As 2025 comes to a close, the TIWB Secretariat extends its sincere thanks to all our partners, experts, host administrations, donors and colleagues around the world.

This year marked important progress toward TIWB 2.0, strengthening hands-on audit support, expanding criminal investigation assistance, and deepening collaboration with countries committed to building fairer and more effective tax systems.

We look forward to continuing this joint work in 2026 and delivering even greater impact together.

TIWB in Albania: Strengthening co-operation against tax crime

From 17–19 November 2025, Albania’s General Directorate of Taxation (Drejtoria e Përgjithshme e Tatimeve) hosted a workshop where investigators and prosecutors from key financial crime agencies including the State Police, the Special Prosecution Office Against Corruption and Organised Crime (SPAK), the Financial Intelligence Agency, the Prosecutor’s Office of General Jurisdiction in Tirana, Customs, and the Agency for the Administration of Seized and Confiscated Assets assessed the country’s enforcement frameworks using the OECD’s Tax Crime Investigation Maturity Model.

The cross-agency workshop marked the official launch of Albania’s joint OECD-UNDP Tax Inspectors Without Borders ( ) Criminal Investigation (CI) programme and signaled the government’s commitment to instituting a whole-of-government approach to fighting tax crime. Working together, representatives from the participating law enforcement agencies:

🔹 Strengthened their understanding of each agency’s mandate and co-operation mechanisms.
🔹 Identified and discussed key challenges to the effective enforcement of tax and other financial crimes.
🔹 Developed an action plan for a coordinated, whole-of-government approach to fighting tax evasion and associated criminal activity.

Over the next two years, TIWB will support Albania’s efforts to crack down on tax crime through targeted technical assistance on complex investigations and measures to strengthen related enforcement frameworks and bolster domestic resource mobilisation.

🚨 Strengthening cooperation against tax crime 🚨

Last week marked Phase II of the Tax Inspectors Without Borders ( ) Criminal Investigation programme between Ukraine’s Economic Security Bureau (ESBU) and the Netherlands’ Fiscal Intelligence and Investigation Service (FIOD). 🇺🇦🤝🇳🇱

Held in Amsterdam, the mission advanced collaboration between ESBU and FIOD to reinforce Ukraine’s capacity to investigate tax crime and illicit financial flows.

🌍 This programme represents an important step in Ukraine’s reform efforts and underscores the value of international cooperation in building stronger, fairer tax systems.

Last Friday, Tax Inspectors Without Borders (TIWB) participated in the FTA Capacity Building Network Meeting 2025 hosted at the OECD, with the participation of 17 countries and multiple international organizations.

The meeting brought together Tax Commissioners and key stakeholders from around the world to address global challenges and set the strategic priorities for collaboration.

This year’s session focused on collective efforts to deliver more effective capacity building, highlighting innovative approaches and lessons learned.

TIWB also shared updates on the launch of TIWB 2.0 and its plans to continue providing hands-on support to developing countries, helping build more resilient and effective tax administrations. The initiative was repeatedly praised as a strong example of effective capacity building that delivers tangible impact for all the stakeholders involved.

🚨 Launch of Sri Lanka’s OECD–UNDP TIWB Criminal Investigation Programme.

We’re proud to launch Sri Lanka’s first Tax Inspectors Without Borders programme on Criminal Investigations (TIWB-CI) 🇱🇰, a joint initiative of the OECD and United Nations Development Programme - UNDP, supported by HM Revenue & Customs (UK).

👥 The hybrid launch event took place in Colombo on 15 September 2025 and was attended by the Commissioner General of the Inland Revenue Department - Sri Lanka and senior leaders from other financial crime agencies, together with international experts HMRC, UNDP Sri Lanka, International Monetary Fund, and OECD.

🌍 Over the next two years, HMRC experts will work directly with Sri Lankan investigators to progress tax crime investigations and combat illicit financial flows.

We are proud of the growing impact of TIWB in Asia-Pacific with 7 ongoing and 14 completed programmes across the region. To date, the initiative has supported developing jurisdictions in the region with the assessment of USD 732 million in tax liabilities and recovery of USD 296.84 million in tax revenue.

Together, we’re building stronger institutions, fairer tax systems, and more transparent economies.

