في إطار تنفيذ توجيهات الدكتورمحمد فريد صالح، وزير الاستثمار والتجارة الخارجية، بشأن تطوير مناخ الاستثمار وتعزيز تنافسية الاقتصاد المصري، عقد الدكتورمحمد عوض، الرئيس التنفيذي للهيئة العامة للاستثمار والمناطق الحرة، اجتماعًا موسعًا مع قيادات المناطق الحرة والاستثمارية والتكنولوجية، لمتابعة الموقف التنفيذي وخطط التوسع والتطوير.

وشدد الدكتور محمد عوض على ضرورة العمل بروح الفريق وتسريع وتيرة الإنجاز لتحقيق المستهدفات، مشيراً إلى أن نظام المناطق الاستثمارية أثبت نجاحه كنموذج فعال في جذب الاستثمارات وتوفير بيئة أعمال محفزة، مؤكدًا أهمية التوسع في إنشائها والترويج لها خلال المرحلة المقبلة بما يسهم في خلق فرص عمل جديدة وتعزيز تنافسية الاقتصاد الوطني، كما اصبحت المناطق الحرة إحدى الركائز الأساسية لجذب الاستثمارات الأجنبية وزيادة الصادرات.

ووجه الرئيس التنفيذي للهيئة بضرورة تحقيق التوازن بين الحوكمة وتيسير الإجراءات، دون التأثير على استمرارية المشروعات الجادة أو الإضرار بمناخ الاستثمار.

وتابع الدكتور محمد عوض أخر مستجدات عملية التحول الرقمي وميكنة الإجراءات بالمناطق الحرة والاستثمارية، بما يسهم في تقليص زمن تقديم الخدمات وتحسين تجربة المستثمر، إلى جانب جهود تنمية قدرات العاملين من خلال تنفيذ برامج تدريبية متخصصة تتواكب مع متطلبات التطوير المؤسسي.

واستعرض السيد/ ياسر عباس، نائب الرئيس التنفيذي للهيئة الموقف التنفيذي للمناطق الحرة والاستثمارية على مستوى الجمهورية، وآليات تحويل الاستراتيجية التنموية للدولة إلى إجراءات تنفيذية واضحة تسهم في رفع كفاءة الأداء، وتعزز جودة الخدمات المقدمة، بما يدعم ثقة المستثمرين في مناخ الاستثمار المصري.

وتدرس الهيئة حالياً إنشاء مناطق حرة عامة جديدة وفق القواعد والضوابط المنصوص عليها، بالإضافة إلى التسع مناطق حرة عامة القائمة.

ويبلغ عدد المشروعات العاملة بنظام المناطق الحرة العامة والخاصة حالياً نحو 1254 مشروعًا، توفر 253 ألف فرصة عمل مباشرة.

ووجه دكتور محمد عوض بسرعة استكمال التحول الرقمي لمنظومة المناطق الاستثمارية، بما يتيح تقديم الخدمات للمستثمرين إلكترونيًا بشكل كامل، ويعزز الشفافية وكفاءة التشغيل، في إطار توجه الدولة نحو بناء منظومة استثمارية ذكية ومستدامة.

In line with the directives of Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade (MIFT Minister), regarding the development of the investment climate and enhancing the competitiveness of the Egyptian economy, Dr. Mohamed Awad, CEO of the General Authority for Investment and Free Zones (GAFI CEO), held an extensive meeting with the leadership of the free, investment, and technology zones to review the progress in addition to the expansion and development plans.

Dr. Mohamed Awad stressed the importance of working in a team spirit and accelerating the pace of implementation to achieve targets. He noted that the investment zones framework has proven successful as an effective model for attracting investments and providing a supportive business environment.

Furthermore, he emphasized the importance of expanding and promoting these zones during the coming phase in a way that contributes to providing new job opportunities and enhancing the competitiveness of the national economy. Dr. Awad also stated that free zones have become one of the main pillars for attracting foreign investments and increasing exports.
GAFI CEO directed the need to achieve a balance between governance and facilitating procedures, without affecting the continuity of serious projects or harming the investment climate.

Moreover, Dr. Mohamed Awad reviewed the latest developments in the digital transformation process and the automation of procedures in free and investment zones, which contribute to reducing service delivery time and improving the investor experience, alongside efforts to develop employees’ capabilities through specialized training programs that align with institutional development requirements.

