ولد إحسان القاضي في 27 أفريل 1959 في مدينة طرابلس بليبيا حيث كان والده بشير القاضي مسؤولا عن اقتناء وإيصال الأسلحة والذخيرة إلى الجزائر لصالح جبهة التحرير الوطني أثناء الثورة التحريرية (1954 - 1962). عادت عائلة القاضي لتستقر في الجزائر العاصمة، وبدأ إحسان دراسة الاقتصاد في جامعة الجزائر، حيث نشط خلال تلك المرحلة ضمن المجموعة الشيوعية الثورية (GCR)، وهي حركة تروتسكية سرية أسسها نقابيون وطلاب.

في عام 1981، عندما كان يبلغ من العمر 22 عامًا، تم القبض على إحسان في أعقاب قمع الربيع الأمازيغي واعتقل لمدة تسعة أشهر في سجن الحراش، نفس السجن أين يسجن مرة أخرى بعد 42 سنة. بدأ إحسان مسيرته كصحفي رياضي في القناة الثالثة للإذاعة العمومية، ثم ضمن الجريدة اليومية الناطق بالفرنسية "Horrizon" حيث تم تعيينه ممثلا نقابيا للعاملين في الجريدة. وفي بداية التسعينات، شغل إحسان منصب رئيس التحرير لجريدة "La Tribune". دافع إحسان خلال تلك المرحلة العنيفة والدموية عن خط صحفي محترف ومثالي، وهو موقف صعب الحفاظ عليه، مما اضطره إلى ترك الصحيفة عام 1996.

منذ تلك اللحظة، بدأ إحسان مسيرته المهنية الطويلة كصحفي مستقل، حيث ساهم في جويلية 2007 في إنشاء المجلة المالية الدولية "Les Afriques" وبعد ذلك بعامين، أطلق مع مجموعة من الصحفيين الجزائريين صحيفة مغرب إيميرجنت " Maghreb Emergent"، وهي صحيفة اقتصادية إلكترونية، ثم إذاعة الويب المستقلة راديو م " Radio M". إحسان القاضي هو شخصية في المشهد الإعلامي الجزائري يٌشهد له بشجاعته وعمله. مع انطلاق الحراك في فبراير 2019، أصبحت إذاعة M منتدى حقيقي لحوار والنقاش الحر، حيث توافدت عليها أصوات مختلفة ومتعددة بما فيها الهامشية منها، فأنتجت، تلك الإذاعة الصغيرة مئات البرامج التي ناقشت الحراك الشعبي وأوضاع الحريات وإمكانات المستقبل الديمقراطي.
ومن 2020 إلى 2022، تعرض إحسان القاضي لضغوطات متواصلة من قبل الأجهزة الأمنية تطالب من خلالها السلطة السياسية بتخفيف لهجة مؤسساته الاعلامية والتقليل من حدة مقالاته وتغريداته. إحسان يصمد ولا ينحني. وفي ليلة 24 ديسمبر 2022، ذهب ضباط عسكريون إلى منزله واقتادوه إلى ثكنة “عنتر”، وهي ثكنة شهيرة لأجهزة المخابرات، حيث تم احتجازه تعسفيًا لمدة خمسة أيام. وفي 29 ديسمبر وضع إحسان رهن الحبس الاحتياطي واتُهم على وجه الخصوص بـ "تلقي أموال ومزايا من مصادر أجنبية" دون أي دليل. الحقيقة، يتعلق الأمر بمساهمة مالية من الأموال الخاصة لابنته المقيمة بلندن، والحائزة على حصص في الشركة Interface Medias. وفي أفريل 2023، صدر في حق إحسان حكما ابتدائيا يدينه بخمس سنوات سجن، ثلاث منها نافذة. وأسفرت محاكمة الاستئناف عن زيادة العقوبة إلى سبع سنوات (خمس سنوات نافذة). في أكتوبر 2023 ترفض المحكمة العليا الاستئناف في مما يغلق الباب أمام الطعون القانونية. في 27 أفريل 2024، سيحتفل إحسان، وهو بزنزانة بسجن الحراش، بعيد ميلاده الخامس والستين.

🔴 Ihsane El Kadi, le journaliste qui a refusé de courber l’échine

Ihsane El Kadi est né le 27 avril 1959 à Tripoli en Libye où son père, Bachir El Kadi, s’occupait d’acheminer des armes vers l’Algérie pour le compte du Front de libération nationale (FLN) durant la Guerre (1954 – 1962). La famille El Kadi revient s’installer à Alger et Ihsane entame des études en sciences économiques à l’université d’Alger. Il milite au sein du Groupe communiste révolutionnaire (GCR), mouvement trotskiste clandestin fondé par des syndicalistes et des étudiants. En 1981, âgé de 22 ans, Ihsane est arrêté dans le sillage de la répression du printemps berbère et détenu pendant neuf mois à la prison d’El Harrach où il se trouve incarcéré à nouveau 42 ans plus t**d. Ihsane entame sa carrière en tant que journaliste sportif au sein de la radio publique Chaîne 3, puis au sein de l’équipe du quotidien Horizons où il est nommé représentant syndical des travailleurs du journal.

