Ethiopia Launches Ambitious Climate Resilience Project to Scale Up Green Legacy Success. The New GEF-LDCF initiative targets vulnerable farming communities through ecosystem-based adaptation across six districts in Ethiopia."

In a step toward strengthening climate resilience and restoring degraded landscapes, Ethiopian Forestry Development (EFD) sets to officially launch an environmental and climate adaptation project under the Global Environment Facility’s Least Developed Countries Fund (GEF-LDCF).

The project, titled “Scaling up the Green Legacy Initiative Best Practices to Enhance the Climate Resilience of Smallholder Farmers and Vulnerable Groups in Ethiopia,” will be formally unveiled this morning during a high-level national workshop today in Addis Ababa.

The initiative, registered as GEF Project 11416, represents one of Ethiopia’s comprehensive ecosystem-based adaptation efforts. It aims to transform lessons learned from the country’s flagship Green Legacy Initiative into practical climate resilience interventions targeting some of Ethiopia’s most vulnerable agricaltural and forest landscapes landscapes.

Like most climate affected least developed countries, Ethiopia continues to face intensifying climate shocks marked by rising temperatures, unpredictable rainfall patterns, prolonged droughts, recurrent floods, and severe land degradation. These environmental pressures are particularly devastating for rural populations that depend heavily on rain-fed agriculture for survival.

Rapid population growth, deforestation, shrinking forest cover, and increasing pressure on natural resources have further weakened the resilience of communities already vulnerable to climate change.

Speaking at the opening of the launching event, Ato Kebede Yimam, who is the director general of the Ethiopian Forestry Development, stated that "this newly launched GEF-LDCF project seeks to interrupt the climate-driven hazards cycle by strengthening ecosystem resilience while simultaneously improving local livelihoods.". H.E. Ato Kebed also added in his speech that, this intervention builds upon the achievements of Ethiopia’s Green Legacy Initiative, which has become one of Africa’s most recognized national reforestation and environmental restoration initiatives.

The project’s design places strong emphasis on Ecosystem-based Adaptation (EbA), an internationally recognized approach that uses biodiversity and healthy ecosystems to help communities adapt to climate change impacts. The 5 years initiative have the following four Strategic Components:

1. Strengthening the Policy and Institutional Environment

2. Improving Forest and Agricultural Landscape Management

3. Expanding Nature-Based Livelihoods. And,

4. Knowledge Management and Monitoring

The project will be implemented in six priority woredas (Merti, Wenchi, and Girawa in the Oromia Region; Bati and Argoba in the Amhara Region and Misha in the Central Ethiopia Region). The selected regions are considered as strategically important for climate adaptation and integrated natural resource management.

Another unique feature of this initiative is its Alignment with Ethiopia’s National Development Vision. It aligns with our Ten-Year Development Plan (2021–2030); The Climate Resilient Green Economy (CRGE) Strategy; The National Adaptation Plan (NAP) and The national Green Legacy Initiative above all.

In her keynote speech, Dr. Margaret Oduk who is the Head of the United Nations Environment Programme (UNEP) Liaison Office to Ethiopia; to the African Union (AU) and the UN Economic Commission for Africa (UNECA) stated that "this environmental intervention could become a model for integrating climate adaptation into forest landscape restoration and rural development planning nationwide and beyond." Dr. Margaret also mentioned in her remark that "the project is expected to contribute to long-term economic stability by protecting agricultural productivity, conserving biodiversity, and strengthening the resilience of vulnerable communities against future climate shocks in addition to climate responses."

The initiative is also designeded to have High-Level structure to be coordinated by from federal to district levels to make its governance and coordination smoother. To realize smoother implementation, stakeholders from federal ministries, regional governments, international agencies, research institutions, NGOs, and media organizations were participated in the launching workshop.

As Ethiopia continues to position itself as a continental leader in environmental restoration and climate resilience, the launch this project signals a broader shift toward integrating ecosystem restoration, rural livelihoods, and climate adaptation into a unified national development agenda.

