Today, EU-IM3 partners convened in Addis Ababa for the fouth Programme Steering Committee (PSC) of the project “Sustainable support to persons displaced by conflict and natural disasters and their host communities in Afar, Amhara, Benishangul-Gumuz and Tigray.”

Funded by the European Union in Ethiopia, co-funded by the German Government, with contributions from the UNHCR Ethiopia, Danish Red Cross in Africa and IOM Ethiopia, the programme continues to be implemented by a strong coalition including the Italian Agency for Development Cooperation, GIZ,German International Cooperation, UNHCR, the UN Refugee Agency, Red Cross and IOM.

The meeting brought together federal and regional authorities, EU representatives and implementing partners to take stock of progress, address operational challenges and define priorities for the coming phase.

A key focus of this Steering Committee was the long-term sustainability of interventions, now positioned as the cornerstone of the programme’s exit strategy. Partners reaffirmed the importance of strengthening local ownership, embedding services within public systems and ensuring that investments, particularly in livelihoods, WaSH and TVET, can be maintained and scaled by regional institutions beyond the project lifecycle.

Another major development discussed was the Acceleration Plan proposed by the የሥራና ክህሎት ሚኒስቴር - ኢትዮጵያ / Ministry of Labor and Skills- Ethiopia State Minister, H.E. Solomon Soka, during the previous PSC, aimed at fast-tracking implementation and maximizing impact on the ground. The plan outlines a more results-driven approach, with reinforced coordination mechanisms, streamlined procedures and a stronger alignment between federal and regional priorities.

During a recent field visit both the MOLS State Minister, and BOLS representative, Mohammad Yayyo, appreciated the aceletation of the program in Afar.

In his concluding remarks, Solomon Soka emphasized the need to move beyond the previously proposed Acceleration Plan toward a comprehensive, upgraded to "Legacy plan”.

AICS Addis Ababa reaffirmed its role as lead implementing partner in Afar, working in close coordination with regional authorities to ensure that ongoing interventions not only deliver immediate results, but also lay the groundwork for durable, locally owned solutions.

Nel Borena (Regione Oromia), la Cooperazione Italiana sostiene le comunità agro-pastorali attraverso interventi volti a prevenire gli shock climatici, proteggere i mezzi di sussistenza e rafforzare le capacità locali.

Negli anni, iniziative come HORA BULA—che in lingua oromo significa “lunga vita e prosperità”—hanno contribuito a introdurre approcci anticipatori nel territorio. Implementato da Cesvi Onlus in partenariato con Ayuda En Acción, il progetto è oggi concluso, ma i suoi effetti continuano a supportare le comunità nella gestione del rischio climatico.

Dal sostegno ai mezzi di sussistenza all’assistenza monetaria, dalla riabilitazione delle risorse idriche alla pianificazione comunitaria, queste azioni aiutano le comunità a prepararsi meglio alla siccità e a ridurre la propria vulnerabilità.

OROMIA | New chapter of our Emergency Stories series

Acting before crises happen to protect livelihoods and strengthen resilience.

In the Borena zone (Oromia Region), Italian Cooperation supports agro-pastoral communities through interventions aimed at anticipating climate shocks and reducing vulnerability in one of the most drought-prone areas of the Horn of Africa.

Over the years, initiatives such as the HORA BULA project—meaning “long life and prosperity” in Oromo—have helped strengthen anticipatory approaches to climate risk management. Implemented by Cesvi Onlus in partnership with Ayuda En Acción, the project is now completed, but its impact continues to support communities through strengthened capacities and practices.

From livestock support and multi-purpose cash assistance to climate risk management and early warning approaches, these interventions help communities better prepare for drought and protect their livelihoods.

“From Earth Observation to Real Impact”

This is the essence of the fourth module of the Earth Observation training programme, launched on 14 April and delivered over four intensive days. The module was led by CNR–IIA (Institute of Atmospheric Pollution Research) within the framework of the project, funded by the European Union and implemented by the AICS office in Addis Ababa.