🎉 Moldova officially joins the Tax Inspectors Without Borders (TIWB) network! 🇲🇩

We’re proud to announce the launch of Moldova’s first programme to support the State Tax Service of the Republic of Moldova.

Held on 8 September 2025, the launch event brought together representatives from the Moldova State Tax Service (Serviciul Fiscal de Stat), the Ministry of Finance (Ministerul Finantelor al Republicii Moldova), the TIWB Secretariat, and the UNDP Country Office in Moldova (UNDP Moldova) to kick off this important collaboration.

🔹 This programme is supported by an expert from the UNDP mananaged Roster of Experts.
🔹 The primary focus of this technical assistance is to provide practical support on Advance Pricing Arrangements (APAs) and audit-related issues

🌍 This programme is part of TIWB's efforts to boost domestic revenue mobilisation to promote sustainable development. Moldova’s State Tax Service joins a global network of host administrations committed to building strong, transparent, and effective tax systems.

🎊 The Secretariat is delighted to welcome as a partner administration under the Tax Inspectors Without Borders (TIWB) initiative.

TIWB is incredibly proud of the progress Egypt has made since it began receiving TIWB support. The Egyptian Tax Authority has undergone a remarkable transformation, transitioning from a beneficiary of technical assistance to a regional leader ready to share its expertise with other tax administrations.

🌍 Through the TIWB initiative, the OECD and United Nations Development Programme - UNDP are keen to promote international tax cooperation and South–South collaboration between tax administrations.

🤝 Nigeria, the United Kingdom, and Türkiye begin collaboration under two new programmes focused on the effective use of Automatically Exchanged Financial Account Information (CRS-AEOI) and Country-by-Country Report (CbCR) data.

The TIWB Secretariat is pleased to announce the launch of two new Tax Inspectors Without Borders (TIWB) programmes in Nigeria, where the Federal Inland Revenue Service - FIRS will work alongside two partner administrations: HM Revenue & Customs (HMRC) of the United Kingdom and the Turkish Tax Inspection Board (T.C. Hazine ve Maliye Bakanlığı).

These programmes aim to enhance Nigeria’s Federal Inland Revenue Service (FIRS)'s technical capacity in the effective use of AEOI data for tax risk assessment, audit and to promote tax compliance.

A hybrid launch event on 28 July was attended by the representative of Mr. Tayo Koleosho, Chief of Staff to the Executive Chairman of the Federal Inland Revenue Service, alongside Coordinating Directors. Mr. Muhsin Atcı of the Turkish Tax Inspection Board and Mr. Simon Kimber of HM Revenue & Customs, who delivered keynote addresses, with participation from senior representatives of both the OECD and UNDP.

🌐 An OECD–UNDP initiative, TIWB has supported over 100 programmes globally, helping developing countries mobilize more than USD 2.4 billion in additional tax revenues. These new programmes represent another step toward building sustainable, data-driven tax administrations.

Tax Inspectors Without Borders (TIWB) presents plans to expand international tax co-operation for sustainable development over the coming decade.

TIWB is a successful joint initiative between the OECD Tax and UNDP Sustainable Finance that supports developing countries in enhancing their capacity on tax audit and the broader fight against illicit financial flows. Its distinctive approach of deploying experienced tax officials to work directly within the tax administrations of developing countries offers clear, hands-on support for tackling real-time audit cases and a broad range of tax issues.

2025 marks the 10-year anniversary of the initiative, launched in July 2015 at the Third International Conference on Financing for Development in Addis Ababa. Since then, TIWB has introduced 155 programmes in 70 jurisdictions, helping generate USD 6.39 billion in tax assessments and an additional USD 2.4 billion in tax revenues.

IFSF es una exitosa iniciativa conjunta de la OCDE y el PNUD que ayuda a los países en desarrollo a mejorar su capacidad de auditoría fiscal y la lucha contra los flujos financieros ilícitos. Su enfoque distintivo, consistente en desplegar funcionarios fiscales experimentados para que trabajen directamente en las administraciones tributarias de los países en desarrollo, ofrece un apoyo claro y práctico para abordar casos de auditoría en tiempo real y una amplia gama de cuestiones fiscales.

2025 marca el décimo aniversario de la iniciativa, lanzada en julio de 2015 en la Tercera Conferencia Internacional sobre Financiación para el Desarrollo en Addis Abeba.
