PACT equips partners with LDIP skills to make participatory planning a reality

The Landscape Development Investment Plan (LDIP) Training, launched on March 25, 2026, is underway in Adama and Shashamanne to strengthen facilitators’ capacity to co-create inclusive and practical LDIPs rooted in local realities and priorities.

The training program brings together woreda and landscape-level experts, strengthening participatory approaches that support resilient and inclusive development.

Opened by Mr. Andinat Degefa, Oromia Regional PACT Programme Manager, the training underscores the importance of amplifying community voices in shaping evidence-based and locally owned investment plans. The sessions continue to highlight ethical facilitation, local ownership, and the effective use of Participatory Rural Appraisal (PRA) tools.

As the training progresses, participants are deeply engaged in hands-on exercises, including social mapping, seasonal calendars, institutional analysis, and climate risk assessment. These practical sessions are helping facilitators translate community knowledge into actionable and sustainable investment plans.

As we move forward, the training is turning participation into real, community-driven action, making development planning inclusive, impactful, and sustainable.

📢 Agribusiness & Cooperative Leadership Training Launched in Adama

PACT - Oromia Bureau of Agriculture | 13 February 2026

The 4-day Agribusiness and Cooperative Leadership Training was started in Adama (Feb 5 - 8, 2018). Opening the session, Mr. Andenet Degefa, PACT Oromia Manager, shared Oromo wisdom: “Bark helps each other and ties the elephant.”

His message was clear: irrigation infrastructure alone is not enough. Lasting impact comes when cooperatives are strong, united, and well governed. Strong leadership makes investments work and ensures benefits reach communities.

Over 80 cooperative leaders and experts are taking part in focused sessions on governance, business planning, financial management, market linkages, and key PACT frameworks, including IWUA and SECAP.

Enhanced Agricultural Services in Oromia Through PACT Program Support

The PACT Program has strengthened frontline agricultural extension services in Oromia by providing targeted logistics and ICT equipment. This includes 53 motorcycles, 32 laptops, and 26 desktop computers to intervention woredas, directly improving field mobility, data management, and farmer outreach.

This contribution complements broader regional efforts led by the Oromia Bureau of Agriculture, including logistics support from FSRP and CREW programs. The assets are enhancing the efficiency, coordination, and responsiveness of extension services, driving sustainable gains in productivity and resilience.

Mr. Getu Gemechu, Head of the Oromia Bureau of Agriculture, emphasized the importance of proper asset management to ensure lasting benefits for agricultural service delivery.

Oromia PACT Programme Launches IWUA and SECAP Training

From 25 - 27 January 2026, the Oromia Bureau of Agriculture’s PACT Programme conducted a training in Adama on Irrigation Water User Associations (IWUA) and Social, Environmental and Climate Action Plans (SECAP). The training focused on strengthening community-led irrigation management, promoting environmental and social safeguards, and advancing climate-resilient agriculture.

Opening the session, Mr. Andenet Degefa identified irrigation as a key driver of food security, improved incomes, and community wealth, emphasizing the vital role of IWUA committees in community engagement and problem-solving. Discussions covered IWUA roles, SECAP implementation, cooperative linkages, and responsible irrigation practices.

The training confirmed that effective irrigation management is essential for sustainable agricultural development and improved market access in Oromia.

Construction Accelerates on Key PACT Program Irrigation Projects Across Multiple Zones

Oromia's agricultural transformation has entered a new phase, with active construction now underway on multiple Small-Scale Irrigation Projects (SSIP) under the PACT program.

Following the site handover in November 2025, initial groundwork is rapidly progressing at strategic locations. Crews have mobilized to initiate critical early-stage activities including access road development, head work cleaning, and the construction of on-site material storage houses in key woredas across several zones including:
• Bale Zone: Harena Bulluk (Bidimo SSIP) & Barbare Dimtu SSIP
• Arsi Zone: Chole (Charchar SSIP)
• East Hararge Zone: Goro Muti (Bidimo SSIP)

To ensure robust oversight and technical support, a dedicated regional team conducted field visits to monitor initial progress in the Bale and Arsi zones. The team, led by the Regional PACT Manager and including engineering and natural resource expertise, coordinated closely with local leaders to align project ex*****on with community needs.

These projects represent a powerful collaboration between the Oromia Bureau of Agriculture, contracted partners, and the local communities whose engagement is essential for long-term success. Each site prepared and every meter of canal excavated brings us closer to a future of enhanced food security, resilience, and rural prosperity.