Over four days, 12 technical staff from the Ethiopian Ministry of Water and Energy (MoWE) and the Awash Basin Administration Office worked side by side with a clear, practical goal: learning how to turn data into meaningful decisions. It wasn’t just about theory, but about hands-on exercises, practical tools and real-life applications directly linked to their daily work.

They built models to better understand and interpret the landscape, explored applications for smart agriculture and environmental monitoring, and applied advanced data analysis techniques to make their assessments faster and more accurate.

At the same time, the module strengthened their geospatial analysis skills—from reading soil and vegetation through spectroscopy to monitoring sediments and atmospheric pollutants. Using platforms such as Google Earth Engine, QGIS and SAGA, participants worked with real datasets, learning how to produce maps and indicators that can effectively support decision-making.

A key part of the training was bringing all these sources together: satellite data, drone surveys and soil analysis. Through web-based applications, this integration provides a more complete and reliable picture of the territory.

At the same time, the module strengthened their geospatial analysis skills—from reading soil and vegetation through spectroscopy to monitoring sediments and atmospheric pollutants. Con il completamento dei lavori di ristrutturazione dell’Unità di Terapia Intensiva Neonatale (UTIN) dell'Ospedale Specializzato “Tikur Anbessa” (Leone Nero) di Addis Abeba, l'Italia compie un nuovo importante passo nello sviluppo dell'assistenza neonatale in Etiopia.

Realizzato dall’ONG italiana Medici con l’Africa - CUAMM, con i fondi della Cooperazione allo sviluppo italiana, l’intervento fa parte del più ampio programma finanziato “Rafforzamento della neonatologia in Etiopia” con l’obiettivo di migliorare l’accesso a cure neonatali di alta qualità attraverso il ripristino delle infrastrutture, la fornitura di attrezzature e lo sviluppo delle competenze degli operatori sanitari etiopi.

Nel suo intervento di apertura l’Ambasciatore d’Italia in Etiopia, Sem Fabrizi, che ha preso parte all’inaugurazione, insieme al CEO dell’ospedale Tikur Anbessa, al Presidente dell’Universita’ di Addis Abeba, al Titolare dell’Ufficio AICS di Addis Abeba, Michele Morana, e i rappresentanti del Ministero della Sanita’ etiope e del CUAMM, ha sottolineato come “oggi si celebri non solo il completamento di una ristrutturazione, ma un rinnovato impegno nei confronti dei pazienti più vulnerabili, i neonati che dipendono da cure tempestive, sicure e di alta qualità per sopravvivere e crescere, in linea con il tradizionale impegno italiano a favore del settore sanitario etiope”.
"Si tratta di interventi di miglioramento fondamentali, cruciali per garantire che un'unità di terapia intensiva neonatale possa funzionare in modo efficace e affidabile ogni giorno", ha sottolineato Morana intervenendo durante l'innaugurazione.

L'intervento ha compreso il potenziamento degli impianti elettrici e idrici, la ristrutturazione dei pavimenti e delle infrastrutture essenziali, nonché l'installazione di sistemi di supporto dedicati per garantire che l'unità possa operare in modo sicuro e continuativo. L’Italia è da tempo un partner importante dell’Etiopia nel settore sanitario, sostenendo gli sforzi nazionali volti a rafforzare i sistemi sanitari attraverso investimenti nella ristrutturazione degli ospedali, nella salute materno-infantile, nella risposta alle emergenze, nella formazione medica e nello sviluppo delle capacità in tutto il Paese. Questa iniziativa riflette la partnership di lunga data tra Italia ed Etiopia nel settore sanitario e l’impegno condiviso a investire nella vita, nella dignità e nel futuro.

With the inauguration of the renovated Neonatal Intensive Care Unit (NICU) at "Tikur Anbessa" (Black Lion) Specialized Hospital in Addis Ababa, Italy brings a new beginning for newborn care in Ethiopia.