Mr. Yasser Abbas, GAFI Deputy CEO, reviewed the progress of free and investment zones across the country, as well as mechanisms for transforming the development strategy into clear executive procedures that contribute to improving operational efficiency and enhancing the quality of services provided, thereby strengthening investors’ confidence in Egypt’s investment climate.

GAFI is currently studying the establishment of new public free zones in accordance with the applicable rules and regulations, in addition to the existing nine (9) public free zones.
The number of projects currently operating under the public and private free zones framework has reached approximately 1254 projects, providing 253 thousand direct job opportunities.

Dr. Mohamed Awad emphasized the need to accelerate the completion of the digital transformation of the investment zones framework, allowing investors to access all services online while improving transparency and operational efficiency, in line with the State’s vision of creating a smart and sustainable investment environment.

وأكد دكتور محمد عوض على أهمية البيانات والتقارير والدراسات التي أطلقها قطاع سياسات الاستثمار في بناء صورة شاملة عن بيئة الاستثمار في مصر، ما وفر لصناع القرار في كافة الجهات الحكومية دعماً معلوماتياً ساهم في اتخاذ قرارات انعكست بالإيجاب على واقع الاستثمار في مصر.

ووجه الرئيس التنفيذي للهيئة بمضاعفة الجهود وزيادة الإنتاج المعلوماتي للهيئة كماً وكيفاً، عن طريق زيادة الاعتماد على أدوات التحليل المدعومة بالذكاء الاصطناعي، والربط الكفؤ مع كافة الجهات الحكومية والدولية المعنية ببيانات الاستثمار.

ويستهدف قطاع سياسات الاستثمار إطلاق 100 دراسة اقتصادية وقطاعية، و12 دراسة قانونية وتشريعية، خلال عام 2026، بالإضافة إلى مشاركة القطاع في رصد وإعداد 50 تقرير دولي، كمساهمة من الهيئة في إثراء الحوار الوطني حول بيئة الاستثمار، والإعداد والتخطيط المُسبق لكافة السيناريوهات الاقتصادية المحلية والدولية.

وتتضمن الدراسات المخطط إطلاقها معلومات وافية عن توجهات الاستثمار العالمية، والتغيرات التي تشهدها بيئة الأعمال في مصر والخارج، وتحليلات قطاعية وجغرافية للاستثمارات، وغيرها من الملفات المرتبطة بالاستثمار.

ووجه الدكتور محمد عوض بالمتابعة الدورية للمؤشرات والتقارير الاقتصادية الدولية، والتواصل المستمر والفعال مع المؤسسات الدولية لعرض صورة كاملة عن جهود التطوير المستمرة لبيئة الاستثمار المصرية، والتوسع في عرض التجارب الاستثمارية الملهمة في مصر، بشتى وسائل الإعلام والتواصل، بوصفها عامل الجذب الرئيسي للاستثمارات الجديدة محلياً وعالمياً.

واستعرض الرئيس التنفيذي للهيئة جهود مركز تسوية منازعات المستثمرين في التوصل إلى تسويات رضائية سريعة وعادلة بين المستثمرين المصريين، وطالب العاملين بالمركز باستمرار جهودهم للحفاظ على ريادة المركز، باعتباره أكبر مركز وساطة حكومي في الشرق الأوسط، بمعدلات نجاح في تسوية النزاعات رضائياً بلغت 70%، ما ساهم في استمرار ونمو مئات الشركات في السوق المصري.

وبحث الدكتور محمد عوض جهود المركز في تمصير جهود الوساطة، وإطلاق أول دليل للوساطة المصرية يناسب احتياجات السوق المصري، بدلاً من الاعتماد على الآدلة الأجنبية.

Launching the first Egyptian Mediation Guide for Investment Disputes

In implementation of the directives of His Excellency Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade (MIFT), to establish an investment decision-making system supported by sound and up-to-date data and to enhance the dispute settlement mechanism at GAFI, Dr. Mohamed Awad, GAFI CEO, and Dr. Eman Mansour, GAFI Deputy CEO, held a meeting with the leadership of the Investment Policies Sector and the Disputes Settlement Center at the General Authority for Investment and Free Zones (GAFI).

Dr. Mohamed Awad emphasized the importance of the data, reports, and studies issued by the Investment Policies Sector in building a comprehensive overview of Egypt’s investment climate, which has provided decision-makers across all governmental entities with informational support that contributed to the adoption of decisions positively impacted the investment landscape in Egypt.