ይህ ዘርፍ ውጤታማና ስኬታማ እንዲሆን የሀገሪቱን የፋይናንስ ህጎች፣ መመሪያዎችና የግዥ አዋጆችን በጥብቅ ዲሲፕሊን መተግበር አላስፈላጊ ብክነትንና ብልሹ አሠራርን በማስወገድ የተቋምን ሀብት በአግባቡ ለመጠቀምና ለህዝብም ሆነ ለባለድርሻ አካላት ጥያቄዎች ተግባራዊ ምላሽ ለመስጠት የራሱን አስተዋጽኦ እንደሚያበረክት የመስኩ ባለሞያዎች አበክረው ይገልፃሉ።

በኢፌድሪ የገንዘብ ሚኒስቴር የኦዲት ከፍተኛ ባለሙያ የሆኑት አቶ አባተ ከበደ በስልጠና ወቅት እንዳሉት "የተቋማት ፋይናንስና ግዥ አካላት ከመንግስት የተመደበላቸውን ሀብት የመንግስት አሠራርን በጠበቀ መልኩና በወቅቱ ተግባራዊ ማድረጋቸው ከተቋማት ተልእኮ የተሻገረ ሀገራዊ ትርጉም እንዳለው መገንዘብና መተግበር በጣም ወሳኝ ነው" ብለዋል።

የመንግስት ንብረት አስተዳደር ላይ ስልጠና የሰጡት በገንዘብ ሚኒስቴር የስርዐት ዝርጋታና ትግበራ ከፍተኛ ባለሙያ አቶ መስፍን ተክሌ በበኩላቸው እንደገለፁት "የተቋማት ንብረት የሚንቀሳቀሱም ሆነ የማይንቀሳቀሱ የአገልግሎት ዘመናቸው ያለፈባቸውና ከጥቅም ውጭ የሆኑት የሚወገዱበት የአሠራር ሂደት ስላለ የመንግስት የንብረት አስተዳደር ላይ የሚሰሩ ስራዎች ይህንኑ አሠራር የተከተሉ ሊሆን ይገባል" ብለዋል።

በስልጠና ሰነዶች ላይ ሰፊ የውይይትና ተሞክሮ መለዋወጥ የተከናወነ ሲሆን በአፈፃፀም ወቅት በተደጋጋሚ የሚያጋጥሙ ተግዳሮቶችም በስራ ሀላፊዎችና በባለሞያዎች ለአሰልጣኞቹ ቀርበው ምላሽና ችግሮች ሲያጋጥሙ የሚፈቱባቸውን መንገዶች የሚጠቁሙ ምክረ ሀሳቦችን ሰጥተዋል።

የስልጠናና ምክክር መድረኩን በይፋ የዘጉት በኢትዮጵያ ደን ልማት የስራ አመራር ዋና ስራ አስፈፃሚ አቶ ተሾመ ዘውዴ እንዳሉት ለሁለት ቀናት የተከናወነው የስራ አፈፃፀም ግምገማና የአሠራር ስርአት ስልጠና ለስራ ሀላፊዎችም ሆነ ለባለሞያዎች ቀጣይ ስራ ጥሩ ትጥቅ መሆኑን ገልፀው በሁለቱ ቀናት በተከናወነው ስልጠናዊ ግምገማና ስልጠና ላይ በተነሱና ስምምነት በተደረሰበት አግባብ በመስራት የተቋሙን የአሰራር ስርአት ቅልጥፍናና ውጤታማነት ግብ ለማሳካት ተቋሙ በየደረጃው ተግባራዊ ለውጥ እንደሚጠበቅ ከማሳሰብያ ጭምር የስራ አመራር ሰጥተዋል።

የተቀናጀ የውስጥ አሠራር ስርአትን መዘርጋትና አፈፃፀምን በጋራ እየገመገሙ መሄድ ለተገልጋዮች እርካታና ለላቀ ተቋማዊ ውጤት አዎንታዊ መሆን እንደሚረዳ ተገለፀ።

