Asia-Pacific GCM Champion Countries Agree on Two Joint Regional Pledges Ahead of IMRF 2026

On Monday, 23rd March 2026, the Government of Fiji hosted a Preparatory Meeting of the Global Compact for Safe, Orderly and Regular Migration (GCM) Champion Countries in Asia and the Pacific, advancing regional cooperation and joint commitments ahead of the 2026 International Migration Review Forum (IMRF), to be held in New York from 4th to the 8th of May 2026.

The virtual session was chaired by Fiji’s Minister for Immigration, the Honourable H.E. Viliame Naupoto, in his capacity as Chair of the Second Asia-Pacific Regional Review of the GCM. Coordination support was provided by the International Organisation for Migration (IOM), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and the Asia Pacific UN Network on Migration.

All ten (10) GCM Champion Countries from Asia and the Pacific participated: Azerbaijan, Bangladesh, Cambodia, Fiji, Indonesia, Nepal, the Philippines, Sri Lanka, Thailand, and Türkiye.
The Champion Countries reaffirmed shared priorities from the Second Asia Pacific Regional Review of the GCM, including climate-responsive mobility; fair and ethical labour migration; protection of migrants in vulnerable situations; expanded regular pathways; stronger migration data and governance; and maximizing the benefits of migration for development.

A key outcome was agreement to advance two joint regional pledges for presentation at IMRF 2026, subject to further national consultations: (1) the Asia Pacific Regional Pledge on Climate Mobility and (2) the Asia Pacific Regional Pledge on Safe, Dignified and Sustainable Return and Reintegration. Both pledges promote rights-based, gender-responsive and child-sensitive approaches.
The Chair emphasised collective leadership: “This meeting was about translating shared commitments into practical regional action. The joint pledges reflect Asia-Pacific's solidarity and our determination to address migration challenges together.”

In her opening remarks, Ms Amy Muedin, Deputy Head of the UN Network on Migration Secretariat, described IMRF 2026 as a pivotal moment for action and urged Champion Countries to lead inclusive reviews and announce tangible pledges.

In a prerecorded message, Ms Armida Salsiah Alisjahbana, the UN ESCAP Executive Secretary, reiterated ESCAP’s commitment to supporting Member States, underscoring the Asia-Pacific region’s role in global migration cooperation and the importance of aligning migration governance with the 2030 Agenda for Sustainable Development.

The meeting closed with commitments to ensure high-level representation at IMRF 2026, advance Voluntary National Reviews, and sustain regional coordination to deliver a coherent, practical Asia-Pacific contribution to the global review of the GCM.

Strengthening Collaboration with the Pacific Fusion Centre

Today, the Hon. Minister for Immigration met with Mr Viliame Bovoro, Director of the Pacific Fusion Centre, to explore practical ways the Centre can support and strengthen the work of the Ministry.

Discussions focused on improving access to data, analysis, and regional insights that can enhance decision-making, planning, and coordination. The Centre’s ability to provide timely information and strategic analysis presents valuable opportunities for the Ministry to strengthen policy development, respond to emerging challenges, and improve service delivery.

The meeting also highlighted opportunities for closer collaboration, including knowledge sharing, capacity building, and the use of regional intelligence products to support evidence-based actions. By leveraging the Centre’s analytical expertise and regional networks, the Ministry aims to streamline processes, identify risks earlier, and take advantage of emerging opportunities across the Pacific.

Both parties agreed that stronger engagement will support more informed decision-making and contribute to smarter, more responsive governance.

Courtesy Call by Head of PIDC on Hon. Minister for Immigration

On Tuesday, 27 January 2026, the Hon. Viliame Naupoto, Minister for Immigration, received a courtesy call from the Head of the Pacific Immigration Development Community (PIDC), Samoa, Mr. Akuila Ratu.

The meeting provided an opportunity to reaffirm Fiji’s strong commitment to regional cooperation in the immigration and border management space. Hon. Naupoto highlighted the Ministry’s readiness to support and assist Pacific Island countries through collaboration, information sharing, and capacity-building initiatives aimed at strengthening regional border security and migration management.

