π Protecting Fiji's Marine Environment through Biofouling Management π«π―π’
On June 2, 2026, the Maritime Safety Authority of Fiji (MSAF) hosted the Fiji National In-Water Cleaning (IWC) Training to boost national capacity in biofouling management. Biofouling,the accumulation of marine growth on hulls,poses a major threat by introducing invasive aquatic species to local waters.
Safeguarding Fiji's fisheries, tourism, and coastal communities is a priority. This training builds on successful milestones like the GloFouling Partnerships Project (2018β2023) and the 2025 IMO-NORAD technology demonstration.
MSAF will continue to collaborate with public and private stakeholders to improve regulatory readiness, supporting a thriving maritime industry while keeping Fijiβs oceans clean and biodiverse. β¨

The Minister for Public Works, Meteorological Services and Transport, Hon. Ro Filipe Tuisawau, delivered a comprehensive response to Parliamentary Question 85/2026 regarding Fijiβs strategic shift away from imported petroleum.
The Coalition Government, through the Department of Energy and Energy Fiji Limited (EFL), is actively driving a cleaner, more secure energy future to protect households and businesses from the volatility of global oil prices.
Here are the key pillars of our national diversification strategy:
1οΈβ£ 100% Renewable Electricity Generation by 2036 βοΈπ§
EFL is accelerating the transition to locally available renewable energy to displace diesel and heavy fuel oil:
β’ Solar & Storage Power: Approximately 165MW of new solar generation paired with large-scale Battery Energy Storage Systems (BESS) is being developed with Independent Power Producers and development partners (ADB & World Bank).
β’ Major Hydropower Expansions: Feasibility studies are complete and international procurement has commenced for the Qaliwana Hydro Project (approx. 21MW) and the Savatu Hydro Project (approx. 28MW), supported by the EU and EIB.
β’ Our Targets: Moving Fiji to ~60% renewable electricity by 2029, 90% by 2035, and 100% by 2036.
2οΈβ£ Empowering Our Rural & Maritime Communities ποΈπ‘
The Department of Energy is scaling up off-grid renewable systems to replace diesel generators and kerosene in remote areas:
β’ Solar Home Systems: Over 20,000 units installed across rural and maritime areas, powering lights and home appliances.
β’ Solar Mini-Grids: 10 mini-grids are already complete. Through the Fiji Rural Electrification Fund (partnered with UNDP), 3 more are in procurement, with a massive pipeline of 75 more planned.
β’ Mini-Hydro Schemes: Successfully rehabilitated the Kadavu and Muana hydro schemes (serving 270 households and 2 schools). Additionally, procurement is underway to upgrade the Buca hydro scheme from 30kW to 100kW within 18 months.
3οΈβ£ Transforming the Transport Sector (EV Transition) ππ±
We are driving an aggressive electric vehicle (EV) adoption strategy backed by massive fiscal incentives:
β’ For Vehicle Buyers: 0% fiscal duty and 0% VAT on all EVs, a 100% accelerated depreciation rate for businesses, and a $10,000 cash rebate per vehicle for fleets purchasing 5 or more EVs.
β’ For Public Transport: A 55% tax deduction for businesses investing in electric buses.
β’ For Charging Infrastructure: Businesses investing in EV charging stations can enjoy a 7-year tax holiday, a 10% capital expenditure subsidy, and a reduced minimum investment threshold of just $50,000.
4οΈβ£ Leading by Example: Government Fuel Conservation πβ½οΈ
The Government is walking the talk by enforcing strict fuel-saving measures across all ministries. This includes centralized vehicle fleet controls, mandatory car-pooling, reducing unnecessary travel, and maximizing the use of public transport to cut down daily public fuel consumption.

Hon. Tuisawau Responded to Maritime Fare Question in Parliament
Hon. Ro Filipe Tuisawau responded in Parliament to Oral Question 90/2026 raised by Hon. Inosi Kuridrani regarding the calculation and monitoring of maritime passenger and cargo fares in Fiji.
The Minister clarified that the regulation and monitoring of maritime passenger fares and freight charges fall under the responsibility of the Fijian Competition and Consumer Commission (FCCC), under the Ministry of Finance, Commerce and Business Development.
Hon. Tuisawau highlighted that the FCCC applies a Cost-plus Pricing Methodology when determining fares and freight charges. The methodology considers several operational factors including fuel costs, labour, vessel maintenance, insurance, financing, compliance costs, passenger demand, and the long-term sustainability of maritime operators servicing routes across Fiji.
The Minister also emphasized the importance of the Government Shipping Franchise Scheme in maintaining essential maritime connectivity for remote and uneconomical routes, ensuring maritime communities continue to have access to reliable and affordable shipping services.
Hon. Tuisawau reaffirmed that the Ministry of Public Works, Meteorological Services and Transport will continue to work closely with the Maritime Safety Authority of Fiji, the FCCC and maritime operators through the Transport Technical Working Group to ensure maritime transport services remain safe, accessible, reliable and affordable for all Fijians.

The Ministry of Public Works, Meteorological Services, and Transport today bid farewell to Ms. Rigieta Sauliga as she takes up her new appointment to the Office of the President of Fiji.
Ms. Sauliga has dedicated 20 years of service under the Ministry, beginning her career in 2006 and serving with commitment and professionalism throughout the years.
Speaking on behalf of the Ministry, Mr. Paula Baleilevuka acknowledged Ms. Sauligaβs dedication and outstanding work ethic, sharing that she had previously served as his temporary secretary. He described her as well-mannered, a great listener, and someone who always knew her responsibilities and carried them out diligently and professionally.
The Ministry sincerely thanks Ms. Sauliga for her invaluable contribution and loyal service over the years. We wish her all the very best in her new posting at the Office of the President and in her future endeavours.

Minister Tuisawau Launches New Maritime Safety Framework for Government Shipping Services
Hon. Ro Filipe Tuisawau, Minister for Public Works, Meteorological Services, and Transport, today officially launched the Safe Ship Management System (SSMS) Manual for the Department of Government Shipping Services.
The SSMS Manual is an important step towards strengthening maritime safety, improving accountability, and protecting Fijiβs marine environment. The Manual provides clear safety procedures and operational standards to guide Government Shipping Services and ensure safer and more efficient maritime operations across Fiji.
Speaking during the launch at Nasilivata House in Samabula, Hon. Tuisawau said the Manual aligns Fiji with internationally recognised maritime safety standards under the International Safety Management (ISM) Code.
The Minister also acknowledged the important role of The Maritime Safety Authority of Fiji - MSAF in ensuring compliance with national and international maritime safety requirements.
The SSMS Manual will help improve emergency preparedness, strengthen crew competency, standardise operational procedures, and support environmental protection and pollution prevention across Government vessels.
Hon. Tuisawau commended the management and staff of Government Shipping Services for their dedication to developing the Manual and reaffirmed the Governmentβs commitment to building a safer, more resilient, and efficient maritime transport sector for Fiji.
