We concluded the series of dialogues on the South China Sea and Indo-Pacific security in Frankfurt am Main on 16 October 2026.

The panel, "Anchored in Law: The Enduring Role of International Law in Times of Geopolitical Tension: Lessons from the South China Sea," was held at the Peace Research Institute Frankfurt (PRIF). The Embassy co-organized the event with PRIF with the support of the Philippine Consulate General in Frankfurt.

Dr. Jay Batongbacal of the UP Institute for Maritime Affairs and Law of the Sea joined Prof. Dr. Thilo Marauhn of Justus Liebig University Giessen and PRIF, and Dr. Moritz Brake of the University of Bonn’s CASSIS. Dr. Pascal Abb of PRIF moderated.

The discussion recognizing the paramount role of international law and diplomacy in resolving disputes peacefully. Panelists examined the legacy of the 2016 Arbitral Award, the role of transparency in addressing coercive actions at sea, and how the rules-based approach on maritime security connects Europe and the Indo Pacific, with other responsible states in other geopolitical theaters around the world. Speakers underscored the shared stake of ASEAN and EU in building resilience and capacities to keep critical waterways peaceful and secure.

The exchanges emphasized that international law remains an essential foundation for peaceful dispute resolution, and that its effectiveness depends on how states translate legal principles into consistent policy and action.

From Berlin to Hamburg to Frankfurt, the series brought Philippine and German perspectives into dialogue on a shared concern: how to uphold international law amid shifting geopolitical currents.

We thank our speakers, partner institutions, and participants for advancing these conversations. Across three cities, one message stood out: a peaceful maritime order rests not only on the rules we affirm, but on the resolve with which we uphold them.
