لماذا تضطر مراكز التجميع والفلاحون لسكب الحليب في الاودية ؟
تونس هي جزء من البلاد الاسلامية لا يمكن لاي قوة ان تفصله عن باقي البلاد ,لا حدود ولا دستور ,ولا مؤامراتهم الدنيئة في صنع "الارهاب". واي ازمة مهما كان نوعها من الخطأ ان تعالج بوصفها ازمة"وطن"لانها ليست كذلك,بل هي ازمة امة وقع تقطيع اوصالها من الكافر المستعمر منذ عقود واصبح دور هؤلاء الحكام تكريس هذا التقطيع والتمزيق ومنع اي محاولة للوحدة.

في تونس اليوم اصبح الحليب الذي يشتاقه الملايين في اجزاء كثيرة من بقاع العالم يسكب في الطرقات والوديان والدولة لا تحرك ساكنا ولا تعرف حلولا ,وهذا طبيعي وليس بمستغرب لانها ليست دولة رعاية .

فمنذ سنة 2000اصبحت البلاد تحقق اكتفاءها الذاتي بطاقة انتاج سنوية تفوق 500مليون لتر من الحليب.,يقع تصنيعها في تسعة مصانع حليب ,ويوجد ايضا معمل لتجفيف الحليب سبق ان وصلت طاقة انتاجه الى 40مليون لتر .

تاتي هذه الكمية الوافرة "وهي نعمة من الله تريد الدولة ان تجعلها نقمة"بسبب وجود 400000بقرة منتجة للحليب ,80%منها يمتلكها مربون صغار بمعدل من بقرة الى اربع بقرات ,ومن شهر مارس الى شهر جويلية يصل الانتاج ذروته بمعدل 2مليون لتر يقع رفض 220الف لتر من المعامل يوميا مما يضطرون لسكبها في الاودية والحقول رغم ان طاقة قبول بعض المعامل تفوق 600الف لتر .

يقول اصحاب المعامل انهم يستطيعون قبول كامل الكمية بسهوله ,لكنهم لا يفعلون ذلك بسبب خوفهم الدائم من عدم وضوح الرؤية المستقبلية المتعلقة بالتصدير بسبب فساد البيروقراطية الادارية من جهة وكذلك بسبب اختلاط الاوراق بين مختلف الوزارات المتدخلة من وزارة الفلاحة ووزارة التجارة ووزارة المالية والهياكل المهنية مما يجعل المسؤولية تضيع بين مختلف هذه الاطراف وتضيع الحقوق ويكفي ان معمل تجفيف الحليب الذي يعمل في 2010 لا يتحصل على مستحقاته الا في 2013م مما جعله يقرر عدم الاشتغال الا ثلاثة اشهر في السنة ولا يستقبل الا ثلاثة ملايين لتر عوض 40مليون .

وفي احدى البرامج التلفزية ليلة 12-4-2014م اثبت رجال الحكم في البلاد انهم يفوقون العجز عجزا ,فهم فاشلون ومجرد خشب مسندة على كراسيهم لا يفقهون من رعاية الشؤون شيءا ,فالسيد محمد علي الفرشيشي من وزارة التجارة يحمل المسؤولية للابقار ,نعم للابقار اذ يعتبر ان سبب المشكلة هو البقرة نفسها التي تعطي الحليب مرة في الصباح واخرى في المساء مما يصعب عملية التجميع ,نعم هكذا وبكل وقاحة وبرود , وزميله يحمل المسؤولية لتوقف معمل التجفيف عن قبول الكميات المعهودة مع ان سبب التوفق هو تتحمله وزارة المالية ووزارة التجارة والحكومة بسبب عجزها عن النظر في تنظيم عملية التصدير الى الآن .فرغم الموافقة على تصدير 10ملايين لتر من الحليب لم يقع عمليا الا جمع مليون و200الف لتر بل لم يصدر من هذه الكمية الا 350الف لتر الى اهلنا في ليبيا بسبب حدود المستعمر وما يتعلق بها من اجراءات.

ولبحث حقيقة موضوع سكب الحليب وعم قبوله من المعامل لا يجب ان نغفل امرين اساسيين :اولهما هو ان بلادنا ليس لها سيادة كما يزعمون ,ولا وجود للاستقلال الذي يوهموننا به,بل نحن نخضع للاستعمار الغربي ولحضارته وهو يريد ان نكون مجرد سوق سلعه ,وهؤلاء الحكام الذين يحكموننا هم مجرد عملاء وضعهم المستعمر لحماية مصالحه هو وليس نحن.ثانيهما ان سبب كل ما يعانيه الناس اليوم ,وسبب كل الازمات وليس ازمة الحليب وحدها مرده الى فساد النظام الديمقراطي المطبق علينا والقائم على عقيدة فصل الدين عن الحياة والحريات .وبسبب هذه الحريات ومنها "الحرية الاقتصادية"اصبحت الدولة هي مجرد حامية لمصالح رجال الاعمال فقط ولا تقوم برعاية شؤون الناس ,وهذا هو دور الدولة في الديمقراطية .

