizations, including natural persons, in order to receive subsidies and aid for programs and activities for the protection and support of children, as well as towards raising funds in support of the well-being of children. We are also implementing activities related with mediation and assistance in intercountry adoption in compliance with the requirements of the international and national legislation, aiming to find the right solutions related with the placement of children deprived of parental care in a family setting.