Dans les années 1990, il est rédacteur en chef du quotidien La Tribune. Dans un contexte sanglant et répressif, il défend une ligne journalistique professionnelle et exemplaire, une position difficile à tenir qui l’oblige à quitter le journal en 1996. Dès ce moment, Ihsane entame une longue carrière de journaliste indépendant. En juillet 2007, il participe à créer le magazine financier international « Les Afriques ». Deux années plus t**d, il lance avec un groupe de journalistes algériens Maghreb Émergent, journal économique électronique, puis la webradio indépendante Radio M. Ihsane El Kadi est une figure du paysage médiatique algérien, reconnu pour son courage et son travail. Pendant le Hirak, Radio M devient un forum où toutes les voix des Algérien.ne.s, y compris les plus minoritaires, sont invitées à venir s’exprimer publiquement et librement. La petite radio produit des centaines d’émissions pour évoquer le mouvement populaire, la situation des libertés et les potentialités d’un avenir démocratique.

De 2020 à 2022, Ihsane El Kadi subit une pression continue de la part des services de sécurité. On lui demande de tempérer le ton de ses médias, ses articles et ses tweets. Ihsane résiste et ne courbe pas l’échine. Dans la nuit du 24 décembre 2022, des officiers militaires se rendent chez lui et l’emmènent à la caserne « Antar », célèbre caserne des services de renseignement, où il est arbitrairement gardé pendant cinq jours. Le 29 décembre, Ihsane est placé en détention préventive et accusé notamment de “réception de fonds et d’avantages de provenance étrangère”. Sans aucune preuve. En réalité, il s’agit d’une contribution financière sur fonds propre de sa fille, installée à Londres et actionnaire d’Interface Medias, que l’accusation a transformé en charge contre le journaliste. En avril 2023, il est condamné en première instance à cinq années de prison dont trois ferme. Son procès en appel se solde par une aggravation de la peine à sept ans (cinq années ferme). La Cour suprême rejette l’appel en octobre 2023, fermant la porte à tout recours légal. Le 27 avril 2024, Ihsane fêtera ses 65 ans à la prison d’El Harrach.

Ihsane El Kadi was born on 27 April 1959 in Tripoli, Libya, where his father, Bachir El Kadi, was involved in transporting arms to Algeria on behalf of the National Liberation Front (FLN) during the 1954-1962 war. The El Kadi family moved back to Algiers and Ihsane began studying economics at the University of Algiers. He was active in the Groupe Communiste Révolutionnaire (GCR), an underground Trotskyist movement founded by trade unionists and students. In 1981, aged 22, Ihsane was arrested in the wake of the repression of the Berber Spring and held for nine months in El Harrach prison, where he is being incarcerated 42 years later. Ihsane began his career as a sports journalist with the public radio station Chaîne 3. He then joined the staff of the daily newspaper Horizons, where he was appointed as the union representative on behalf of the newspaper's workers. In the 1990s, he became editor-in-chief of the daily La Tribune.

During this bloody and repressive period (90s), he defended a professional and exemplary editorial line, a position that was too difficult to maintain. It forced him to leave the newspaper in 1996. From then on, Ihsane embarked on a long career as a freelance journalist. In July 2007, he helped set up the international financial magazine Les Afriques. Two years later, he launched with a group of Algerian journalists, Maghreb Émergent, an electronic economic newspaper, followed by the independent web radio, Radio M. Ihsane El Kadi is a key figure in the Algerian media landscape, renowned for his courage and hard work. During the Hirak, Radio M became a forum where all Algerian voices, including marginalized ones, were invited to express themselves publicly and freely. Radio M produced hundreds of programmes on various topics, including the Hirak, the state of freedom and Algeria’s democratic potential.

From 2020 to 2022, Ihsane El Kadi came under constant pressure from the security services. He was asked to lessen the tone of his media, articles and tweets. Ihsane resisted and did not bend. On the night of 24 December 2022, security officers went to his home and took him to the "Antar" caserne, a notorious intelligence service facility, where he was arbitrarily detained for five days. On 29 December, Ihsane was remanded in custody and accused of, among other things, "receiving foreign funds and benefits" without any proof. In reality, the financial transaction was a contribution from his daughter, who lives in London and is a shareholder in Interface Media. The prosecution turned this into a charge against him. In April 2023, he was sentenced at first instance to five years' imprisonment, three of which were suspended. The sentence was increased on appeal to seven years (five years firm). The Supreme Court rejected the appeal in October 2023, closing the door on legal recourses. On 27 April 2024, Ihsane will celebrate his 65th birthday in El Harrach prison.