በኢትዮጵያ ደን ልማት የስራ አመራር ዋና ስራ አስፈፃሚ አስተባባሪነት ከዋናው መስሪያ ቤትና ከማዕከላት ለተውጣጡ የመካከለኛ አመራሮች ግምገማዊ ስልጠናና የስራ አፈፃፀም ርምጃን የተመለከተ የአቅም ግንባታ መድረክ በመካሄድ ላይ ይገኛል።

ለሁለት ቀናት የሚቆየው በዚህ ግምገማዊ ስልጠና ላይ የየስራ አስፈፃሚዎቹ የስራ አፈፃፀም፣ የፋይናንስና ግዢ አገልግሎት አሰራርና አፈፃፀም እና የፋይናንስና ግዢ አገልግሎቶች አሰራርና አፈፃፀምን በተመለኩቱ ጉዳዮች ላይ አትኩሮ የሚሰጥ ሲሆን ዓላማውም በዘርፉ ስር የሚገኙ ስራ አስፈፃሚዎች ለውስጥና ለውጪ ተገልጋዮችና ባለድርሻዎች የሚሰጧቸውን አገልግሎቶች አፈፃፀም ሁኔታ ለመፈተሽ፣ በቀጣይ ለሚከናወኑ ስራዎች ጥንካሬና ድክመቶችን ለይቶ ለማቀድና የጎንዮሽና ተዋረዳዊ ቅንጅትን በማጠናከር በዘርፉ የተቀመጡ እቅዶችን ለማሳካት ነው።

የምክክር መድረኩን ያስጀመሩት በኢትዮጵያ ደን ልማት የስራ አመራር ስራ አስፈፃሚ በስልጠናው ማስጀመሪያ ወቅት እንዳሉት "በዚህ መድረክ ላይ የተገኙ መካከለኛ አመራሮች እንደመሆናችሁ ሚናችሁ የከፍተኛ አመራሩን እና ተቋማዊ ተልዕኮን ከፈፃሚዎች ጋር በማገናኘት ተቋማዊ ተልእኮ እንዲሳካ ከፍተኛ ሚና ያላችሁ በመሆኑ ይህ ስልጠና በስራችን ላይ ያሉ ጥንካሬዎችን አጠናክረን ለማስቀጠል፤ የሚስተዋሉ ተግዳሮቶችን ለመቅረፍና በቀጣይ በመቀናጀትና በመናበብ የጋራ ተልኳችንን ለማከናወን ይረዳናል" ብለዋል።

የየስራ አስፈፃሚ አመራሮች በየስራ ሂደቶቻቸው ያከናወኗቸውን ስራዎች ዝርዝር ያቀረቡ ሲሆን በተለይ የብቃትና ሰው ሀብት ልማት በሰው ሀይል ማሟላት፣ ሰፊ የአቅም ግንባታ ስራና ተቋማዊ ሀብቶች እንዳይባክኑ ተመላሽ ከማድረግ አኳያ፣ ስትራተጂክ ጉዳዮች በወቅታዊ እቅድና ከክልሎች ጋር ያለው መልካም ትስስር፤ በአይ.ሲ.ቲ. በኩል ሰፊ የ ICT መሠረተ ልማት ግንባታ፤ ተቋማዊ ለውጥ የመንግስት አስተዳደርና አገልግሎት ሪፎርም በተቋሙ እንዲተገበር ከማስተባበር አኳያ፣ የግዢና ፋይናንስ አቅርቦቶችን በመንግስት የግዢ ህግ መሠረት ከመተግበር አኳያና የመሠረታዊ አገልግሎቶች ተቋማዊ ሀብትና ንብረትን ከመጠበቅና ከማስተዳደር አኳያ ጥሩ አፈፃፀም ማሳየታቸው ተገምግሟል።

