My Statement:
BRACKLEY NEEDS YOUR VOICE
Object to the proposed 2,890-home Turweston allocation
CONSULTATION CLOSES: SUNDAY 6 SEPTEMBER 2026 AT 11:59 PM
What is proposed?
Buckinghamshire Council proposes Policy NESS013 immediately east of Brackley: approximately 2,890 homes on a 143-hectare site, with around 2 hectares of employment land, town-centre uses and supporting facilities. It is in Buckinghamshire, but it would operate as an extension of Brackley.
This is not about opposing every new home Brackley needs homes, including genuinely affordable homes. But growth must be proportionate, evidence-led and matched by jobs, roads, public transport, schools, healthcare, drainage and community facilities. Housing cannot be planned in isolation from the people and services it will affect.
Why I am objecting
• Jobs and commuting: Brackley has a limited number of major employers for growth on this scale. Without substantial new employment, more residents will commute towards Silverstone, Towcester, Banbury, Bicester, Oxford and Northampton.
• Road capacity: the A43, A422 and local approaches already face pressure. Nearly 3,000 more homes would create significant additional journeys unless credible alternatives and funded improvements are delivered first.
• Cross-boundary unfairness: residents would rely heavily on Brackley, but Brackley Town Council and WNC may not receive the development contributions needed to support affected services.
• Cumulative growth: WNC material previously described about 1,650 additional homes around Brackley. With NESS013, that is about 4,540 homes before any revised WNC plan is settled.
• Radstone Fields is a warning: our estate of about 1,000 homes has experienced years of unresolved road, sewer and street-lighting adoption issues. Infrastructure promises must be enforceable before residents move in.
• Town identity: growth of this scale could fundamentally alter Brackley’s market-town character if it arrives faster than jobs, services and infrastructure.
Important fact-check
You may see figures of 5,200 or even more homes quoted. The currently evidenced total I can support is approximately 4,540, combining NESS013 (2,890) with the 1,650 shown in WNC material. WNC is preparing a new plan, so future Brackley numbers are not yet settled. We should object strongly, but accurately.
What I am asking Buckinghamshire Council to do
• Remove NESS013 from the Local Plan, or defer it until full cross-boundary evidence has been completed.
• Publish cumulative traffic modelling covering Brackley, the A43, A422 and committed or proposed WNC development.
• Prove that enough local jobs will be delivered, at the right time, to avoid creating a car-dependent commuter settlement.
• Secure a binding funding agreement so Brackley services receive fair mitigation for impacts they will carry.
• Guarantee schools, health, highways, drainage, public transport and community facilities through occupation-linked delivery triggers.
Please act now
Submit your own response before the deadline. Personal, specific evidence is powerful. Explain how you use local roads, schools, GP and dental services, buses, shops and community facilities, and how additional demand would affect you.
1 Open the Buckinghamshire Council Regulation 19 consultation.
2 Locate Policy NESS013: Turweston and select “Object”.
3 Ask for removal or deferral, explaining why the policy is not justified or effective without cross-boundary infrastructure, employment and transport evidence.

Suggested social-media caption
Nearly 3,000 homes are proposed immediately east of Brackley under Buckinghamshire Council’s Policy NESS013. Although the site is across the county boundary, its residents would inevitably use Brackley’s roads, schools, health services, shops and community facilities. The proposal offers only around 2 hectares of employment land, raising serious concerns about outward commuting and additional pressure on the A43, A422 and local roads.
I support proportionate, well-planned growth, but homes must come with jobs, transport, healthcare, education, drainage and community infrastructure. Brackley must not carry the impacts while funding remains elsewhere.
Please submit a personal objection before 11:59 pm on Sunday 6 September. Ask Buckinghamshire Council to remove or defer NESS013 until cumulative cross-boundary impacts are properly assessed and a binding infrastructure funding plan is in place. Share this post and encourage neighbours to respond.
