Today, EU-IM3 partners convened in Addis Ababa for the fouth Programme Steering Committee (PSC) of the project “Sustainable support to persons displaced by conflict and natural disasters and their host communities in Afar, Amhara, Benishangul-Gumuz and Tigray.”
Funded by the European Union in Ethiopia, co-funded by the German Government, with contributions from the UNHCR Ethiopia, Danish Red Cross in Africa and IOM Ethiopia, the programme continues to be implemented by a strong coalition including the Italian Agency for Development Cooperation, GIZ,German International Cooperation, UNHCR, the UN Refugee Agency, Red Cross and IOM.
The meeting brought together federal and regional authorities, EU representatives and implementing partners to take stock of progress, address operational challenges and define priorities for the coming phase.
A key focus of this Steering Committee was the long-term sustainability of interventions, now positioned as the cornerstone of the programme’s exit strategy. Partners reaffirmed the importance of strengthening local ownership, embedding services within public systems and ensuring that investments, particularly in livelihoods, WaSH and TVET, can be maintained and scaled by regional institutions beyond the project lifecycle.
Another major development discussed was the Acceleration Plan proposed by the የሥራና ክህሎት ሚኒስቴር - ኢትዮጵያ / Ministry of Labor and Skills- Ethiopia State Minister, H.E. Solomon Soka, during the previous PSC, aimed at fast-tracking implementation and maximizing impact on the ground. The plan outlines a more results-driven approach, with reinforced coordination mechanisms, streamlined procedures and a stronger alignment between federal and regional priorities.
During a recent field visit both the MOLS State Minister, and BOLS representative, Mohammad Yayyo, appreciated the aceletation of the program in Afar.
In his concluding remarks, Solomon Soka emphasized the need to move beyond the previously proposed Acceleration Plan toward a comprehensive, upgraded to "Legacy plan”.
AICS Addis Ababa reaffirmed its role as lead implementing partner in Afar, working in close coordination with regional authorities to ensure that ongoing interventions not only deliver immediate results, but also lay the groundwork for durable, locally owned solutions.
