Op-ed: Ukraine at 34: A journey of resilience, unity, and partnership with Cyprus

As Ukraine commemorates its 34th anniversary of Independence on August 24, 2025, we stand at a pivotal moment in our history, reflecting on a journey marked by extraordinary resilience, profound sacrifices, and an unwavering commitment to sovereignty, freedom, and democratic values.
Since the historic adoption of the Act of Declaration of Independence in 1991, Ukraine has transformed from a nascent post-Soviet state into a vibrant European nation, steadfastly defending its right to self-determination against the backdrop of Russia’s ongoing aggression, now in its fourth year. This anniversary is not only a celebration of our past achievements but a resolute reaffirmation of our future—a future rooted in European integration, global solidarity, and enduring partnerships, particularly with the Republic of Cyprus.
Over the past 34 years, Ukraine has forged a path of progress despite immense challenges. From the early days of independence, we have built a resilient economy, nurtured a cultural renaissance, and deepened our integration into the international community.
The full-scale Russian invasion launched in 2022 has tested our resolve, claiming countless lives, displacing millions, and causing widespread destruction. Yet, Ukraine has demonstrated unparalleled strength.
Our agricultural sector, often referred to as the “breadbasket of Europe,” has sustained global food security through initiatives like “Grain from Ukraine,” ensuring the export of vital commodities despite blockades and attacks on our infrastructure.
Our armed forces, supported by international allies, have reclaimed territories and defended our skies, while our civil society has driven innovation in technology, humanitarian aid, and reconstruction.
A landmark achievement was Ukraine’s attainment of EU candidate status in June 2022, a testament to our irreversible commitment to European integration and democratic reforms. As we mark this anniversary, we honor the sacrifices of our people and the solidarity of our partners, whose support has been a lifeline in our fight for freedom.
The bilateral relationship between Ukraine and the Republic of Cyprus has emerged as a cornerstone of this solidarity, embodying shared values of sovereignty, territorial integrity, and resilience in the face of adversity.
Since assuming my role as Ambassador in August 2020, I have dedicated my efforts to deepening this partnership. The historical parallels between Ukraine’s struggle against external aggression and Cyprus’s experience with division and occupation have fostered a profound mutual understanding, creating a foundation for robust cooperation across political, economic, cultural, humanitarian, and ecclesiastical domains.
Strengthening Political Dialogue and Support for Ukraine’s EU Integration
A central achievement of my tenure has been the enhancement of political and diplomatic dialogue between Ukraine and Cyprus, which has significantly bolstered our bilateral ties.
Two rounds of bilateral political consultations were held in November 2020 and June 2021 between the foreign ministries, which gave a significant impetus to the new quality dialogue Ukraine-Cyprus.
In April 2021, after 7 years of inactivity, Ukraine and Cyprus have restarted the Intergovernmental Commissions’ meetings and focused on a comprehensive list of bilateral goals. A number of our ministries and governmental agencies have reinvigorated their interaction in various spheres, including tourism, IT and digitalisation, maritime issues and higher education. Unfortunately, the Russian war against Ukraine has affected the Commissions` work.
In 2022, we celebrated the 30th anniversary of diplomatic relations with high-level exchanges that reaffirmed our shared commitment to international law and territorial integrity.
Cyprus has been a steadfast ally within the European Union, consistently advocating for Ukraine’s sovereignty and supporting our path to EU integration. This support has been critical as Ukraine navigates the complex process of accession, implementing reforms in governance, rule of law, and economic modernization. Cyprus has endorsed Ukraine’s integration into the EU single market, Schengen Area, Customs Union, Energy Union, Single Digital Market, and Common Aviation Area, aligning with our priorities during EU presidencies and facilitating recovery and accession negotiations.
Cyprus’s participation in the G7 Vilnius Declaration in November 2023 as the 30th country providing security guarantees to Ukraine further cemented its role as a reliable ally.
Sanctions, Financial, and Military Support
Cyprus has demonstrated a resolute stance against Russian aggression through its support for EU sanctions and its own national measures. In June 2023, President Nikos Christodoulides announced a ‘zero tolerance’ policy toward any evasion of international sanctions on Russia, with robust monitoring by national and European watchdogs. Cyprus has advocated for a coordinated EU approach, including anti-circumvention mechanisms and discussions on utilizing frozen Russian assets to support Ukraine’s recovery. This principled position aligns with Ukraine’s call for accountability and justice, reinforcing our shared commitment to upholding international law.
Cyprus has provided substantial support to Ukraine. As one of the top three EU countries in proportional humanitarian aid to Ukraine, Cyprus contributes approximately 7.5 million euros annually through the European Peace Facility (EPF) for 2024–2027. A significant milestone was the decision to train Ukrainian demining experts, addressing the critical challenge of mine-contaminated territories in Ukraine. Cyprus has also provided comprehensive financial support for temporarily displaced Ukrainians, offering employment, education, medical services, and rehabilitation programs.
