ECMA Licenses United Capital Financial Services PLC as Investment Bank

The Ethiopian Capital Market Authority (ECMA) has granted a Capital Market Service Provider (CMSP) license to United Capital Financial Services PLC, a subsidiary of United Capital Group Nigeria, making it the first foreign investment bank to establish a subsidiary in Ethiopia.

The license authorizes the company to operate under the Investment Banking category. The Authority has also approved the appointment of five Board Directors and licensed four Appointed Representatives within the company.

Issued on Friday, June 5, 2026, the license brings the total number of licensed CMSPs in Ethiopia to 18 and the number of investment banks to 7, reflecting the tangible and continuous development in the operationalization and expansion of the country’s capital market.

At the official licensing ceremony, the Director General Hana Tehelku noted that the entry of a Pan-African institution such as United Capital marks a historic milestone in the development of Ethiopia’s capital market, further indicating that the event demonstrates strong confidence in the credibility of the country’s emerging financial ecosystem and the direction of ongoing reforms.
She noted that such developments reflect growing recognition of Ethiopia’s market potential and institutional progress, and can contribute to strengthening the depth, capacity, and regional integration of the market, while underscoring the importance for licensed service providers to adhere to the highest standards of market conduct, governance, and regulatory compliance.

የኢትዮጵያ የካፒታል ገበያ ባለስልጣን (ባለስልጣኑ) የናይጄሪያው ዩናይትድ ካፒታል ግሩፕ ተቀጥላ ኩባንያ (Subsidiary) ለሆነው ዩናይትድ ካፒታል ፋይናንሻል ሰርቪስስ ኃ.የተ.የግ.ማህበር የካፒታል ገበያ አገልግሎት ሰጪነት ፈቃድ ሰጥቷል።

ይህም ተቋሙን በኢትዮጵያ ውስጥ ተቀጥላ ኩባንያ በማቋቋም እንዲንቀሳቀስ ፈቃድ የተሰጠው የመጀመሪያው የውጭ ኢንቨስትመንት ባንክ ያደርገዋል። የተሰጠው ፈቃድ ድርጅቱ በኢንቨስትመንት ባንክ ዘርፍ ስር እንዲሠራ የሚፈቅድ ሲሆን፤ ባለስልጣኑ ከዚህ በተጨማሪ የአምስት (5) የቦርድ ዳይሬክተሮችን ሹመት ያጸደቀ ከመሆኑም በላይ ለአራት (4) ተሿሚ እንደራሴዎችም ፈቃድ ሰጥቷል።

አርብ ግንቦት 28 ቀን 2018 ዓ.ም በይፋ የተሰጠው ይህ ፈቃድ በሀገሪቱ ውስጥ ያሉ የተፈቀደላቸው የካፒታል ገበያ አገልግሎት ሰጪዎችን ጠቅላላ ቁጥር ወደ አስራ ስምንት (18)፣ እንዲሁም የኢንቨስትመንት ባንኮችን ቁጥር ወደ ሰባት (7) ከፍ አድርጎታል። ይህም የሀገሪቱ የካፒታል ገበያ ተግባራዊነት እና ልማት እያሳየ ያለውን ተጨባጭና ቀጣይነት ያለው ዕድገት ያሳያል።

በይፋዊው የፈቃድ አሰጣጥ ሥነ ሥርዓት ላይ የባለስልጣኑ ዋና ዳይሬክተር ሃና ተኸልቁ እንደገለጹት፣ እንደ ዩናይትድ ካፒታል ያለ የፓን-አፍሪካዊ ተቋም ወደ ገበያው መግባቱ በኢትዮጵያ የካፒታል ገበያ ዕድገት ላይ ታሪካዊ ምዕራፍ እንደሆነ ገልጸው፤ ሁነቱ እያደገ ባለው የሀገሪቱ የፋይናንስ ሥነ-ምህዳር ተዓማኒነት እና እየተከናወኑ ባሉ የማሻሻያ እርምጃዎች ላይ ጠንካራ እምነት መኖሩን እንደሚያሳይ አመልክተዋል።

ዋና ዳይሬክተሯ አክለውም፣ እንዲህ ያሉ ዕድገቶች ለኢትዮጵያ የገበያ አቅም እና ለታየው ተቋማዊ መሻሻል የተሰጡ ትልቅ እውቅናዎች መሆናቸውን ጠቅሰው፤ የገበያውን ጥልቀት፣ አቅም እና ቀጣናዊ ውህደት ለማጠናከር ከፍተኛ አስተዋፅኦ እንደሚያበረክቱ አመልክተዋል። በተመሳሳይም ፈቃድ የተሰጣቸው አገልግሎት ሰጪዎች ከፍተኛ የገበያ ሥነ-ምግባርን፣ የኮርፖሬት አስተዳደር መርሆዎችን እና የቁጥጥር ማዕቀፎችን ማክበር እንዳለባቸው አፅንዖት ሰጥተው አሳስበዋል::