Implemented by the Italian NGO Doctors with Africa CUAMM, with funding from the Italian Development Cooperation (AICS), the intervention is part of the broader Italian-funded programme “Strengthening Neonatology in Ethiopia”, aimed at improving access to high-quality neonatal care through infrastructure rehabilitation, equipment provision, and capacity building for health professionals.

In his opening remarks, the Ambassador of Italy to Ethiopia, Sem Fabrizi, who took part in the inauguration - alongside the CEO of the Hospital, the President of Addis Ababa University, the Director of the AICS Office in Addis Ababa, Michele Morana, and representatives from the Ethiopian Ministry of Health and CUAMM - emphasised that “Today, we celebrate not only the completion of a renovation, but a renewed commitment to the most vulnerable patients, newborns who depend on timely, safe, and high-quality care to survive and thrive, in line with Italy’s long-standing commitment in the Ethiopian health sector”.
"These are fundamental improvements, crucial to ensuring that a neonatal intensive care unit can function effectively and reliably every day," Morana emphasized during the inauguration.

The intervention included upgrades to the electrical and water systems, renovation of floors and critical infrastructure, and installation of dedicated support systems to ensure the unit can operate safely and continuously. Italy has long been a committed partner of Ethiopia in the health sector, supporting national efforts to strengthen healthcare systems through investments in hospital rehabilitation, maternal and child health, emergency response, medical training, and capacity building across the country. This initiative reflects the long-standing partnership between Italy and Ethiopia in the health sector and our shared commitment to investing in life, dignity, and the future.

Si tiene oggi a Berlino la Terza Conferenza Internazionale sul Sudan, nel terzo anniversario dell’inizio del conflitto civile. Un appuntamento volto a riportare la crisi sudanese al centro dell’agenda internazionale.

Tra i temi principali: il rafforzamento della risposta umanitaria, il sostegno a un processo politico inclusivo e il coinvolgimento diretto della società civile sudanese nel dialogo internazionale.

Il contesto resta estremamente critico, con milioni di sfollati e una crisi alimentare e sanitaria che colpisce gran parte della popolazione.

L’Italia contribuisce attraverso interventi di cooperazione già attivi nel settore umanitario, in particolare nei campi dell’assistenza alimentare, della salute e della protezione delle persone più vulnerabili.

Water, agriculture and local economic development are helping strengthen resilience in one of Ethiopia’s most climate-vulnerable regions.

In the kebeles of Ewa and Yallo, Italian Cooperation, together with LVIA and COOPI, is supporting pastoral and agro-pastoral communities through integrated interventions aimed at improving access to water, boosting agricultural production and creating new livelihood opportunities.

From solar-powered water systems to small-scale irrigation schemes, community nurseries and natural resource conservation activities, these initiatives are helping communities better withstand recurrent droughts and climate shocks.

AFAR - Nuovo capitolo della nostra serie “Storie dalle emergenze”

Acqua, agricoltura e sviluppo economico locale per rafforzare la resilienza in una delle regioni più vulnerabili ai cambiamenti climatici in Etiopia.

Nelle kebele di Ewa e Yallo, la Cooperazione Italiana insieme a LVIA e COOPI sostiene le comunità pastorali e agro-pastorali attraverso interventi integrati per migliorare l’accesso all’acqua, sostenere la produzione agricola e creare nuove opportunità di reddito.

Dai sistemi idrici alimentati da energia solare agli schemi irrigui su piccola scala, dai vivai comunitari agli interventi di conservazione delle risorse naturali, queste iniziative aiutano le comunità a resistere meglio a siccità ricorrenti e shock climatici.

La Cooperazione Italiana ha consegnato oggi a Kassala 1,7 tonnellate di aiuti alimentari e 800 cartoni di beni essenziali per l’igiene e la cura dei più piccoli all’orfanotrofio Mygoma.
L’orfanotrofio, inizialmente situato a Khartoum, è stato successivamente trasferito a Wad Madani (Gezira) e infine a Kassala, a causa del conflitto. L’intervento mira a garantire un supporto concreto ai bambini ospitati nella struttura, tra i più vulnerabili del Paese.