GAFI CEO directed the intensification of efforts and the enhancement of GAFI information output both quantitatively and qualitatively, through increased reliance on AI-powered analytical tools and efficient coordination with all governmental and international entities concerned with investment data.

The Investment Policies Sector aims to launch 100 economic and sectoral studies, as well as 12 legal and legislative studies during 2026. In addition, the Sector will contribute to the monitoring and preparation of 50 international reports, as part of GAFI efforts to enrich the national dialogue on the investment climate, and to support the advance preparation and planning of all domestic and international economic scenarios.

The planned studies will include comprehensive information on global investment trends, developments in the business environment in Egypt and abroad, as well as sectoral and geographical analyses of investments, among other investment-related topics.

Dr. Mohamed Awad directed the periodic monitoring of international economic indicators and reports, as well as continuous and effective engagement with international institutions, in order to present a comprehensive overview of the ongoing efforts to develop the investment climate. He also called for the expansion of Egypt’s successful and inspiring investment experiences through various media and communication channels, as a key driver for attracting new investments both domestically and internationally.

GAFI CEO also reviewed the efforts of the Dispute Settlement Center in reaching swift and equitable amicable settlements between investors in Egypt. He urged the Center’s staff to continue their efforts to maintain its leading position as the largest governmental mediation center in the Middle East, with amicable settlement success rates reaching 70%, which has contributed to the continuity and growth of hundreds of companies in the Egyptian market.

Dr. Mohamed Awad further discussed the Center’s efforts to localize mediation practices in Egypt and to launch the first Egyptian Mediation Guide tailored to the needs of the Egyptian market, instead of relying on foreign guides.

ووجه الرئيس التنفيذي للهيئة بتعزيز جهود تحسين كفاءة مراكز خدمات المستثمرين من حيث سهولة الإجراءات وتيسيرها، وتوفير أماكن انتظار لائقة، وإعادة تخطيط مراكز الخدمات من أجل تحسين سير عمليات التأسيس وغيرها من خدمات المستثمرين.
ووجه الدكتور محمد عوض بتحسين كفاءة ربط الخدمات الإلكترونية بالخدمات التي تقدمها مراكز خدمات المستثمرين، خاصةً مع توسع الهيئة في التحول الرقمي وميكنة الخدمات، بما يتيح للمستثمرين إنهاء معاملاتهم بسهولة ويسر وتقليل الوقت والتكلفة ورفع كفاءة الأداء الحكومي.

واستهل السيد الوزير الاجتماع بتقديم التهنئة للدكتور محمد عوض على توليه رئاسة الهيئة، متمنيًا له التوفيق في مهام منصبه، ومؤكدًا أن المرحلة المقبلة تتطلب تضافر الجهود والعمل بروح الفريق، قائلًا: "بسواعد قيادات الهيئة سنجتهد لتغيير واقع الاستثمار في مصر للأفضل".

وأوضح أن العمل يتركز على ضبط منظومة الإجراءات داخل الهيئة وضمان التكامل والتنسيق بين مختلف قطاعاتها، بما يسهم في تقديم خدمات أكثر كفاءة وسرعة، وإنهاء أي تعقيدات غير ضرورية قد تواجه المستثمرين.

ووجّه الوزير بالتحرك على عدد من المحاور المتكاملة، في مقدمتها الإسراع في التحول الرقمي الكامل ورفع كفاءة المنظومة الإلكترونية، إلى جانب تحقيق الربط الإلكتروني بين مختلف جهات تقديم خدمات المستثمرين، بما يضمن تبسيط الإجراءات، وتوحيد مسار الخدمة، وتعزيز الحوكمة.

كما شدد على أهمية التفرقة الواضحة بين الخدمات المقدمة للمستثمرين باعتبارها حقًا أصيلًا يجب تقديمه بكفاءة، وبين الدور الرقابي الذي يستهدف تحقيق الانضباط والاستقرار داخل السوق، بما يضمن بيئة استثمارية متوازنة ومحفزة.

وأكد الوزير كذلك على ضرورة تطوير آليات التعامل مع شكاوى واستفسارات المستثمرين بشكل أكثر سرعة وفاعلية، بالتوازي مع إطلاق استراتيجية ترويج استثماري فعّالة تستهدف جذب استثمارات نوعية في القطاعات ذات الأولوية الداعمة للنمو الاقتصادي المستدام.