انه لا يوجد ازمة حليب ابدا,بل هي ازمة مفتعلة بسبب الاستعمار وبسبب النظام الديمقراطي المتعفن ,فالغرب الكافر لا يريد مثلا ان نندمج مع بعضنا تونس وليبيا والجزائر ومصر فيقع امتصاص الفائض في الانتاج من الحليب وفي المقابل نحن نسد نقصنا في مواد اخرى نحتاجها .ثم هذه الدولة تقوم على الجباية فقط فهي دولة جباية وليس رعاية لذلك هي تريد التدخل في كل شيء ليس الا لتحصيل المال من الجباية وهي سرقة مقننة لاموال الناس اذ لا يجوز شرعا للدولة ان تاخذ اموالا على التجار المسلمين وهي تشرف على التجارة الخارجية اشرافا عاما وتترك للناس ان يتاجروا وليس تضيق ععليهم كما يحدث في راس جدير اليوم .

اما ما يعانيه الفلاح من تكلفة انتاج الحليب فان حل هذه المشكلة ليس في الرفع من سعر اللتر من الحليب عند الفلاح من 700مي الى 800 او 850مي لان هذا سيكون له انعكاسات اخرى على الناس مما يثقل كاهلهم اكثر مما هو مثقل .بل الحل هو في تخفيض تكاليف الانتاج بتخفيض سعر الاعلاف وتكاليف تربية البقرة.ولكن هذه الدولة تجد الاموال بالمليارات اذا كان الامر يتعلق بالاقتراض من الغرب المستعمر وهي تعجز اذا كان الامر يتعلق بمساعدة الفلاح .وهذا يظهر في كل شيء ,فالدولة ايضا تجد اموالا لتستورد النقص في الحبوب بسعر القنطار في السوق العالمية ولكنها تبخس الفلاح حقه في الداخل فتشريه منه ببضع دنانير وهو ما يجعل الفلاح يعزف عن زراعة الحبوب مستقبلا وشيءا فشيءا اصبحنا نستورد اكثر من 17مليون قنطار من الحبوب سنويا رغم اتساع ارضنا وخصوبتها وقدرتها على توفير اكثر من 100مليون قنطار في السنة وليس 9 او 10 مليون فقط .

ومن اسباب تفاقم ازمة الحليب في البلاد هو الاتفاقات الموقعة مع صندوق النقد الدولي الاستعماري ,فهذا الصندوق هو احد ادوات الولايات المتحدة الامريكية للاستعمار وبسط النفوذ ,وما تمكنت اميركا من اذلال بريطانيا ومن السيطرة على الصين ومن اضعاف روسيا الا بسبب تدخلاته .فشروطه ليس لمصلحة البلاد كما يزعمون بل هو لتفقيرها وتعجيزها وجعلها مرتعا لتدخلاته فيتمكنون من نهب خيراتها وتهميشها بالكامل وتصبح البلاد فقط مكانا للمستثمر الاجنبي ولصناعاته ويصبح الناس مجرد عبيد عند هؤلاء .

فمن شروط صندوق النقد الدولي هو القضاء على الفلاحين الصغار وتعجيزهم ليتركوا ذلك الى رجال الاعمال الكبار ويتحولوا هم الى اجراء .وصاحب الارض او مربي الابقار يجد نفسه عاجزا عن زراعة ارضه او عن تحمل تكاليف رعاية ابقاره فيفرط في ارضه او في بقراته ويصبح تربية الابقار حكرا على رجال الاعمال الحيتان .وتصبح خدمة الارض ايضا حكرا عليهم .

اما السبب الاخر فهو فساد نظام الوزارات في النظام الديمقراطي الذي يرى ان القيادة والحكم جماعي وليس فردي .وهذا مخالف لواقع القيادة التي لن تكون الا فردية .اما اتهام الفردية بالدكتاتورية فهذا كلام فارغ غير صحيح .لان العبرة بنوع النظام وليس بالافراد او بالمدة .فاذا كان النظام فاسدا فمهما كان العدد في القيادة والحكم ومهما كان عدد الوزارات فسيبقى الفساد ومهما كانت المدة المخصصة للحكومة او الرئاسة فلن يصلح الامر .اما اذا كان النظام صحيحا لصحة العقيدة التي انبثق عنها فسيكون الحكم صالحا مع وجود المحاسبة ولو حكم طيلة حياته ولو حكم فردا .

بل ان تعدد الوزارات يجعل المسؤولية تضيع ويعجز الفرد عن تحصيل الحقوق كما في ازمة الحليب ,فوزارة التجارة تلقي اللوم على وزارة المالية ووزارة المالية تلقي اللوم على الحكومة ككل ,والوزارات يلقون اللوم على الهياكل المهنية ويضيع الفلاح بين هؤلاء .

هذه هي ازمة الحليب الذي بات يسكب اليوم في الشارع .هي ازمة ليست بسبب وفرة الانتاج ابدا ,بل هي بسبب فساد النظام المسلط علينا وهو النظام الديمقراطي الراسمالي اولا , وبسبب الاستعمار المسلط علينا ثانيا,وبسبب عمالة الحكام ثالثا , فهو لا يرون الا الغرب وحضارته وقيمه ,وهم منفصلون عنا فكرا وشعورا ولا دور لهم الا حماية مصالح الغرب المستعمر وخاصة بعد خديعة الربيع العربي ,لذلك فننا سنرى مزيدا من الازمات ليس في الحليب فقط ,بل في الطماطم والبطاطا والاغنام والبترول والفسفاط وغير ذلك ,لاننا مستعمرون