በዛሬው ግምገማዊ ስልጠና ላይ ከተሳታፊዎች ለተነሱ የግንዛቤና የግልፅነት ጥያቄዎች ስራ አስፈፃሚዎች ማብራሪያና ምላሽ የሰጡ ሲሆን ውይይቱን ያጠቃለሉት አቶ ተሾመ ዘውዴ በበኩላቸው "በሁሉም ተሳታፊዎች የቀረቡ አስተያየቶችና ጥያቄዎች አግባብነት ያላቸው በመሆኑ ወደ ቢሮ ስንመለስ ፈትሸን የቀጣይ እቅድ አካል እናደርጋቸዋለን" ብለዋል።

በነገው ዕለት ስልጠናው በፋይናንስና ግዢ አገልግሎቶች አሰራርና አፈፃፀምን በተመለከተ ከገንዘብ ሚኒስቴር ከተጋበዙ ባለሞያዎች ጋር ስልጠናና ምክክሩ ይቀጥላል።

Forests remain essential to global climate stability, biodiversity, and human livelihoods, but the world is still falling dangerously short of the action required to halt deforestation, a major new United Nations report warns.

According to the Global Forest Goals Report 2026, published by the UN Department of Economic and Social Affairs and the UN Forum on Forests Secretariat, progress toward saving the world’s green canopy remains alarmingly uneven. While some regions show positive momentum in conservation planning, the UN warns that accelerating forest loss, land degradation, and severe underinvestment are actively undermining global efforts to meet the 2030 targets.

1. A Stark Warning on Deforestation and Funding

The report highlights that global forests are under unprecedented pressure from rising temperatures, economic uncertainty, and geopolitical divisions. Alarmingly, progress is weakest where it matters most: halting the loss of primary, untouched forests.

While the UN Strategic Plan for Forests 2017–2030 provides a clear roadmap to restore degraded landscapes, Global Forest Goal 1 (halting forest loss) is seeing highly mixed results. A primary driver of this stagnation is a massive financial deficit. The UN notes that global funding for sustainable forest management remains far below what is actually required, despite some countries expanding their domestic restoration budgets.

The human cost is also escalating. Forest-dependent communities—who are central to global poverty reduction efforts—remain incredibly vulnerable to extreme poverty, lacking adequate access to markets, financing, and secure land tenure.

2. Small Wins Amid a Troubling Financial Picture

On a more encouraging note, the UN points out that forest protection policies and management planning have improved in several regions. Global Forest Goal 3 (increasing protected forest areas) has shown comparatively good progress, though it remains highly uneven across different geographies. National forest inventories have grown stronger, and there is an increasing reliance on science, technology, and conservation efforts led by Indigenous Peoples.

However, these achievements are consistently bottlenecked by cash shortages. The report calls for immediate, innovative financing mechanisms and stronger international partnerships to protect forests at scale. It also emphasizes that illegal logging and weak cross-sector coordination remain persistent problems, with governments routinely treating forest conservation as a secondary priority in land-use decisions.

3. “Urgent Measures Needed”

UN Secretary-General António Guterres issued a sharp warning alongside the report’s release, labeling forests as some of the planet’s most vital natural assets for biodiversity and climate regulation. Guterres called for urgent, sweeping measures to expand protected zones, unlock global climate finance, and strengthen cross-border cooperation.

With compounding crises like climate change impacts and fiscal constraints tightening their grip globally, the UN stresses that the 2026 report must serve as both an urgent warning and a survival roadmap. To rescue the Global Forest Goals by 2030, the international community must deliver scaled-up ambition, stronger institutions, and sustained political commitment before time runs out.