Cyprus has actively participated in the Peace Formula of President Zelenskyy, focusing on UN Charter implementation, territorial integrity restoration, and environmental protection, drawing on its own peacekeeping expertise, including past Ukrainian contributions to the UNFICYP.
Economic Cooperation and Global Food Security
Despite challenges posed by the ongoing Russian aggression, our economic collaboration has thrived. In 2024, bilateral trade surpassed €105 million, gaining strong momentum. We aim to double this to €200 million in 2025. Key initiatives, including the June 2022 European Business Association event, the 2023 Ukrainian recovery dinner for over 70 Cypriot business leaders, and the presentation of Ukraine’s opportunities at the ICCC to over 20 Cypriot companies, have strengthened cooperation in reconstruction, IT, and renewable energy. In August 2025, we advanced our partnership with events highlighting strategic ties and the launch of a Ukrainian products hub in Limassol, fostering Cypriot investments in Ukrainian infrastructure and agriculture.
Humanitarian and Cultural Bonds
Humanitarian and cultural exchanges have been a cornerstone of our relationship. Cyprus has welcomed over 22,000 Ukrainian displaced persons, providing not only refuge but also comprehensive integration programs, including education, employment, and medical support. Cultural initiatives, such as exhibitions of Ukrainian art, literature, and film festivals, have deepened people-to-people ties, deepening mutual understanding.
Deepening Ecclesiastical Unity
A deeply significant aspect has been promoting relations between the Orthodox Churches of Cyprus and Ukraine, which share a common spiritual heritage rooted in Orthodox Christianity. The Church of Cyprus’s recognition of the autocephaly of the Orthodox Church of Ukraine (OCU) in October 2020, when Archbishop Chrysostomos II commemorated Metropolitan Epiphanius in the diptychs, was a historic milestone that affirmed Ukraine’s ecclesiastical independence and countered Russian influence.
Since my arrival, I have prioritized nurturing these ties, facilitating visits by Ukrainian clergy to Cyprus and supporting OCU communities on the island. In December 2024, I participated in a moving service at the Church of the Assumption of the Blessed Virgin Mary in Larnaca, where Ukrainian scouts transmitted the Bethlehem Fire of Peace, and OCU priests conducted prayers for Ukraine’s resilience and victory. These events provide spiritual solace to the Ukrainian diaspora while facilitating inter-church dialogue on themes of peace, unity, and resistance to division. These efforts have strengthened the spiritual dimension of our partnership, reinforcing the role of faith in our shared resilience.
Relations between the Orthodox Church of Ukraine and the Orthodox Church of Cyprus are constantly developing, strengthening the historical friendly ties between the Ukrainian and Cypriot peoples.
This was emphasized during my audience with the Head of the Holy Synod and the Church of Cyprus, His Beatitude Archbishop Georgios of New Justiniana and All Cyprus. This meeting was the culmination of my efforts aimed at supporting and expanding inter-church relations, which are of profound importance to both peoples. I expressed my deep gratitude to His Beatitude for the tireless efforts to further develop strong ties between the two churches, which include theological dialogue, cultural exchanges and joint prayers at international Orthodox events.
I am deeply grateful to the new Honorary Consul of Ukraine in Cyprus Mr. Christodoulos Ellinas and Ukrainian businessman and philanthropist Mr. Mykola Sushko for their efforts to facilitate establishment and providing support of pastoral activity of the OCU in Cyprus. The assignment of Archpriest Peter, with the blessing of the Primates of both Churches, to serve the Ukrainian community of the island was a historic decision and can hardly be overestimated. Divine services conducted by Archpriest Peter are held in the church of the city of Pyla – a unique place where Greek Cypriots, Turkish Cypriots and immigrants from Ukraine live compactly. This initiative has become an important step for the spiritual support of the Ukrainian diaspora and the deepening of intercultural dialogue.
Looking Ahead
As we celebrate Ukraine’s 34th anniversary of independence, I extend my deepest gratitude to the people and government of Cyprus for their unwavering support. Cyprus’s contributions—through political advocacy, sanctions, financial and military aid, economic cooperation, humanitarian assistance, and ecclesiastical solidarity—have been invaluable in Ukraine’s fight for freedom and justice. Our shared commitment to democracy, territorial integrity, and international law binds us together, and I am confident that our partnership will continue to grow, contributing to a peaceful and prosperous future for both nations.
Ukraine’s struggle is not only for our independence but for the principles that underpin the global order. Together, with allies like Cyprus, we will prevail, emerging stronger and more united. Glory to Ukraine! Glory to our heroes!
