Parish Council Meeting – October Update
Banwell Parish Council met on Monday 19 October. Here are some of the key updates and decisions from the meeting:
Banwell Bypass
Delays continue to centre around utility diversion works. North Somerset Council is due to consider a further update at its Full Council meeting on 10 November.
Locally, Castle Hill will need to close while bore surveys are carried out to locate a water main, temporary traffic lights are expected intermittently on Knightcott Road, and Wolvershill Road is currently expected to reopen on 30 October.
Grumblepill Rhyne
The new pedestrian bridge has now been completed. Mead Realisations has confirmed that the remaining rubbish and temporary bridge are due to be removed shortly.
Remembrance Sunday
This year’s Remembrance Parade will take place on Sunday 8 November. Councillors will meet at West Street Car Park at 2.30pm, with the service at the Church from 3pm.
Great Western Air Ambulance
The Council received a letter of thanks following its £200 donation to the Great Western Air Ambulance Charity.
District Council Boundary Review
Despite representations from the Parish Council, Mead Fields will move from the Banwell and Winscombe Ward into the Locking, Hutton and Bleadon Ward.
Card payments
The Council agreed to purchase a SumUp Solo Lite card reader to make it easier to take occasional card payments at Council activities and events.
Community Picnics
Following the success of this year’s events, dates have been agreed for 2027:
Mead Fields – 19 June
Banwell – 10 July
Mead Fields
The existing standalone bi-monthly Parish Council surgeries will be replaced in 2027 with a more regular Parish Council presence through monthly Coffee, Craft and Chat sessions and other community activities.
The Council also agreed in principle to provide temporary management and administrative support to the Mead Fields Community Hub for up to 12 months. The detailed arrangements will now be explored with North Somerset Council, Mead Realisations and local volunteers, with the arrangement reviewed in April 2027.
Riverside Green fencing
The Council selected Second Life Products Wales (Contractor 10) as its preferred supplier for recycled plastic post and rail fencing, at a cost of £4,051.04 + VAT, subject to the contractor being able to meet the Council’s requested four-week lead time.
Kingsmead Farm Enforcement Notice
The Parish Council agreed to support North Somerset Council’s Enforcement Notice relating to Kingsmead Farm, Riverside.
Councillors highlighted particular concerns about the scale of vehicle parking and the effect of additional traffic on the surrounding narrow rural lanes. The Council also noted local concerns that some of the vehicle parking may be connected with off-site airport parking activity.
Council finances
Councillors noted the latest budget position, bank balances, reconciliation and reserves, and authorised October payments totalling £15,395.07.
The Council also approved the annual fire extinguisher survey and the er****on and removal of the Christmas trees along West Street and The Square.
Next Full Council meeting
Monday 16 November at 7.30pm at Banwell Youth & Community Centre.
