CMM User Training Successfully Completed for the Second Phase Rollout
Following the successful pilot implementation of the Consent Management Module (CMM) under the eSakor System in Thimphu, Paro, and Phuntsholing on 2 June 2026, the National Land Commission Secretariat (NLCS) has conducted User Training using the Training of Trainers (ToT) approach for designated officials from 11 Dzongkhags and 6 Dungkhags.
The training was conducted from 10–26 August 2026, with a two-day training session held at each regional venue. The training brought together officials from Trongsa, Bumthang, Zhemgang, Panbang, Punakha, Gasa, Wangdue Phodrang, Tsirang, Dagana, Lhamoizingkha, Chhukha, Samtse, Haa, Phuntsholing, Tashicholing, Dorokha, and Sombaykha.
The Training of Trainers (ToT) approach is intended to strengthen the capacity of key officials, enabling them to further train Gewog-level officials within their respective Dzongkhags. This approach will support effective knowledge transfer, promote consistent implementation, and ensure that users are adequately equipped to facilitate the CMM at the local level.
Through the CMM, landowners, family members, and witnesses will be able to provide consent digitally during land-related transactions, contributing to a more efficient, transparent, convenient, and citizen-centric land administration service.
Following the completion of the training, the second phase of CMM implementation is tentatively scheduled to commence from 2 September 2026 across the participating Dzongkhags and Dungkhags.
The NLCS extends its appreciation to all participating Dzongkhag and Dungkhag officials for their active participation and continued support in advancing digital transformation in land administration.
