A recent incident out of Winnipeg highlights what can happen when control is lost in a security situation. What began as a suspected shoplifting intervention escalated into an incident now being investigated as assault involving a prohibited weapon, with potential criminal charges, civil liability, and long-term reputational damage.

Are Security Guards First Responders?
Itās a question thatās gaining momentum as frontline violence continues to increase across Canada ā and today onĀ The Sentinel Mindset, we dive deep into it.
Weāre joined byĀ Steven Summerville, VP of Sentinel Security, andĀ Paul Carson, President of the Security Guard Association of Ontario (SGAO), to break downĀ Bill S-233Ā ā federal legislation introduced in September 2025 to increase penalties for assaulting first responders and health-care workers.
Bill S-233 has:
* Passed the Senate
* Completed first reading in the House of Commons
* Not yet law ā now moving through debate and committee review
But hereās the issueā¦
Despite responding to overdoses, violent incidents, weapons calls, medical emergencies, and beingĀ first on sceneĀ in malls, shelters, transit systems, residential buildings, and hospitals ā Licenced security professionals are still NOT recognized as first responders under this legislation.
As violence grows and responsibilities increase, the question becomes:
* Should security finally be recognized as first responders?
* What will it take to amend this bill?
* And why is this recognition long overdue?

A disturbing event in Baltimore serves as a stark reminder of the immense responsibility held by private security personnel and the companies that employ them.
Video evidence shows a bouncer, employed by a contracted security company, using extreme force against a college studentāchoking him and slamming his head through a car window. The Cross Street Public House venue has since severed ties with the security provider and banned the individual, and a police investigation is underway.
Beyond the immediate legal and community concerns, this incident forces a necessary professional conversation about Use-of-Force Protocols and Liability.
