National Commission for Women and Children - NCWC, Bhutan

Mr. Namgay Dorji serves as the Program/Project Manager at Ability Bhutan Society and holds the responsibility of Gender and Child Focal Point (GCFP). In this role, he has made significant contributions to advancing child protection and gender equality within the organization and beyond. As the designated Prevention of Sexual Exploitation and Abuse (PSEA) focal for UN and international agencies, he has played a pivotal role in safeguarding vulnerable groups.

His achievements include leading a national-level campaign on Ending Violence Against Children (EVAC), with a particular focus on children with disabilities, and initiating the development of an internal child safeguarding policy to strengthen institutional accountability.

Looking ahead, Mr. Namgay is committed to furthering these efforts through structured awareness and orientation programs. He plans to implement sessions on PSEA and gender mainstreaming within the organization, while also initiating orientation programmes on gender equality, child protection, and reporting mechanisms for new staff, volunteers, interns, parents, and contractors.

Moreover, he envisions strengthening collaboration with relevant stakeholders to enhance referral mechanisms and support systems for survivors of gender-based violence and other vulnerable groups. Through these initiatives, Mr. Namgay continues to demonstrate his dedication to fostering a safe, inclusive, and gender-responsive environment at Ability Bhutan Society.

Ms. Sonam Choden, Assistant Planning Officer at the Ministry of Infrastructure and Transport (MOIT) is a Gender and Child Focal Point (GCFP). In this role, she is entrusted with advancing gender equality and safeguarding principles across the Ministry’s programmes and projects.
As GCFP, Ms. Choden intends to orient newly recruited staff on gender equality, child protection, and the use of established reporting mechanisms. She plans to collaborate with key stakeholders, including RENEW, NCWC, and the PEMA Secretariat, to strengthen referral pathways and support systems for survivors of sexual and gender‑based violence (SGBV). She also intends to ensure the integration of Gender Equality and Social Inclusion (GESI) and child protection considerations into all ministry projects from planning and design to approval processes and annual work plans while monitoring their effective implementation.
In addition, Ms. Choden plans to maintain accurate and confidential documentation of gender and child‑related cases in line with established protocols, and serve as the institutional focal point for gender and child protection, providing technical guidance to support policy implementation and programme effectiveness. As GCFP, she intends to oversee and manage the Ministry’s crèche centre, ensuring a safe, protective, and child‑friendly environment while embedding gender sensitivity and inclusive practices in accordance with NCWC standards.
Through her appointment, the Ministry of Infrastructure and Transport reaffirms its commitment to fostering an inclusive, gender‑responsive, and child‑sensitive institutional environment.

Ms. Langda Choki, Assistant Planning Officer at the Ministry of Industry, Commerce and Employment (MOICE), has recently been appointed as the Gender and Child Focal Point (GCFP). In this role, she is entrusted with promoting gender equality and fostering awareness among staff by integrating gender perspectives into the Ministry’s policies, plans, and programmes.

As GCFP, Ms. Choki plans to support the maintenance of gender‑disaggregated data to strengthen evidence‑based decision‑making and coordinate activities related to gender and child protection. Her initiatives are directed toward reinforcing gender mainstreaming and contributing to the creation of a more inclusive and gender‑responsive workplace.

Her appointment reflects the Ministry’s commitment to institutionalizing gender equality and safeguarding principles, while ensuring that its programmes and policies remain responsive to the needs of all.
