Media Release: Crime Stoppers Data Breach

The North Bay Police Service (NBPS) has received confirmation that Near North Crime Stoppers (NNCS) was affected by a cybersecurity incident involving Navigate360, the third-party provider of the P3 tip-management platform used by Crime Stoppers programs across Canada.

NBPS is no longer accepting anonymous tips through the Crime Stoppers platform.

NBPS data and systems remain secure. The Navigate360 platform is not integrated with or connected to NBPS information technology systems or infrastructure.

NBPS first learned of a data breach affecting U.S. Crime Stoppers programs in March 2026. In June 2026, information emerged alleging that Canadian data may also have been affected.

As a precaution, NBPS suspended the promotion of Crime Stoppers as a reporting option in June, through its public channels and suspended the use of tips submitted through the platform, with exceptions for certain serious offences, including child safety concerns. As of Oct. 23, 2026, NBPS has fully suspended its anonymous tip services and recommended that NNCS shut down its tip lines.

The scope of the incident and the specific information that may have been compromised remain unclear. NBPS has been informed by NNCS that investigations are ongoing. NNCS is working with the Ontario Association of Crime Stoppers and the Canadian Crime Stoppers Association to protect tipsters and prevent further breaches of information.

NBPS does not own or operate Crime Stoppers and does not have access to its databases. NNCS is a civilian, not-for-profit organization that operates independently under the Canadian Crime Stoppers Association.

NBPS recognizes the serious concerns this incident raises, particularly for individuals who have provided anonymous tips through the platform.

Questions about the cybersecurity incident can be directed to the Canadian Crime Stoppers Association at [email protected].

Anyone with information about a crime or public safety concern in North Bay can contact NBPS directly at 705-472-1234. Please note that contacting NBPS directly is not an anonymous reporting option.

In an emergency, call 911.

Statement: Board Member Letter to the Editor and Political Activity

The North Bay Police Service (NBPS) is aware of a Letter to the Editor published on October 22, 2026, along with accompanying editor’s notes, that has raised questions about whether a police service board member’s role could be perceived in conflict as lending institutional support to a political candidate.

Under the Community Safety and Policing Act, 2019 (CSPA), police service board members are governed by a Code of Conduct, which establishes standards for board members engaging in political activity.

While political activity is not prohibited for board members, they are expected to ensure that any such activity does not conflict with their board duties or undermine public trust in the Board or the police service. This differs from Ontario Regulation 402/23 (Political Activity), which sets defined restrictions on the political activities in which police officers may engage.

The Inspector General of Policing is responsible for receiving and investigating complaints regarding alleged board member misconduct. Following publication of the letter, NBPS proactively consulted an Inspectorate of Policing advisor on October 22 regarding the matter.

The letter was reviewed against all information available, applicable guidance and the Code of Conduct and no grounds for misconduct have been identified. The matter has been referred to the Board for further discussion and follow-up as the Board deems appropriate.

NBPS recognizes that the letter and accompanying editor’s notes may give rise to questions or differing interpretations among members of the public.

NBPS further recognizes the importance of public confidence in police governance and remains committed to transparency and accountability.

Any person may contact the Inspector General of Policing with respect to concerns of alleged misconduct by Board members at https://www.iopontario.ca/en/complaints/make-or-manage-a-complaint.

Retired Staff Sergeant Heather Johnston made history as the first woman to become a Sergeant in 1992 and later Staff Sergeant in 2004 with the North Bay Police Service.

Throughout her 29-year career, which began in 1979, Heather broke barriers. She helped shape police training and became the NBPS’s first pregnant police officer. As a single mother raising her daughter while working shifts, she navigated the challenges of balancing career and family at a time when women were still breaking new ground in policing.

Heather is encouraged by the progress being made and hopes to see more women pursue careers in policing.

This Women’s History Month, we celebrate Heather’s legacy, resilience and the path she helped pave for future generations of women in policing.

Heather, THANK YOU, for your lasting contributions to NBPS 💙
