Adult social care in England is often described as a system. In practice, it is better understood as a set of arrangements that have evolved over time, without a single moment of design.

For many years, the need for reform has been widely recognised. In this blog, Paul Burstow, Chair of SCIE’s Board, explores why attempts have repeatedly stalled.

What role will social care play in the current programme of NHS reforms and the design and delivery of the neighbourhood health agenda? This was the question SCIE’s Chair-Elect, Baroness Glenys Thornton, posed during the House of Lords’ debate focused on the contents of the King's Speech last week.

She also pressed the Government on what action will be taken ahead of the Casey Commission’s final report to strengthen social care’s role in prevention, independence, and community-based support.

Baroness Thornton highlighted that without clear and immediate action, it will be difficult to realise the ambition of neighbourhood health—which depends on a strong, visible, and properly valued social care system working alongside health as an equal partner.

Transitions from children’s social care to adult services can be complex.

The Department of Health and Social Care and the Department for Education have recognised the importance of improving this transition, and SCIE is launching a survey to explore this.

We are keen to hear from:

đź’™Professionals who work with young people moving into adult social care

đź’™Young people who are going through, or preparing for, this transition

💙Adults with lived experience of transitioning to adult social care from children’s services

đź’™Parents, carers, and family members of young people who are going through, preparing for, or have been through this transition

The survey, which takes approximately ten minutes to complete, explores what support, information, and approaches are working well, and where things need to change.

Your insights will help shape practical tools, training materials, and best practice guidance to improve transitions for young people and families.

Yesterday, SCIE’s Chair-Elect, Baroness Thornton, contributed to the House of Lords’ debate focused on the contents of the King's Speech.

Baroness Thornton welcomed the Government’s commitment in the NHS Modernisation Bill to ensure that the voices of people using care and support directly inform the services they receive, but warned that the transfer of Local Healthwatch functions to local authorities must strengthen, not weaken, the independent voice of people who draw on care and support.

SCIE’s work on national standards of care, which we hope will be of use to the Government as it designs its National Care Service, found that where people are put at the heart of their own decisions, it changes what systems prioritise, what outcomes matter, and how success is measured. Where it is absent or tokenistic, services risk being designed around institutional priorities instead of people’s wellbeing, independence, and dignity.