ዋና ዳይሬክተሯ አክለውም፣ እንዲህ ያሉ ዕድገቶች ለኢትዮጵያ የገበያ አቅም እና ለታየው ተቋማዊ መሻሻል የተሰጡ ትልቅ እውቅናዎች መሆናቸውን ጠቅሰው፤ የገበያውን ጥልቀት፣ አቅም እና ቀጣናዊ ውህደት ለማጠናከር ከፍተኛ አስተዋፅኦ እንደሚያበረክቱ አመልክተዋል። በተመሳሳይም ፈቃድ የተሰጣቸው አገልግሎት ሰጪዎች ከፍተኛ የገበያ ሥነ-ምግባርን፣ የኮርፖሬት አስተዳደር መርሆዎችን እና የቁጥጥር ማዕቀፎችን ማክበር እንዳለባቸው አፅንዖት ሰጥተው አሳስበዋል::

The discussion covered the current state of Ethiopia's capital market, its emerging investment landscape, and the regulatory and licensing pathways available to institutions seeking to participate in its growth. Having recently received authorization from the National Bank of Ethiopia to establish a Representative Office, iib Group expressed strong interest in deepening its engagement under ECMA's capital market licensing framework.

ECMA and Expertise France Discuss SME Capital Market Access

The Ethiopian Capital Market Authority (ECMA) held a productive meeting with representatives of Expertise France to discuss developing a strategic roadmap to enhance access to capital markets for Small and Medium-Sized Enterprises (SMEs) in Ethiopia.

The initiative, supported through a project funded by the European Union and Agence Française de Développement (AFD), aims to identify practical measures to strengthen the enabling environment for SME financing and broaden access to market-based sources of capital.

The discussion focused on key priorities for fostering SME participation in Ethiopia’s emerging capital market, including regulatory reforms, capacity-building initiatives, market infrastructure development, and innovative financing mechanisms.

The engagement reflects ECMA’s continued commitment to building an inclusive and dynamic capital market ecosystem that supports entrepreneurship, promotes private sector growth, and contributes to sustainable economic development in Ethiopia.

ይህ በአውሮፓ ህብረት (EU) እና በፈረንሳይ የልማት ኤጀንሲ (AFD) በገንዘብ የሚደገፍ ፕሮጀክት፣ ለአነስተኛና መካከለኛ ኢንተርፕራይዞች የፋይናንስ አመቺ ሁኔታን ለመፍጠር እና በገበያ ላይ የተመሰረቱ የካፒታል ምንጮችን ተደራሽነት ለማስፋት የሚያስችሉ ተግባራዊ እርምጃዎችን ለመለየት ያለመ ነው።

በጋራ ምክክሩ ላይ በኢትዮጵያ በማደግ ላይ ባለው የካፒታል ገበያ ውስጥ የአነስተኛና መካከለኛ ኢንተርፕራይዞች ተሳትፎ ማሳደግ በሚቻልባቸው የቁጥጥር ስርአት ማሻሻያዎች፣ የአቅም ግንባታ ስራዎች፣ የገበያ መሠረተ-ልማት ዝርጋታ እና ኢኖቬቲቭ የፋይናንስ ዘዴዎች ላይ ምክክር ተደርጓል።

Strengthening AML/CFT Readiness in Ethiopia’s Capital Market

The Ethiopian Capital Market Authority successfully conducted a training for Capital Market Service Providers on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT), with a particular focus on Ethiopia’s ongoing ESAAMLG (East and South Africa Anti Money Laundering Group) Mutual Evaluation.

The training covered key FATF effectiveness requirements, risk-based AML/CFT obligations, Customer Due Diligence (CDD), suspicious transaction reporting, beneficial ownership transparency, and the expectations placed on capital market institutions during the mutual evaluation process.

As Ethiopia advances its capital market development agenda, strengthening AML/CFT compliance remains essential to safeguarding market integrity, enhancing investor confidence, and aligning with international standards.