በኢትዮጵያ ባለፉት አራት ዓመታት "ዓለም ዓቀፍ ትብብር ለተፈጥሮ ሃብት ጥበቃ (IUCN)" በተባለ አጋር ድርጅት ድጋፍ በሁለት የተለያዩ ዙሮች ሲተገበር ቆይቶ የተጠናቀቀው እና ዋና ትኩረቱን የብዝሀ ሕይወት ሃብት ጥበቃ ላይ ያደረገው ኢንሼቲቭ-ባዮዴቭ 2030 በሚቀጥሉት ሁለት ዓመታት ለሚተገብረው ሶስተኛ ዙር ፕሮጀክት ከ200 ሺህ ሄክታር በላይ ደንና በደን ውስጥ የሚገኙ ብዝሀ ሕይወቶችን በዘላቂነት ለመጠበቅ መታቀዱ ተገለፀ፡፡

ባዮዴቭ-2030 በዓም ዓቀፍ ደረጃ የተለየ የብዝሃ ህይወት ክምችት አላቸው ተብለው በተመረጡ 15 ሀገሮች በትግበራ ላይ የሚገኝ ፕሮጀክት ሲሆን ከእነዚህ ሀገር ውስጥ ኢትዮጵያ አንዷ ናት፡፡

በዚሁ መሰረት ባለፉት ዓመታት ተቋሙ በኢትዮጵያ ውስጥ ከጉዳዩ ጋር በሚገናኙ የፖሊሲና የህግ ማዕቀፎች ላይ ጥናት በማካሄድ መሻሻል ይገባቸዋል ያሏቸውን 12 የፖሊሲ ማሻሻያዎችን ለሚመለከታቸው ባለድርሻዎች ማስረከባቸውንና አብዛኛዎቹ ምክረ ሃሰቦች በባለድርሻዎች ተቀባይነት ማግኘታቸውን የፕሮጀክቱ አስተባባሪ በኢትዮጵያ አቶ አብደታ ሮቢ ለዝግጅት ክፍላችን ገልፀዋል፡፡

ባዮዴቭ 2030 በ2ኛው ምእራፍ ስራው በተለይም የብዝሃ ህይወት ሃብትን በዘላቂነት ለመጠበቅ ልዩ ትኩረትና ድጋፍ ሊሰጣቸው ይገባል ያሏቸውን ሶስት ዘርፎች በጥናት የለየ ሲሆን እነሱም ከግብርና ፣ የዱር እንስሳትና ፓርኮች ልማት እና የደንብዝሀ-ሕይት ጥበቃ ዋና ዋናዎቹ ተደርገው ተለይተዋል፡፡

በዚሁ አጠቃላይ ማዕቀፍ መሰረት የኢትዮጵያ የደን ዘርፍ በተለይም ባለፉት ሰባት ዓመታ የአረንጓዴ አሻራ መርሀ-ግብርን ጨምሮ መንግስትና ህዝቡ የተራቆቱ መሬቶች መልሰው እንዲያገግሙ ፤ነባር የደን ሃብት በዘላቂነት እንዲጠበቅ እና በደን ውስጥ የሚገኙ ብዝሃ ህይቶች እንዲጠበቁ ከፍተኛ አወንታዊ አስተዋፅዖ ማድረጉን በመገንዘብ ተቋሙ በሶስተኛ ዙር ፕሮግራሙ እስከ 200ሺህ ሄክታር ደመንና የደን ብዝሀ ህይዎት እንዲጠበቅ ለማድረግ ማቀዳቸውን ገልፀዋል፡፡

የግብርና ፖሊሲያችን ውጤታማነት ማሳያ አንዱ ትሩፋት-ሆርቲ ካልቸር።

በደን ዘርፍ ለ60ሺህ ወጣቶችና ሴቶች የስራ እድል ለመፍጠርና ተጠቃሚ ለማድረግ ያለመ ፕሮጀክት ትግበራ የሚረዳ የባለድርሻዎች የመግባቢያ ስምምነት ሰነድ ተፈረመ።