وفي هذا السياق، أشار إلى أهمية الاستمرار في تحديث الخريطة الاستثمارية وربطها باحتياجات المستثمرين، بما يضمن طرح فرص استثمارية جاهزة تعكس الإمكانات الحقيقية للاقتصاد المصري.

ومن جانبه، رحب الدكتور محمد عوض، الرئيس التنفيذي للهيئة، بالزملاء العاملين مؤكدا على ضرورة العمل كفريق عمل واحد والتنسيق الكامل بين كافة قطاعات وإدارات الهيئة لضبط منظومة الاجراءات بالهيئة والتحرك خلال المرحلة المقبلة وفق خطة تنفيذية واضحة تستهدف تحسين تجربة المستثمر وتسريع الإجراءات.

وأوضح أن العمل سيركز على تبسيط وتوحيد الإجراءات وتقليل زمن الحصول على الخدمات، إلى جانب رفع كفاءة المنظومة الإلكترونية والتوسع في الحلول الرقمية، بما ينعكس على جودة الخدمات ودقتها.

كما أشار إلى تعزيز قنوات التواصل مع المستثمرين وتطوير آليات التعامل مع الاستفسارات والشكاوى، بالتوازي مع رفع كفاءة الكوادر البشرية بما يسهم في تحسين مستوى الأداء.

وأضاف أن الهيئة مستمرة في تحديث الخريطة الاستثمارية وربطها باحتياجات السوق، مع تكثيف جهود الترويج الاستثماري لجذب استثمارات نوعية تدعم النمو الاقتصادي.

ويأتي هذا الاجتماع في إطار التنسيق والمتابعة المستمرة بين الوزارة والهيئة، بما يضمن تحقيق التكامل في الجهود المبذولة لتطوير بيئة الاستثمار وتعزيز ثقة مجتمع الأعمال في الاقتصاد المصري.

As part of the state’s ongoing efforts to improve the investment climate and enhance the competitiveness of the Egyptian economy, Dr. Mohamed Farid, Minister of Investment and Foreign Trade, held an expanded meeting with Dr. Mohamed Awad, CEO of the General Authority for Investment and Free Zones (GAFI), in the presence of GAFI’s senior officials. He emphasized that the coming phase requires unified efforts and teamwork, stating: “With the efforts of GAFI’s leadership, we will strive to improve the reality of investment in Egypt.”
The Minister stressed that developing the investor experience is a top priority at this stage, as it enhances Egypt’s ability to attract investments and improve economic competitiveness. He highlighted the need to accelerate the development of services and simplify procedures across all stages of incorporation and operation.
He explained that efforts are focused on streamlining procedures within GAFI and ensuring integration and coordination among its various sectors, contributing to more efficient and faster services while eliminating unnecessary complications facing investors.
The Minister directed action along several integrated axes, foremost among them accelerating full digital transformation and enhancing the efficiency of electronic systems, alongside achieving electronic linkage among all investor service entities to ensure simplified procedures, unified service pathways, and stronger governance.

He also emphasized the importance of clearly distinguishing between services provided to investors—considered a fundamental right that must be delivered efficiently—and the regulatory role aimed at ensuring discipline and stability in the market, thereby guaranteeing a balanced and supportive investment environment.
The Minister further stressed the need to develop mechanisms for handling investors’ complaints and inquiries more quickly and effectively, alongside launching an effective investment promotion strategy targeting high-quality investments in priority sectors that support sustainable economic growth.
In this context, he highlighted the importance of continuously developing the investment map and linking it to investors’ needs to ensure the offering of ready investment opportunities that reflect the true potential of the Egyptian economy.
For his part, Dr. Mohamed Awad, GAFI CEO, welcomed GAFI personnel and emphasized the importance of working as one team and ensuring full coordination among all sectors and departments to regulate procedures and move forward according to a clear executive plan aimed at improving the investor experience and accelerating processes.
He explained that efforts will focus on simplifying and unifying procedures and reducing service delivery time, alongside enhancing the efficiency of electronic systems and expanding digital solutions, which will positively impact service quality and accuracy.
He also noted the importance of strengthening communication channels with investors and developing mechanisms for handling inquiries and complaints, while improving human resource capabilities to enhance overall performance.
He added that GAFI will continue developing the investment map and linking it to market needs, while intensifying investment promotion efforts to attract high-quality investments that support economic growth.
This meeting comes within the framework of ongoing coordination and follow-up between the Ministry and GAFI to ensure integration of efforts aimed at developing the investment environment and strengthening the business community’s confidence in the Egyptian economy.