Il Titolare di Sede AICS Addis Abeba, responsabile per il Sudan, Michele Morana, ha ricordato che in Sudan quasi 15 milioni di persone sono bambini e si stima che circa il 10% siano orfani. Mygoma accoglie attualmente 27 bambini tra i 4 e i 12 anni, tutti con disabilità fisiche e mentali, che necessitano di assistenza continua e cure dedicate.

La Cooperazione Italiana continua, attraverso i suoi interventi, a sostenere i più vulnerabili, assicurando aiuto ai più deboli, ha concluso Morana.

During the visit of the Head of AICS Addis Ababa Office, Michele Morana, a field visit was conducted to the activities implemented by the NGO Brdo under the SESAMAI initiative, funded by the Italian Cooperation.

The intervention focuses on strengthening health services at the community level, with particular attention to maternal and child health, nutrition, and vaccination. In this context, a key capacity building activity has been carried out involving 100 Community Health Workers and Health Caregivers from the localities of Algonob and Olabe, Jebait El Mahali, and Halay.

The activities cover a catchment area of approximately 100,000 people and involve 16 health centers distributed across the three target localities.

Today’s visit took place in Algonob and Olabe, where it was possible to directly observe the results of the training activities and the strengthened capacities of community health workers in:
✔️ prevention and management of malnutrition
✔️ promotion of vaccination
✔️ health education at household and community level

Through this intervention, the Italian Cooperation and its partners are concretely contributing to improving access to essential health services, while strengthening local capacities and the resilience of the most vulnerable communities.

Un nuovo spazio di opportunità, inclusione e futuro prende vita a Port Sudan.

Alla presenza delle autorità locali e del Governatore dello Stato del Mar Rosso, Gen. Mustafa Mohammad Noor, è stato inaugurato il nuovo laboratorio dell’Associazione per non vedenti, realizzato da AISPO grazie al finanziamento della Cooperazione Italiana.

Durante la cerimonia, il Titolare della sede AICS di Addis Abeba (competente per il Sudan), Michele Morana, ha evidenziato come questa iniziativa rappresenti un passo concreto verso una maggiore inclusione e autonomia delle persone con disabilità visiva nello Stato del Mar Rosso.

Primo nel suo genere nella regione, il laboratorio non è solo uno spazio dotato di tecnologie assistive avanzate, ma una vera porta aperta sul futuro: un luogo dove giovani sudanesi con disabilità visiva possono accedere alla formazione, sviluppare competenze e avvicinarsi al mercato del lavoro in condizioni di dignità.

Nel suo intervento, Morana ha inoltre ricordato l’impegno storico della Cooperazione Italiana in Sudan a favore delle persone con disabilità, richiamando iniziative come il supporto a Dar El Mustaqbal, all’orfanotrofio Mygoma e il programma Bridging the Gap.

“Vogliamo creare le condizioni affinché ogni persona possa costruire il proprio futuro con dignità e indipendenza, nel pieno rispetto del principio Leave No One Behind”, ha concluso Michele Morana.

Nel cuore della crisi, dove il conflitto ha messo a dura prova intere comunità, la Cooperazione italiana continua ad essere presente facendo la differenza.

Durante la missione a Port Sudan, il Titolare della Sede AICS Addis Abeba, Michele Morana, ha visitato un’iniziativa realizzata da Intersos, in partenariato con CISP Sviluppo dei Popoli e l’organizzazione locale MAZAYA, dedicata a migliorare l’accesso ai servizi sanitari per le popolazioni sfollate e le comunità ospitanti nello Stato del Mar Rosso, nella Provincia di Port Sudan.

Con un finanziamento di 900.000 euro della Cooperazione Italiana, il progetto interviene rafforzando le strutture sanitarie pubbliche attraverso un approccio integrato: riabilitazione delle infrastrutture, fornitura di equipaggiamenti, formazione del personale sanitario e attività di sensibilizzazione rivolte alla comunità.

