ICDO Secretary-General Mr. Arguj Kalantarli met with Mr. Rovshan Sadigbayli, Permanent Representative of the Republic of Azerbaijan to the UN and other international organizations in Geneva, at the Organization’s new Headquarters on 19 October 2026.

The discussions focused on the further development of cooperation between the ICDO and Azerbaijan, current priorities, and preparations for the upcoming sessions of the ICDO Executive Council and General Assembly.

The visit also included a presentation of the International Monitoring and Coordination Centre (IMCC), which is currently undergoing modernization to strengthen its capabilities and enhance international coordination.

An international training programme on “Rope Technologies at Industrial Facilities” has concluded, bringing together rescuers from ICDO Member States at the Russian-Armenian Center for Humanitarian Response (RACHR).

For the first time, participants completed an online theoretical course through the ICDO Academy before undertaking intensive practical training at the Center. All of the rescuers successfully completed the programme and received certificates.

The programme marks an important milestone in the development of the ICDO Academy’s online learning platform, advancing a blended training approach that combines digital learning with hands-on instruction.

The ICDO Secretary-General, Mr. Arguj Kalantarli, met with Dr. Rakesh Krishnan, General Manager of the Geneva School of Diplomacy (GSD), at the Organization’s Headquarters in Geneva on 16 October 2026.

Discussions focused on strengthening institutional cooperation, academic exchange and capacity-building, building on the existing Memorandum of Understanding between the two organizations.

The meeting reaffirmed their commitment to further developing joint initiatives and knowledge-sharing in civil protection and disaster risk management.

The ICDO Secretary-General, Mr. Arguj Kalantarli, attended the EU MODEX Switzerland 2026 field exercise, on October 7.

The exercise brings together civil protection teams and authorities from several countries, providing an important platform to strengthen international cooperation, preparedness, and operational coordination, while enhancing capacities to respond effectively to emergencies requiring international assistance.

The ICDO commends Switzerland, the European Union, participating teams and partners for their contribution to strengthening civil protection preparedness and international cooperation.

The Secretary-General of the International Civil Defence Organization (ICDO), Mr. Arguj Kalantarli, held an online meeting with Brigadier (Pilot) Ali Mohammed Al-Kabaisi, Director General of the General Directorate of Civil Defence of the Ministry of Interior of the Kingdom of Bahrain.

They discussed further strengthening cooperation between Bahrain and the ICDO, as well as the Organization’s ongoing reform and modernization process, new initiatives and activities.

Particular attention was given to Bahrain’s role as Vice-President of the ICDO Executive Council and preparations for the forthcoming sessions of the Executive Council and General Assembly in Geneva.

Both sides expressed their interest in further strengthening cooperation and advancing the Organization’s priorities.

The Secretary-General of the ICDO, Mr. Arguj Kalantarli, held a meeting with Major General Azizbek Ikramov, Minister of Emergency Situations of the Republic of Uzbekistan, on the margins of Mondial Secours & Protection 2026 in France.

The meeting provided an opportunity to exchange views on cooperation between Uzbekistan and the ICDO, as well as Uzbekistan’s status as an Observer State of the ICDO. The invitation extended to all Observer States to participate in the forthcoming session of the ICDO General Assembly in this capacity was also highlighted.

Both sides expressed their interest in maintaining dialogue and exploring further avenues for cooperation.

The Secretary-General of the International Civil Defence Organization (ICDO), Mr. Arguj Kalantarli, participated in Mondial Secours & Protection 2026 in France.

During the event, he held a meeting with Inspector General Frédéric Tournay, Head of the European and International Relations Unit of the DGSCGC of the French Ministry of the Interior, where they discussed the activities of the ICDO, possible areas for strengthening cooperation, and invitation for France’s participation as an Observer State in the forthcoming ICDO General Assembly in Geneva.

The Secretary-General also participated in the International Conference for international delegates, visited the exhibition, and engaged with partners and exhibitors on developments in civil protection, fire and rescue services, and innovative solutions.

Following his online meeting with the Director General of the Palestinian Civil Defence, the Secretary-General of the ICDO, Mr. Arguj Kalantarli, delivered a statement on the urgent civil protection and humanitarian needs in Palestine, calling for strengthened international support and practical action.

The Secretary-General of the International Civil Defence Organization (ICDO), Mr. Arguj Kalantarli, held an online meeting with Mr. Akram Thawabteh, Director General of the Palestinian Civil Defence, on 28 September.

They discussed the current civil protection and humanitarian situation in Palestine, the urgent needs facing the Palestinian Civil Defence, and opportunities to strengthen practical cooperation, including capacity-building, expertise exchange, emergency preparedness, and essential equipment.

The Secretary-General reaffirmed the ICDO’s commitment to supporting the Palestinian Civil Defence and facilitating international cooperation in response to urgent civil protection and humanitarian needs.
