Bill No. 11-163: To amend Title 7 of the Yap State Code, Yap State Elections, by enacting a new Section 201 and renumbering Sections 201 through 204 as Sections 202 through 205, respectively, to create Board of Elections, by amending Sections 301, 302, 601, through 606, 701, 704, 801, 806, 818, and 1001 through 1005 concerning officials, ballots and procedures for Yap State elections, and for other purposes. “So my congratulations to, well, the soon-to-be senator, who had won the election, and we were also fortunate that we were in Palikir asking the President before he came here and Secretary of Justice Bacalando to divert that patrol boat heading for Yap main island to stop in Woleai to bring in the ballot boxes here. That was very instrumental for the boat to bring here to make sure that everything is all okay.” Lieutenant Governor Itimai expressed this during the ceremony.

Today, at 10:00 AM, the Yap State Legislature Chamber held the official swearing-in ceremony for Mr. John F. Taweryan as the newly elected Senator of the 11th Legislature. On May 26, 2025, the Election Commissioner communicated that he had certified the Special Election held on May 15, 2025, in which Mr. Taweryan won the seat for District 3, representing Woleai. Chief Justice Manmaw administered the oath of office, marking the commencement of Senator Taweryan’s tenure. He will serve the remaining 1 year and 7 months of the 11th Legislature’s term.

The ceremony was attended by Acting Governor Lieutenant Governor Itimai, Speaker Figirlaarwon, Finance Committee Chairman Talimeisei, Finance Chairwoman Laamar, Government, Health & Welfare Committee Chairman Bamog, as well as representatives from the Council of Pilung and the Council of Tamol. Former Congressman Isaac V. Figir and Mr. Taweryan’s family were also present.

This occasion marked the continuation of the State’s practice of democratic governance and the transition of leadership within the Yap State Legislature.

Bill No. 11-140 Becomes Yap State Law No. 11-117 : $45,700 Appropriated

Yap, FSM -- During its Third Regular Session in 2025, the Eleventh Legislature of the State of Yap passed Bill No. 11-140, which has been enacted as Yap State Law No. 11-117.

The law appropriates the sum of $45,700 from the Special Revenue Fund of the State of Yap. The appropriation is designated for grant funds awarded through contract to support the operations of the Yap Small Business Development Center during Fiscal Year 2025, and for other related purposes.

Yap State Law No. 11-115 Enacted Without Governor’s Signature

Yap, FSM -- On May 9, 2025, Bill No. 11-127 became law without the Governor’s signature and has been enacted as Yap State Law No. 11-115.

This new law amends Title 11 of the Yap State Code by:

~ Amending Section 1302 to prohibit the sale or distribution of to***co products to individuals under the age of 21, and

~ Adding a new Section 1304 to address matters related to va**ng and other purposes.

Press Release

Yap State 11th Legislature Convenes 11th Session Day with Student Observers and Legislative Updates

Colonia, Yap — The Yap State 11th Legislature held the 11th Session Day of its 3rd Regular Session at 10:00 AM today, April 30th, 2025, which was broadcast live on the radio.

Vice Chairman Gabriel opened the session with a prayer. After roll call, it was confirmed that seven members were present, and two were excused. Speaker Figirlaarwon recognized the presence of Director of Education Mr. Dominic Fanasog, along with students and faculty from the College of Micronesia-Yap Campus(COM), Yap High School(YHS), and Faith Christian Academy(FCA). The group observed the session, which included the introduction of bills and resolutions drafted by the students.

The Legislature received messages from Acting-Governor Francis Itimai and other state government branches. The Council of Pilung and Council of Tamol stated that Bill Nos. 11-27, 11-139 Draft 1, and 11-140 would not be disapproved. FSM Congress Speaker Esmond B. Moses invited the Yap State Speaker to the 24th FSM Congress opening ceremony. Additionally, Miscellaneous Communication No. 11-82 invited the Speaker to attend the COM-FSM Yap Campus and FSM-FMI 9th Joint Commencement Exercises on May 20, 2025, at the Matson Yap Sports Complex.

Followed by the introduction of one bill and one resolution, both introduced by Senator Bamog and assigned to the Committee of the Whole (COW). These were drafted by students participating in the Yap Youth Civic Education Program assisted by UNDP:

Bill No. 11-141: A Bill for an Act to establish a Juvenile Detention and Rehabilitation Center in Yap State, to provide structured, secure, and rehabilitative services for juvenile offenders, and for other purposes.

Resolution No. 11-118: A Resolution requesting the Governor of the State of Yap to establish an Advisory Committee on Climate Change and Environment within the Executive Branch of the Yap State Government.

The Legislature also adopted Resolution No. 11-117, expressing deepest appreciation and gratitude of the people and government of the State of Yap to Isaac V. Figir for his exceptional government service and valuable contributions to Yap State.

The session continued with discussions on military-related topics. Senators highlighted the need for better coordination and communication between government branches before sharing information with the national government. Committee heads also discussed the military task force's organization and communication.

The session concluded with a recognition of all participants and observers. Chairman Bamog noted that the Yap Youth Civic Education Program is nearing its end and that students will be invited as witnesses for a public hearing to share feedback on the bills and resolutions they drafted and introduced.
