Indian Technical and Economic Cooperation (ITEC) Programme was instituted by a decision of the Indian Cabinet on 15 September 1964 as a bilateral programme of assistance of the Government of India. The ITEC Programme, born out of the vision of our first Prime Minister Jawahar Lal Nehru, was formally launched under the premiership of Lal Bahadur Shastri. The decision regarding setting up the ITEC p
rogramme was predicated on the underlying belief that "it was necessary to establish relations of mutual concern and inter-dependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign policy." ITEC is a demand-driven, response-oriented programme that focuses on addressing the needs of developing countries through innovative technological co-operation between Indian and the partnering nation, including Belarus. Since 1993, 228 Belarusian experts and specialists have been trained in India in diverse areas such as Information Technology, Management, Administration, Banking & Finance, Education & Human Resource Development, English Language, Journalism, Diplomacy, Entrepreneurship, Water Resource Development, Internet security, Crime Management, legislative drafting for foreign parliamentary & Government officials etc. All of you have been through a unique training programme in India that has empowered you with not just professional skills, but prepared you to adapt and shine in an increasingly globalized world.