Discussions further focused on the preparations for the upcoming Pacific Immigration Development Community Regular Annual Meeting (RAM) for Regional Immigration Directors, to be hosted by Fiji in June this year. Hon. Naupoto noted Fiji’s appreciation for the trust placed in the country to host the meeting and reaffirmed its commitment to working closely with PIDC and regional partners to ensure a successful event.

Mr. Ratu congratulated Hon. Naupoto on his appointment as Minister for Immigration and conveyed his best wishes as he assumes the role, expressing confidence in Fiji’s continued leadership within the regional immigration community.

Ministry of Immigration Launches 5-Year Strategic Plan (2025–2030)

The Ministry of Immigration (“Ministry”) officially launched its 5-Year Strategic Plan (2025–2030) on Tuesday, 23 December 2025, at the Tanoa Plaza Hotel, Suva—marking a major milestone in strengthening Fiji’s immigration and border management system.

📌 This Strategic Plan sets a clear roadmap to protect Fiji’s sovereignty, strengthen national security, and manage migration in ways that support economic growth, labour mobility, tourism, and international engagement.

🌟 Immigration is central to who we are as a nation—secure, fair, and welcoming—and this Strategy reflects that balance.

As a newly established Ministry, the document represents a decisive shift from inherited and fragmented systems to a modern, intelligence-led, and future-focused immigration institution, fully aligned with Fiji’s National Development Plan and National Security Strategy.

🔹 Over the next five years, the Ministry will:

🛂 Strengthen border integrity and enforcement
📜 Modernise immigration laws and policies
💻 Roll out Advanced Passenger Information (API) and Passenger Name Record (PNR) systems
🔬 Enhance screening and establish a Document Forensic Laboratory
🚫 Tackle irregular migration, trafficking in persons, and transnational crime—while upholding human rights
🌏 Expand labour mobility and strengthen diaspora engagement
📲 Drive digital transformation through e-Visas, biometrics, and paperless processes
👩‍💼 Invest in our people through training, leadership development, and specialist skills

The Ministry will continue its leadership regionally and globally, including as Champion Country for the Global Compact for Migration, while strengthening asylum and refugee protection systems.

On Saturday, 20 December, as part of its community outreach, staff of the Ministry of Immigration, led by the Permanent Secretary, paid a heartfelt visit to Saint Christopher’s Home in Naulu🎄❤️

The visit was a simple yet meaningful way of sharing the spirit of Christmas—bringing joy, care, and companionship to the children and caregivers at the Home. It served as a reminder that Christmas is about kindness, generosity, and caring for one another.

📢 High-Level Trafficking in Persons (TIP) Training Strengthens Senior Leadership Response

The Ministry of Immigration, in partnership with the Ministry of Justice and the Office of the Prime Minister, successfully conducted a High-Level Induction Training on Trafficking in Persons (TIP) for senior executives at FLIPS, Nasese.

The training was held over two sessions on Tuesday, 16 December 2025 (10:00 am–12:00 pm) and Wednesday, 17 December 2025 (2:00 pm–4:00 pm).

The sessions strengthened senior leadership awareness of TIP as a serious crime and human rights issue, and reinforced the importance of a coordinated, whole-of-government approach through Prevention, Protection, and Prosecution (3Ps).

Together, we remain committed to protecting the vulnerable and strengthening Fiji’s response to Trafficking in Persons.

Strengthening Fiji’s Borders – A Milestone Reform A milestone achievement for the Ministry of Immigration.

Over the last two decades without major amendments, the Final Report and Draft Bills for the review of the Passport Act 2002, Immigration Act 2003, and Citizenship of Fiji Act 2009 have been officially handed over yesterday, Monday 11 November 2025.

This marks a significant step toward strengthening national security and safeguarding the integrity of Fiji’s borders. These reforms will modernise identity and passport systems, clarify citizenship processes, enhance enforcement and compliance capability, and deliver faster, more efficient services to the public.
Strengthening these laws is essential to protect Fiji from emerging security risks, including identity fraud, transnational crime, and irregular migration.