Durante la visita, è stato possibile osservare i risultati concreti già raggiunti: dalla riabilitazione del centro sanitario Al-Taqadum al potenziamento dei servizi di salute materno-infantile e di salute sessuale e riproduttiva.

Un impegno che si traduce in accesso concreto alle cure per circa 4.000 donne che fanno riferimento al centro sanitario Taqadom.

Un intervento che dimostra come, anche nei contesti più fragili, investire nella salute significhi investire nel futuro.

In Debre Berhan and South Wollo, the Italian Cooperation supports the PROTECT project, implemented by CIFA ETS and Medici con l'Africa Cuamm, to provide healthcare, nutrition, and psychosocial support to the most vulnerable communities.

Through mobile clinics, nutrition screening, and direct assistance, the project reaches internally displaced people and host communities every day, helping address urgent needs and strengthen their ability to cope with the crisis.

Afar, EU–IM3 joint field mission concludes: tangible results and new opportunities for the most vulnerable communities

The joint field mission under the EU-funded programme EU–IM3 – “Sustainable support to persons displaced by conflict and natural disasters and their host communities in Afar, Amhara, BSG and Tigray” concluded yesterday in Semera. The mission brought together representatives of the European Union Delegation, Ethiopian federal and regional institutions, implementing partners operating in Afar, and partner agencies.

Led by Mr. Daniel Hachez, Head of Cooperation of the European Union Delegation to Ethiopia, and by the State Minister for Labor and Skills, Solomon Soka, the mission provided an important opportunity for direct dialogue among all stakeholders involved. Participants included representatives of Ethiopian ministries who are members of the Programme Steering Committee, Afar regional authorities, organizations engaged in the programme’s cross-cutting components, and NGO grantees.
“This mission confirms the value of European cooperation in supporting the most vulnerable communities in Ethiopia. The results observed demonstrate that, by working together, it is possible to generate tangible change even in the most complex contexts, strengthening resilience and local economic opportunities,” said Hachez during the mission.

Three intensive days of field visits across Semera, Telalak, Afambo and Asayita offered a first-hand view of progress in one of the country’s most challenging regions, where development efforts must contend with structural fragility, harsh environmental conditions, and deeply rooted socio-cultural dynamics.

In this context, the programme component implemented by AICS has shown encouraging results, built on a strong area-based approach tailored to local conditions. Particularly significant are the cash-for-work interventions, which have enabled not only the rehabilitation of essential infrastructure—such as the irrigation canals visited during the mission—but also the immediate creation of income opportunities for local communities and internally displaced persons (IDPs), while valuing local know-how and traditional knowledge.

These activities are proving critical in strengthening household economic resilience, supporting local agricultural production, and optimizing the use of key resources such as water, while also contributing to flood risk mitigation. Their timely implementation has ensured alignment with agricultural seasonal cycles, helping to sustain food security and foster gradual self-reliance—effectively transforming emergency responses into concrete opportunities for local development. In parallel, support to agricultural and livestock production, as well as strengthened capacities in technical and vocational training centres, is contributing to building more solid and lasting foundations for the future of these communities.

The European Union Delegation expressed satisfaction with the results observed on the ground, highlighting the importance of a coordinated and integrated approach among all actors. The final debriefing reaffirmed the central role of Europe in supporting development processes in Ethiopia, with a continued commitment to the most vulnerable populations and the hardest-to-reach areas. The State Minister, for his part, acknowledged the progress achieved and encouraged AICS and all organizations involved in the EU–IM3 programme in Afar to further strengthen the sustainability of ongoing initiatives, expressing particular appreciation for the contribution to TVET systems.

The mission also highlighted the value of strong partnerships. Alongside AICS, key contributions were made by organizations implementing programme activities, including COOPI, Save the Children, and Ayuda en Acción. The delegation also emphasized the importance of the protection and social cohesion work carried out by the agencies entrusted by the European Union with the coordination of the programme’s cross-cutting components, namely UNHCR, DRC, and ERCS (Danish Refugee Council and Ethiopian Red Cross Society).
