πŸ›οΈ FRIDAY MUNICIPAL FACT – Municipal Accountability

Did you know that the Town of Stavely underwent a Municipal Accountability Program (MAP) Review by Alberta Municipal Affairs in 2024?

Stavely was selected for the review as part of Municipal Affairs’ regular Municipal Accountability Program review schedule. The review was not initiated as a result of a complaint, concern, investigation, or specific issue involving the Town.

The Municipal Accountability Program reviews Council meeting minutes, municipal bylaws and other municipal documents to determine whether a municipality is meeting the legislative requirements of Alberta’s Municipal Government Act (MGA) and other applicable legislation.

Following the review, Alberta Municipal Affairs included the following statement in its report:

β€œThe Town of Stavely is commended for their cooperation and assistance throughout the review. As well as the time commitment required, municipal staff promptly responded to questions and provided documentation as requested. Ministry staff appreciate this additional time and effort and recognize the commitment to the well-being and success of the municipality demonstrated by town administration.”

Municipal accountability involves a great deal of work behind the scenes, including Council procedures, bylaws, policies, records and compliance with provincial legislation.

The MAP process provides municipalities with an independent provincial review of legislative compliance and identifies areas where requirements are being met as well as areas where improvements may be required.

Accountability is an important part of municipal government, and we are pleased to share some of the work that happens behind the scenes at the Town of Stavely.

♻️ CURBSIDE RECYCLING IS COMING TO STAVELY! ♻️

Starting Tuesday, October 13, T&T Disposal Services & Miller Waste Systems will begin curbside recycling collection for residential properties within the Town of Stavely. Recycling will be picked up every other Tuesday. Please see the poster below for a quick guide on what can and cannot go in your recycling.

The recycling depot behind the Public Works building will remain available for rural residents and commercial properties.

You may be wondering β€” why is Stavely getting curbside recycling now, and will it cost residents more?

Alberta has been transitioning to a new recycling system called Extended Producer Responsibility (EPR). Under EPR, the responsibility for funding and managing the recycling of packaging and paper products shifts to the producers β€” the companies that supply these products and packaging to consumers.

For Stavely residents, this means the new residential recycling service will not result in an additional recycling charge on your Town utility bill. Simply put, residents will now have the convenience of recycling right from their curb without an additional Town utility fee for the service. β™»οΈπŸ‘

πŸ“… First pick-up: Tuesday, October 13
♻️ Collection: Every other Tuesday
πŸš› Service Provider: T&T Disposal Services & Miller Waste Systems

⚠️ IMPORTANT REMINDER: As the service provider under the EPR program, T&T Disposal Services is responsible for all recycling-related inquiries and concerns. This includes questions about collection, missed pick-ups, recycling carts, accepted materials and other concerns regarding the new recycling service. Please contact T&T directly using the information above.

Dear Neighbors and Friends of Stavely,

I am writing to you today not just as your Mayor, but as someone who deeply loves this town, cares for its people, and takes immense pride in the community we have built together.

Over the past while, our community has been facing a difficult and challenging period. We have seen a growing wave of public attacks and harsh criticism directed at our town, at the decisions made by Council, and most concerningly, at our dedicated municipal staffβ€”in particular, our Chief Administrative Officer (CAO).

I want to speak directly and openly to you about this, because the heart and soul of Stavely relies on trust, mutual respect, and working together.

The Essential Role of Our CAO and Staff
It is vital to understand the distinct roles that keep a municipality running. Our CAO and administrative team are the operational backbone of Stavely. They execute policies, manage daily operations, ensure legal and regulatory compliance, and work tirelessly behind the scenes to keep our water flowing, our roads maintained, and our services running smoothly.

Our CAO does not make council policy decisions or vote on municipal bylawsβ€”that responsibility rests solely on the shoulders of your elected Council. The buck stops with us. Directing anger, personal attacks, or hostility toward municipal employees who are simply fulfilling their professional duties is unfair and unjust. Our staff deserve a safe, respectful environment to do their jobs.

Understanding Confidentiality and Council Decisions
We hear you, and we are well aware that there have been recent decisions that have raised questions within the community. It is completely natural to want answers. However, as a Council, we are bound by legislation and professional ethics to handle certain mattersβ€”such as personnel details, legal matters, and land acquisitionsβ€”with strict confidentiality. Protecting the privacy of individuals and the legal standing of our town is a responsibility we cannot compromise. While this confidentiality can sometimes be frustrating from the outside, please trust that these matters are handled with the utmost care, integrity, and diligence.

The Danger of Social Media as a "Court of Public Opinion"
In recent years, the way we communicate has shifted dramatically. Social media platforms have increasingly become informal "courts of public opinion," where incomplete information, rumors, and swift judgments often replace constructive dialogue. While open discussion is a cornerstone of local democracy, fueled online outrage can quickly become toxic and dangerous. It distorts facts, divides neighbors, and harms the reputation of our town and the well-being of the individuals who serve it.

Demonstrated Competency and a Strong, Diverse Council
Despite the noise and distractions, the work of this town has not faltered. Over the past two years, Stavely has been formally recognized for its municipal competence, sound operational management, and financial responsibilityβ€”a testament to the dedication of both our administrative team and Council.

Furthermore, this Council brings a rich and diverse set of backgrounds, skills, and perspectives to the table. We do not always agree on every detail, but every single member of Council is driven by a deep commitment to doing what is right for the long-term future of Stavely.

Standing United as One Community
We are also aware that many of the most vocal attacks and toxic rhetoric online have originated from individuals who do not even live in or contribute to our community. We cannot let outside forces undermine the fabric of our town.

Stavely is a resilient community. Time and time again, we have stood fast against tragedy, hardship, and challenges. We have always come through stronger on the other side because we face things togetherβ€”as one united town. We support one another and work together not because we are forced to, but because we genuinely care about this town and one another.

As your Mayor and your Council, we do not merely make ourselves accessibleβ€”we are accessible. We are your friends, your neighbors, and fellow residents who walk the same streets and share the same hopes for our town’s future. We remain unwavering in our commitment to protect Stavely, to safeguard its people, and to support the dedicated staff who serve us all.

Let us move forward together with kindness, respect, and unity.

Sincerely,
Ramona Whittingham
Mayor, Town of Stavely

A Message from Stavely Town Council

Council would like to take a moment to recognize and thank the many residents who contribute to making Stavely a strong and caring community.

Municipal government involves a great deal of work behind the scenes, and Council sincerely appreciates residents who engage respectfully, ask questions, share concerns, offer encouragement, and recognize the time and dedication that Council, Administration, and Town employees put into serving our community.

Have a question or concern? Please reach out. Council welcomes the opportunity to hear from residents, answer questions where we can, and provide clarification about matters affecting our community. Residents are also always welcome to contact the Town Office with questions about municipal operations, bylaws, programs, or services.

Council recognizes that municipal decisions may not always align with every individual perspective or interest. In making decisions, Council must consider the needs of the community as a whole, the long-term interests of the Town, available resources, and its responsibilities under municipal legislation.

Respectful communication, open dialogue, and a shared commitment to the well-being of Stavely remain important to maintaining the strong sense of community our Town has always been known for.

Council also wishes to recognize our municipal employees, who work every day to provide the services our residents rely upon. Their commitment, professionalism, and dedication to our community are sincerely appreciated.

Thank you to everyone who continues to contribute positively to our community and to the operation and betterment of the Town of Stavely.

β€” Stavely Town Council