የኢትዮጵያ የካፒታል ገበያ ባለስልጣን ለካፒታል ገበያ አገልግሎት ሰጪዎች በወንጀል የተገኘ ገንዘብን ህጋዊ አስመስሎ ማቅረብ እና ሽብርተኝነትን በገንዘብ መደገፍ መከላከል ዙሪያ ስልጠና በተሳካ ሁኔታ አካሂዷል። ስልጠናው በተለይም በኢትዮጵያ በአሁኑ ጊዜ እየተካሄደ ባለው የESAAMLG የጋራ ግምገማ ላይ ትኩረት አድርጓል።

በስልጠናው ውስጥ የFATF ውጤታማነት መስፈርቶች፣ በስጋት ላይ የተመሰረቱ የበወንጀል የተገኘ ገንዘብን ህጋዊ አስመስሎ ማቅረብ እና ሽብርተኝነትን በገንዘብ መደገፍ መከላከል ግዴታዎች፣ የደንበኛነ ማወቅ ተገቢ ምርመራ ፣ አጠራጣሪ ግብይቶችን ሪፖርት ማድረግ፣ የተጠቃሚ የሚሆነው ባለቤት ግልጽነት እና በጋራ ግምገማ ሂደቱ ወቅት ከካፒታል ገበያ ተቋማት የሚጠበቁ ኃላፊነቶች በስፋት ተዳሰዋል።

ኢትዮጵያ የካፒታል ገበያን እያለማች ባለችበት ወቅት፣ የበወንጀል የተገኘ ገንዘብን ህጋዊ አስመስሎ ማቅረብ እና ሽብርተኝነትን በገንዘብ መደገፍ መከላከል ተገዢነትን ማጠናከር የገበያውን ታማኝነትና ቅንነት ለመጠበቅ፣ የባለሀብቶችን መተማመን ለማሳደግ እና ከዓለም አቀፍ መስፈርቶች ጋር ለመጣጣም ወሳኝ ነው።

ደህንነቱ የተጠበቀ፣ ግልጽና እና አስቻይ የካፒታል ገበያ ሥርዓት ለመገንባት በስልጠናው ውስጥ በንቃት ለተሳተፉ እና ቁርጠኝነት ላሳዩ የካፒታል ገበያ አገልግሎት ሰጪዎች ምስጋናችን ከፍ ያለ ነው።

ECMA and Oromia Sovereign Fund Held Discussions on Capital Market Participation

The Ethiopian Capital Market Authority (ECMA) has held discussions with senior officials of the Oromia Sovereign Fund on the fund’s potential participation in Ethiopia’s emerging capital market.

During the discussion, ECMA Director General Hana Tehelku emphasized that the fund’s broad investment capacity across multiple strategic sectors could play an important role in strengthening the national capital market, while also supporting its own institutional growth.

The discussions focused in particular on how enterprises under the fund could transition into public companies to raise long-term financing for expansion projects through the issuance of shares and corporate bonds.

The discussions also explored how the fund could diversify its income sources by investing its existing assets in credible securities as an institutional investor.

የኢትዮጵያ የካፒታል ገበያ ባለስልጣን ዋና ዳይሬክተር ሃና ተኸልቁ በውይይቱ እንደገለጹት ፈንዱ በተለያዩ ግዙፍ የኢንቨስትመንት ዘርፎች ያለውን አቅም ወደ ካፒታል ገበያው በማምጣት ተቋማዊ ዕድገቱን ከመገንባት ባለፈ ለሀገራዊው ገበያ መጠናከር ወሳኝ ሚና መጫወት እንደሚችል ገልጸዋል።

በተለይም በፈንዱ ሥር የሚገኙ የንግድ ድርጅቶች ወደ ሕዝብ ኩባንያነት በመቀየር አክሲዮኖችን ወይም የዕዳ ሰነዶችን ለገበያ በማውጣት ለፕሮጀክቶቻቸው ማስፈጸሚያ የሚሆን የረጅም ጊዜ ፋይናንስ ማግኘት ስለሚችሉበት፣ እንዲሁም ተቋሙ ያለውን ሀብት በሌሎች አስተማማኝ የሰነደ-ሙዓለ ነዋይ አማራጮች ላይ እንደ ተቋማዊ ኢንቨስተር የገቢ ምንጩን ስለሚያሰፋበት ሁኔታ ውጤታማ ምክክር ተደርጓል።

ECMA and ESX Soft Launch Ethiopia’s Sustainable Securities Framework

The Ethiopian Capital Market Authority (ECMA) and the Ethiopian Securities Exchange (ESX), in collaboration with FSD Ethiopia, held soft launch session for Ethiopia’s Sustainable Securities guidelines and listing frameworks, a key initiative aimed at supporting sustainable finance and responsible investment in the country.

The launch program was officially opened by ECMA Director General Hana Tehelku, who highlighted the importance of creating a capital market that supports sustainable economic growth and encourages investments with positive environmental and social impact.

The soft launch introduced the Sustainable Securities Guideline, the Minimum Documentation Pack, and the ESX Guideline on Listed ECMA-Labelled Sustainable Securities. The framework will support the issuance of green, social, sustainability, and sustainability-linked securities in Ethiopia.

The event brought together key market stakeholders, investors, financial institutions, and development partners to engage on the new framework and its role in advancing Ethiopia’s capital market development.
