✅At Eclac, authorities and specialists analyzed how to harness intellectual property to foster productive transformation in Latin America and the Caribbean.

📘During the event, held in 🇨🇱, and European Patent Office presented the joint study "Harnessing intellectual property for development: Opportunities and challenges for Latin America and the Caribbean", which offers new evidence on the relationship between the protection of intellectual property and economic activity in nine of the region’s countries: Argentina, Brazil, Chile, Colombia, Ecuador, El Salvador, Mexico, Peru and Uruguay.

“Latin American and the Caribbean needs the discussion on intellectual property to mature and align more with other productive development policies; one that focuses less on intellectual property as a tool in isolation and more on the ecosystem in which it operates. Intellectual property can contribute to development, but it will do so more effectively when it forms part of comprehensive productive development policies aimed at closing technological gaps, strengthening domestic capacities and improving the region’s position in higher value-added activities,” said José Manuel Salazar-Xirinachs, Executive Secretary of ECLAC.

Launched during the recently held 𝐗𝐗𝐗𝐕𝐈𝐈𝐈 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 #𝐅𝐢𝐬𝐜𝐚𝐥𝐏𝐨𝐥𝐢𝐜𝐲, the document states that the combination of a slight increase in revenue and restrained spending led to a slight improvement in the fiscal accounts of Latin American countries in 2025 compared with the previous year.

The overall deficit fell from 3.3% of GDP in 2024 to 2.9% in 2025, while the primary deficit stabilized at around 0% of GDP.

Although the overall deficit declined, this persistent gap between total revenue and expenditure continues to represent a source of vulnerability for the region.

The meeting concluded this Wednesday in Santiago, Chile, with a call by participating authorities and experts to strengthen fiscal policy to address increasingly frequent external shocks and promote more productive, inclusive and sustainable development. The authorities stressed the importance of fiscal policy playing a more active role, backed by robust institutions and prudent debt management, as a precondition for strengthening the region’s economic and social resilience.

In addition to analyzing the evolution of the main fiscal trends in the previous year (2025), the report explores topics such as the noncompliance with personal income tax and tax expenditures aimed at social objectives.
