Reform now has 52 county councillors.

The Liberal Democrats have 6.

The Leader of Essex County Council’s Reform Group, Councillor Peter Harris has today (13 May) written to Steve Reed MP, Secretary of State for Housing, Communities and Local Government, indicating that the council intends to issue a legal challenge to the Government on its plans for Local Government Reorganisation in Greater Essex.

The full copy of the letter to the Secretary of State is below.

Dear Rt Hon. Steve Reed MP,

I write to you as the newly elected Leader of the Reform UK Group on Essex County Council and Council Leader elect.

I am taking this immediate opportunity to ensure that you are aware of my intentions with regard to the subject of Local Government Reorganisation (LGR) as proposed by your government in that I and the Reform UK Group and therefore the administration in waiting are unequivocally opposed to the principle of your proposals.

We will utilise all resources at our disposal to challenge and resist LGR.

Your proposals are ill-thought, expensive, purely ideological in nature and seek to create further democratic distance between the people of Essex and their elected local politicians. This direction of travel is the very opposite of the localism agenda that I and my party support. This is unacceptable to us and Reform UK, in now running Essex County Council, have a clear mandate to convey these intentions to you.

Accordingly, as my first formal action as Reform UK group leader at Essex, I yesterday instructed that lawyers prepare a pre-action protocol letter to you which I already have in my possession and, subject to my group’s approval, will be sending to you later this week in order to formalise our objections.

I am of course happy to enter into dialogue with you in this matter around confirming our approach to continuity within the Essex County Council officer group, to ensure that all eventualities are otherwise anticipated and prepared for in the event that your proposal becomes law, against our wishes.

Please be in no uncertainty. We will resist the premise of Local Government Reorganisation robustly on behalf of the 1.6 million residents of Essex that have sent us to County Hall to do exactly that.

🇬🇧 ESSEX COUNTY COUNCIL 🇬🇧

The Reform UK group at Essex County Council has today confirmed the appointment of its Leader and Deputy Leader.

Cllr Peter Harris has been elected by the group as Leader and Cllr Russell Quirk has been elected as Deputy Leader.

Both appointments were agreed by members of the council’s Reform UK Group at a meeting on 11 May. Cllr Harris will now be nominated as Leader of the County Council at the Annual General Meeting of the council on 28 May.

Cllr Harris has served as a district Cllr at Tendring District Council since 2019, holding roles including Vice-Chairman and Chairman of the council.

On his election, Cllr Harris said: “I am honoured to have been chosen by my Group colleagues to lead them.

“The people of Essex made their views clear at the polls last week. We have an incredibly strong mandate – we must move quickly to bring about changes and improvements they are desperate for. The next step is assemble the team who will make this county truly great again.”

Cllr Quirk is currently a Cllr at Brentwood Borough Council, having been elected in 2025.

He said: “I am delighted in the faith the group has placed in me to support Peter in his leadership.

“We have already begun work to appoint a Cabinet full of talented, strong, passionate people to lead, challenge and bring about positive change in their areas of responsibility. I am excited at the prospect of working with them to deliver our agenda.”

I have been a Chelmsford City Councillor for over 7 years and seen how money is constantly wasted by both City & County councils. With over 40 years’ experience in finance, I am able to scrutinise budgets & identify poor use of financial resources. We are not getting value for money, this needs to change. In particular repairing our roads and footpaths. It’s time to stand up for our community, make local government accountable.
