On 9 September 2026, officials from the BFL Project Coordination Unit (PCU), led by the Deputy Program Director, visited the ongoing G+1 Haa Range-cum-FMU Office construction site as a monitoring and follow-up activities . Mr. Lham Dorji, BFL Focal Person, presented the physical and financial progress, key issues and challenges, and other project-related updates. The programme was also attended by the Dzongkhag Engineer and the contractor.

Awareness Program and Practical Demonstration on Fire Terminator FT JN669

On 4 September 2026, the Divisional Forest Office, Paro, in collaboration with the Forest Resources Planning and Management Division (FRPMD), DoFPS, conducted an awareness and practical demonstration on the SOP and use of Fire Terminator FT JN669.

The Fire Terminator, being piloted for the first time, is intended for early-stage fire suppression and mopping-up operations. The session was attended by the Dzongkhag Disaster Management Focal Person, 5 Royal Bhutan Police officials, and 25 forestry officials.

The program included practical demonstrations and hands-on training to strengthen the preparedness and response capacity of frontline officials ahead of the forest fire season.

DRAKEY CHINTO NWFP RESOURCES ASSESSMENT

The Divisional Forest Office, Paro, successfully conducted the NWFP Resource Assessment from 4 August to 21 August 2026 for the revision of the Drakey Chinto NWFP Group Management Plan.

The assessment covered the NWFP resource areas managed by herders from Dhula, Jojokha, Sebjamna, and Juchu villages under Dotey Gewog. The assessment was carried out with technical backstopping and guidance from the Divisional Forest Office, Paro, in close collaboration with the Drakey Chinto NWFP Group members.

A total of 11 grids, each measuring 4 km × 4 km, were assessed. Within these grids, 110 sample plots of 20 m × 20 m and 165 subplots of 2 m × 2 m were surveyed. The field assessment was conducted by eight forestry officials together with members of the NWFP Group.

The assessment will provide an important scientific basis for understanding the availability, distribution, and status of NWFP resources and will support the revision and sustainable management of the Drakey Chinto NWFP Group.

These activities were supported by the German Federal Ministry for Environment, Climate Action, Nature Conservation, and Nuclear Safety through the International Climate Initiative (IKI) with support from WWF Deutschland WWF Bhutan.

A team comprising representatives from the Forest Stewardship Council (FSC), Official from Forest Resources Planning and Management Division, Official from Bhutan Ecological Society and Bhutan Shingzo Limited visited Paro for a CFM Gap Assessment of the Zamsa Nori Scientific Thinning Action Plan 2026.

The assessment began at the Ranger’s Hall of the Division Office, where DFO_Paro officials presented the Paro DFO Plan and the Zamsa Nori Scientific Thinning Action Plan to the visiting team. The presentation provided an overview of the proposed scientific thinning activities, management approach and implementation arrangements and various Management Regimes under DFO_Paro as well as HCV & various Biodiveristy present in DFO_Paro.

The team then proceeded to Zamsa Village, where they met with members of the Zamsa Community Forest Management Group (CFMG). The interaction focused on understanding the members’ views and concerns regarding the proposed Action Plan, challenges encountered in managing the Community Forest, and the history and development of Zamsa Community Forest, which shares a boundary with the proposed thinning area.

The field assessment continued at the proposed thinning site, where FSC team members interviewed field officials on key aspects of the operation, including cable line layout, marking along cable lines, selection and marking of trees for harvesting, and identification and retention of mother trees. The field visit provided an opportunity to verify how the proposed management measures are being translated into practical field arrangements.

Following lunch, the FSC team held a brief discussion with senior officials of Bhutan Shingzo Limited in Paro town before concluding the day with a visit to Shaba Nursery. The nursery assessment focused on the availability and diversity of seedlings, nursery capacity, and its ability to supply quality planting materials for the proposed afforestation programme in Zamsa Nori.

The visit provided a valuable opportunity for the assessment team to engage directly with forest managers, field officials and local communities, while also gaining a clearer understanding of the ecological, technical and community considerations surrounding the Zamsa Nori Scientific Thinning Action Plan 2026.

Annual Work Plan Finalization Meeting

The Divisional Forest Office (DFO), Paro, conducted a one-day meeting with the Section Heads, Unit In-Charges (UICs), and Range Officers on 13 August 2026 to review and finalize the Annual Work Plan and Budget (AWP&B) for the upcoming financial year.

During the meeting, the proposed activities, priorities, targets, and corresponding budget requirements were thoroughly reviewed and discussed. Inputs and recommendations from the Section Heads, UICs, and Range Officers were considered to ensure that the proposed plan is practical, achievable, and aligned with the objectives and priorities of the Department.

Based on the discussions, necessary revisions and adjustments were identified, and the AWP&B was agreed to be finalized incorporating the suggestions, priorities, and operational requirements highlighted during the meeting.

As we step into the new financial year, DFO Paro looks forward to translating the finalized plans into meaningful actions and delivering on our commitments with renewed energy, stronger coordination, and continued teamwork.

We extend our sincere appreciation to the Bhutan for Life Project and Green Bhutan Corporation Limited for their generous support in making this celebration possible. Your continued partnership strengthens our collective efforts towards conservation and sustainable forest management.

The Division bid adieu to three of our colleagues on July 10, 2026 after serving for quite a long time. Mr. Tshering and Mr. Gado Tshering who are super annuating have served for more than 38 and 37 years respectively while Ms. Pema Choden have served for more than 20 years before resigning from the service. Their absence will create a huge gap not only in service delivery but also our connection in the Division. We wish them good health and best of luck in their post retirement endeavour.🙏🙏🙏

The Division is proud to be the part of Snow Leopard conservation through community participation.

It was the evening of May 10. In her home in Leyna village, 24-year-old Ugyen Lham was feeding her baby when her phone, resting beside her, buzzed. A WhatsApp message had come in informing her that a Tibetan wolf had attacked a young calf in a nearby area the previous night.

The Division observed Social Forestry Day in collaboration with the CMFG of Druk Tsenden CF in Paro by planting spruce seedlings over an area of 1.5 acres.

Meanwhile, staff from Haa Range and FMU offices participated in the plantation program organized by the Haa Dzongkhag Administration.
