Earls Colne Parish Council Earls Colne is a large village, a thriving community with a variety of shops.

Earls Colne Parish Council has 11 councillors whose responsibility it is to represent the views of people living in the Parish. We raise issues of public concern with other authorities such as Braintree District Council, Essex County Council and the Police and comment on planning applications and other proposals for the village. The Council provides and/or maintains public areas and facilities, including the Village Green, the Village Hall, the Shrubbery, Pound Green and the play area at the Recreation Club. On behalf of other authorities we carry out the following work: street sweeping and litter collection; looking after the public conveniences; maintaining the New Churchyard; maintaining roadside verges and cutting footpaths. The Police, Fire and Crime Commissioner (PFCC) for Essex, Roger Hirst, is asking residents for their views to develop key proposals to fund policing and the fire and rescue service in 2027/28.
Residents, businesses, community groups and people who work or travel in Essex are being encouraged to complete the PFCC’s Precept Survey and help shape decisions about the council tax contributions made towards both major frontline public services.
The survey can be completed here: https://www.smartsurvey.co.uk/t/PFCCPrecept2027-28/

🚗 PARKING REQUEST- QUEENS ROAD CAR PARK

A kind reminder that we need the parking spaces at Queens Road Car Park along this hedge to be clear today, Friday 30th October so that we can carry out our final hedge cut of the year.

We would really appreciate everyone’s cooperation in keeping these spaces clear during this time. This will allow the works to be completed safely and ensure the hedges are properly maintained ahead of winter. We aim to have the works completed by this afternoon.

Thank you for your understanding and for helping us keep Earls Colne looking its best. ⭐

VEHICLE REQUEST- VILLAGE HALL CAR PARK

If you own one of the two vehicles parked behind the Village Hall, could you move them please?

The outdoor space has been booked for for two private hirers- for a wake this afternoon and also a private party tomorrow (Saturday 17th) that needs room to bring in a trailer. We’d really appreciate your help in making sure the hirers can use the space as they have paid for the use of the hall and it's facilities. Thank you.

QUEENS ROAD CAR PARK
On Wednesday 14th, access to outside the Council’s workshop at Queen’s Road Car Park was blocked, which meant the bins couldn’t be emptied by BDC. We ask those using the car park to be considerate and follow the markings in the bays, keeping access routes clear so essential work can be carried out.

Thank you for your understanding and cooperation.

📢 EARLS COLNE PARISH COUNCIL | MEETING & PLANNING UPDATES

Keeping residents informed is an important part of our work. We want everyone in Earls Colne to have the opportunity to understand the decisions being considered, follow local developments and have their say on proposals that may affect our village.

🏡 MINUTES OF PLANNING COMMITTEE MEETING – 9TH OCTOBER 2026

The minutes from the Planning Meeting from 9th October are now available on the Parish Council website. They provide a record of the discussions, decisions and actions taken by the Council. They can be viewed in the link below.

The Planning Committee considered two significant applications that could affect the future of Earls Colne-

🚧 Station Road – Proposed development of up to 80 homes

The Committee resolved to recommend an objection to the proposed development, raising concerns about traffic and pedestrian safety, village character, heritage and the capacity of local infrastructure.

⛳ Colne Valley Golf Club – Proposed guest accommodation

The Committee resolved to object to the proposal in its current location, highlighting concerns about the proximity of the accommodation to neighbouring homes, privacy and potential noise disturbance.

📑 Planning Reports – Views For and Against

The minutes include appendices containing the detailed reports considered by the Committee for both planning applications. These set out the views and arguments both for and against the proposals, providing residents with further information about the considerations informing the Council’s responses.

📣 YOUR VIEWS MATTER – PLEASE HAVE YOUR SAY

The Parish Council has considered these applications and will make its representations through the planning process. However, residents are also encouraged to submit their own comments directly to Braintree District Council.

If you have concerns, supporting evidence or views about either application, please take the time to respond. Personal representations help ensure that the planning authority is aware of the issues that matter to the local community.

⏰ Important consultation deadlines

- ⛳ Colne Valley Golf Club: Monday 19th October 2026
- 🏡 Station Road – up to 80 homes: Wednesday 21st October 2026

Please submit your comments as soon as possible and check the relevant application on the planning portal for the latest information and submission requirements.

🔊 Stone Bridge – Temporary Footbridge Now Open
Update from Essex Highways

Earls Colne Parish Council is sharing the following update on behalf of Essex Highways regarding the ongoing Stone Bridge improvement works.

The temporary footbridge is now open to the public, providing a safe crossing point for pedestrians and removing the need to cross Stone Bridge while the improvement works are taking place.

A temporary footpath has also been installed around the rear of the site, connecting the Public Right of Way through Earls Colne Millennium Green with the Public Right of Way on the southern side of the A1124. The route is clearly signposted and available for public use.

Essex Highways is currently completing the necessary health and safety documentation ahead of the main construction period, which is due to resume on Monday 14 September. This phase of work will begin with the installation of temporary steel sheet piles.

Further updates will be provided as the scheme progresses, including details of activities that may affect residents, businesses and road users.

The dedicated Essex Highways webpage has been updated with the latest information, and can be viewed by accessing the following link- https://www.essexhighways.org/highway-schemes-and-developments/stone-bridge-a1124-halstead-road-earls-colne

Thank you to residents, businesses and road users for their continued patience and support while these works are carried out.