በስዊድን መንግሥት የገንዘብ ድጋፍ እና በተመድ የልማት ፕሮግራም (UNDP) ተባባሪ ፋይናንስ ሰጪነት በኢትዮጵያ ደን ልማት መሪነት የሚተገበረው “ዘላቂ የግል ዘርፍ ተሳትፎ በደን ልማት (SPSF)” ፕሮጀክት አካል የሆነ አዲስ አጋርነት ተጀምሯል። ይህም ፈጣን ለውጥ እየታየበት ባለው የኢኮኖሚ ሥርዓት ውስጥ የሥራ ዕድል፣ ሰፊ የንግድ ዕድሎች እና ተግባራዊ ክህሎቶችን መቅሰም ለሚፈልጉ በሺዎች ለሚቆጠሩ ወጣቶችና ሴቶች አዲስ ፕሮጀክት ተቀርፆና አስፈላጊው ቅድመ ዝግጅት ተደርጎ ወደ ትግበራ ለመግባት የሚያስችል የመግባቢያ ሰነድ ተፈርሟል።

የኢትዮጵያ ደን ልማት ከስድስት ክልሎች ከተመረጡ የቴክኒክና ሙያ ትምህርትና ሥልጠና (TVET) ኮሌጆች የተመረጡ የወረዳ የክህሎትና ሥራ ዕድል ፈጠራ ጽሕፈት ቤቶች፣ የሥርዓተ-ፆታና ማኅበራዊ አካቶ ጽሕፈት ቤቶች፣ የግብርና ቢሮዎች እና ኢትዮጵያ ዓለም አቀፍ የልማት ድርጅት በኢትዮጵያ (iDE) በደን ዘርፍ ውስጥ ሊሰሩ በተመረጡ መስኮች ላይ የቴክኒክ ሥልጠና አሰጣጥንና የኢንተርፕራይዝ ለየት ባለ ሁኔታ ለማከናወንና ዜጎችን ተጠቃሚ ለማድረግ ያለመ ፕሮጀክትን በጋራ ለመተግበር ያለመ የመግባቢያ ስምምነት (MoU) ተፈራርመዋል።

የኢትዮጵያ የቴክኒክና ሙያ (TVET) ተቋማት ዜጎች ሥራ እንዲያገኙ ወይም የራሳቸውን ንግድ እንዲጀምሩ የሚያስችላቸውን ተግባራዊ ክህሎቶች እንዲኖራቸው ታስቦ ዜጎችን እያሰለጠኑ ወደ ስራ ሲያሰማሩ ቆይተዋል። ይሁን እንጂ አገሪቱ በደን ዘርፍ በርካታ ዜጎችን ተጠቃሚ ማድረግ የሚያስችል ከፍተኛ አቅም በሚገባው መጠን ተጠቅመን ተገቢው ክህሎት ያላቸው ወጣቶች በመስኩ እንዲሰማሩ አልሆነም። በመሆኑም በዚህ ፕሮጀክት ወጣቶች ያሉባቸውን ውስን የገበያ ተደራሽነት እና ተግባራዊ የንግድ ድጋፍ ተደርጎላቸው በስራ እንዲሰማሩ የተለየ እና ሊተገበር የሚችል ሆኖ ተቀርፆ ወደ ትግበራ ተገብቷል።
በመሆኑም ይህ ፕሮጀክት መሠረታዊ የተባሉ 5 ባህሪያቶች አሉት፤

​1. ፕሮጀክቱ በተግባር ለውጥን የሚያመጣና ነባር ችግሮችን የሚቀርፍ የአደረጃጀት፣ የክህሎትና የገበያ ትስስርን እውን ያደርጋል፣

​2. ፕሮጀክቱ ለሴቶችንና ማህበራዊ መድሎ ለሚደርስባቸው ዜጎች ቅድሚያ ይሰጣል፣

3. ዘላቂነት ላለው የማህበረሰብና የአካባቢ ልማት ልዩ ትኩረት ይሰጣል፣

​4. ፕሮጀክቱ በዚህ ዙር ትግበራ በስኬት ከተጠናቀቀ ለሌሎች ዘርፎች አርአያ ሊሆን ይችላል የሚሉት ናቸው።
